MODELING FLOW AND TRANSPORT PATHWAYS TO THE POTENTIAL REPOSITORY HORIZON AT YUCCA MOUNTAIN
The isotopic ratios of {sup 36}Cl/Cl are used in conjunction with geologic interpretation and numerical modeling to evaluate flow and transport pathways, processes, and model parameters in the unsaturated zone at Yucca Mountain. By synthesizing geochemical and geologic data, the numerical model results provide insight into the validity of alternative hydrologic parameter sets, flow and transport processes in and away from fault zones, and the applicability of {sup 36}Cl/Cl. ratios for evaluating alternative conceptual models.

MELT RATE ENHANCEMENT FOR HIGH ALUMINUM HLW (HIGH LEVEL WASTE) GLASS FORMULATION FINAL REPORT 08R1360-1
This report describes the development and testing of new glass formulations for high aluminum waste streams that achieve high waste loadings while maintaining high processing rates. The testing was based on the compositions of Hanford High Level Waste (HLW) with limiting concentrations of aluminum specified by the Office of River Protection (ORP). The testing identified glass formulations that optimize waste loading and waste processing rate while meeting all processing and product quality requirements. The work included preparation and characterization of crucible melts and small scale melt rate screening tests. The results were used to select compositions for subsequent testing in a DuraMelter 100 (DM100) system. These tests were used to determine processing rates for the selected formulations as well as to examine the effects of increased glass processing temperature, and the form of aluminum in the waste simulant. Finally, one of the formulations was selected for large-scale confirmatory testing on the HLW Pilot Melter (DM1200), which is a one third scale prototype of the Hanford Tank Waste Treatment and Immobilization Plant (WTP) HLW melter and off-gas treatment system. The Energy Policy Act of 1992 (EPACT) increased competition in the electric generating sector by creating new entities that can generate and sell electricity at wholesale without being regulated as utilities under PUHCA. PURPA began to shift more regulatory responsibilities to the federal government, and EPACT continued that shift away from the states by creating new options for utilities and regulators to meet electricity demand.

Optical simulation for imaging reconnaissance and intelligence sensors OSIRIS: High fidelity sensor simulation test bed; Modified user`s manual
The OSIRIS program is an imaging optical simulation program which has been developed to predict the output of space-borne sensor systems. The simulation is radiometrically precise and includes highly realistic laser, atmosphere, and earth background models, as well as detailed models of optical components. This system was developed by Rockwell Power Services for the Los Alamos National Laboratory. It is based upon the LARC (Los Alamos Radiometry Code, also by Rockwell), and uses a similar command structure and 3d coordinate system as LARC. At present OSIRIS runs on the Cray I computer under the CTSS operating s stem, and is stored in the OSIRIS root directory on LANL CTSS mass storage.

Polycube oxidation and factors affecting the concentrations of gaseous products
The polycubes stored at the Hanford Plutonium Finishing Plant (PFP) have been identified in a Vulnerability Assessment as material that requires a stabilization process in support of the Defense Nuclear Facility Safety Board Recommendation 94-1. The baseline plan involves a pyrolysis process to separate out the plutonium and uranium oxides before the remaining material is packaged for interim storage, in accordance with the Record of Decision (ROD), issued June 25, 1996, for the Plutonium Finishing Plant Stabilization Final Environmental Impact Statement, DOE/EIS-0244-F. The polycubes were manufactured at Hanford in the 1960s for use in criticality studies to determine the hydrogen-to-fissile atom ratios for neutron moderation. A mixture of plutonium and/or uranium oxides and a polystyrene (vinyl benzene) matrix, cast into the shape of cubes, the polycubes simulated solutions containing high concentrations of fissile materials. The polycubes varied in size, typically 1/2 x 2 x 2 in. up to 2 x 2 x 2 in., and were sealed with a coating of aluminum paint and/or tape (PVC or Shurtape). The estimated 1,600 polycubes (calculated 179,165 grams net weight) stored at PFP were packed in vented food cans with five to eight cubes per can to accommodate gas generation by radiolysis. Some …

Prayer and Religion in the Public Schools: What Is, and Is Not, Permitted
Few areas of constitutional law have proven to be as controversial and as subject to misinterpretation as that concerning the constitutionality of government-sponsored religious activities in public schools. In the last three decades the Supreme Court in five decisions and the State arid lower Federal courts in dozens of related decisions have attempted to articulate the 1 / meaning of the religion clauses of the First ~mendment- for a variety of such activities, including State-sponsored prayer, Bible reading, and religious teaching. Notwithstanding continuing political controversy over many of these decisions, they provide a fairly consistent interpretation and application of the First Amendment.

Assessing Terrorist Motivations for Attacking Critical Infrastructure
Certain types of infrastructure--critical infrastructure (CI)--play vital roles in underpinning our economy, security and way of life. These complex and often interconnected systems have become so ubiquitous and essential to day-to-day life that they are easily taken for granted. Often it is only when the important services provided by such infrastructure are interrupted--when we lose easy access to electricity, health care, telecommunications, transportation or water, for example--that we are conscious of our great dependence on these networks and of the vulnerabilities that stem from such dependence. Unfortunately, it must be assumed that many terrorists are all too aware that CI facilities pose high-value targets that, if successfully attacked, have the potential to dramatically disrupt the normal rhythm of society, cause public fear and intimidation, and generate significant publicity. Indeed, revelations emerging at the time of this writing about Al Qaida's efforts to prepare for possible attacks on major financial facilities in New York, New Jersey, and the District of Columbia remind us just how real and immediate such threats to CI may be. Simply being aware that our nation's critical infrastructure presents terrorists with a plethora of targets, however, does little to mitigate the dangers of CI attacks. In order …

B physics: measurement of partial widths and search for direct cp violation in d0 meson decays
We present a measurement of relative partial widths and decay rate CP asymmetries in K{sup -}K{sup +} and {pi}{sup -}{pi}{sup +} decays of D{sup 0} mesons produced in p{bar p} collisions at {radical}s = 1.96TeV. We use a sample of 2 x 10{sup 5} D*{sup +} {yields} D{sup 0}{pi}{sup +} (and charge conjugate) decays with the D{sup 0} decaying to K{sup -}{pi}{sup +}, K{sup -}K{sup +}, and {pi}{sup -}{pi}{sup +}, corresponding to 123 pb{sup -1} of data collected by the Collider Detector at Fermilab II experiment at the Fermilab Tevatron collider. No significant direct CP violation is observed. We measure {Lambda}(D{sup 0} {yields} K{sup -}K{sup +})/{Lambda}(D{sup 0} {yields} K{sup -}{pi}{sup +}) = 0.0992 {+-} 0.0011 {+-} 0.0012, {Lambda}(D{sup 0} {yields} {pi}{sup -}{pi}{sup +})/{Lambda}(D{sup 0} {yields} K{sup -}{pi}{sup +}) = 0.03594 {+-} 0.00054 {+-} 0.00040, A{sub CP} (K{sup -}K{sup +}) = (2.0 {+-} 1.2 {+-} 0.6)%, and A{sub CP} ({pi}{sup -}{pi}{sup +}) = (1.0 {+-} 1.3 {+-} 0.6) %, where, in all cases, the first uncertainty is statistical and the second is systematic.

Design review report, 241-S-102 cover plate review
The design for the cover plate and lead plate for shielding on 241-S-102 was reviewed on 10/21/98. All Review Comment Record comments were resolved to the satisfaction of the reviewers. Additional comments were taken during the meeting and were also resolved. A design calculation for the Radiological Design Review Screening was presented as criteria for the use of 1 inch lead plate. The review concluded that the use of 2 inch steel plate and 1 inch lead plate provided the required safety function required by HNF-SD-WM-810-001, 5.3.2.20, Basis for Interim Operation. The design was approved with the incorporated comments as recorded on RCR's and meeting minutes.

Tank waste remediation system process engineering instruction manual
The purpose of the Tank Waste Remediation System (TWRS) Process Engineering Instruction Manual is to provide guidance and direction to TWRS Process Engineering staff regarding conduct of business. The objective is to establish a disciplined and consistent approach to business such that the work processes within TWRS Process Engineering are safe, high quality, disciplined, efficient, and consistent with Lockheed Martin Hanford Corporation Policies and Procedures. The sections within this manual are of two types: for compliance and for guidance. For compliance sections are intended to be followed per-the-letter until such time as they are formally changed per Section 2.0 of this manual. For guidance sections are intended to be used by the staff for guidance in the conduct of work where technical judgment and discernment are required. The guidance sections shall also be changed per Section 2.0 of this manual. The required header for each manual section is illustrated in Section 2.0, Manual Change Control procedure. It is intended that this manual be used as a training and indoctrination resource for employees of the TWRS Process Engineering organization. The manual shall be required reading for all TWRS Process Engineering staff, matrixed, and subcontracted employees.

DEMONSTRATION OF MIXING AND TRANSFERRING SETTLING COHESIVE SLURRY SIMULANTS IN THE AY-102 TANK
In support of Hanford's waste certification and delivery of tank waste to the Waste Treatment and Immobilization Plant (WTP), Savannah River National Laboratory (SRNL) was tasked by the Washington River Protection Solutions (WRPS) to evaluate the effectiveness of mixing and transferring tank waste in a Double Shell Tank (DST) to the WTP Receipt Tank. The work discussed in this report (Phase III) address the impacts cohesive simulants have on mixing and batch transfer performance. The objective of the demonstrations performed in Phase III was to determine the impact that cohesive particle interactions in the simulants have on tank mixing using 1/22{sup nd} scale mixing system and batch transfer of seed particles. This testing is intended to provide supporting evidence to the assumption that Hanford Small Scale Mixing Demonstration (SSMD) testing in water is conservative. The batch transfers were made by pumping the simulants from the Mixing Demonstration Tank (MDT) to six Receipt Tanks (RTs), and the consistency in the amount of seed particles in each batch was compared. Tests were conducted with non-Newtonian cohesive simulants with Bingham yield stress ranging from 0.3 Pa to 7 Pa. Kaolin clay and 100 {mu}m stainless steel seed particles were used for all the …

A model-based flotation control scheme is being implemented to achieve optimal performance in the handling and treatment of fine coal. The control scheme monitors flotation performance through on- line analysis of ash content. Then, based on the economic and metallurgical performance of the circuit, variables such as reagent dosage, pulp density and pulp level are adjusted using model-base control algorithms to compensate for feed variations and other process disturbances. Recent developments in sensor technology are being applied for on-line determination of slurry ash content. During the fifth quarter of this project, all work was on hold pending the final novation of the contract to Virginia Polytechnic Institute and State University.

During the fourth quarter of this project, a final attempt was made to calibrate a video-based ash analyzer for use in this application. It was concluded that the low ash content and the coarse particle size of the flotation tailings slurry at the Maple Meadow plant site made the video-based system unsuitable for this application. Plans are now underway to lease a nuclear-based analyzer as the primary sensor for this project.

Effects of Combinations of Aspect Ratio and Sweepback at High Subsonic Mach Numbers
Report discussing an investigation to determine the effects of sweepback and low aspect ratio on the aerodynamic characteristics of a wing at high subsonic Mach numbers. Tests were performed at aspect ratios of 2, 3, and 5 and sweepback angles of 0, 30, and 45 degrees. Generally, sweepback and low aspect ratio were found to both delay and lessen the effects of compressibility.
