This Report describes climate change scenarios that extend to the end of the 21st century and how they were developed. The scenarios cover a wide range of the main driving forces of future emissions, from demographic to technological and economic developments. The set of emissions scenarios is based on an extensive assessment of the literature, six alternative modeling approaches, and an "open process" that solicited wide participation and feedback from many groups and individuals. The SRES scenarios include the range of emissions of all relevant species of greenhouse gases (GHGs) and sulfur and their driving forces.

The Intergovernmental Panel on Climate Change (IPCC) Special Report on Land Use, Land-Use Change, and Forestry (SR-LULUCF) has been prepared in response to a request from the United Nations Framework Convention on Climate Change (UNFCCC) Subsidiary Body for Scientific and Technological Advice (SBSTA). At its eighth session in Bonn, Germany, 2-12 Ju and technical implications of carbon sequestration strategies related to land use, land-use change, and forestry activities. The scope, structure, and outline of this Special Report was approved by the IPCC in plenary meetings during its Fourteenth Session. This Special Report examines several key questions relating to the exchange of carbon between the atmosphere and the terrestrial pool of aboveground biomass, below-ground biomass, and soils. Vegetation exchanges carbon dioxide between the atmosphere and the terrestrial biosphere through photosynthesis and plant and soil respiration. This natural exchange has been occurring for hundreds of millions of years. Humans are changing the natural rate of exchange of carbon between the atmosphere and the terrestrial biosphere through land use, land-use change, and forestry activities. The aim of the SR-LULUCF is to assist the Parties to the Kyoto Protocol by providing relevant scientific and technical information to describe how the global carbon cycle operates …

In 1998, Congress passed the National Drought Policy Act. The Act stated that this nation would benefit from national drought policy based on preparedness and mitigation to reduce the need for emergency relief. It acknowledged that this country has no consistent, comprehensive policy driving the federal role to help reduce the impacts of drought. The Act also created the National Drought Policy Commission to advise Congress on how best to: Integrate federal drought laws and programs with ongoing state,local, and tribal programs into a comprehensive national policy to mitigate the impacts of and respond to drought. Improve public awareness of the need for drought mitigation. Achieve a coordinated approach to drought mitigation and response by governments and nongovernmental entities, including academic, private, and nonprofit interests. This document constitutes the report of the National Drought Policy Commission. (Commission members were chosen according to provisions in the Act, which required representation of federal and nonfederal government entities and the private sector.) The report presents the basis for national drought policy and calls for commitment and resolve in providing sufficient resources to achieve the policy goals.

NREL PV Working With Industry is a quarterly newsletter devoted to the research, development, and deployment performed by NREL staff in concert with their industry and university partners. Geothermal heat pumps (GHPs) are one of the most cost-effective heating, cooling, and water heating systems available for both residential and commercial buildings. GHPs extract heat from the ground during the heating season and discharge waste heat to the ground during the cooling season.

Biomass is an attractive energy source, and transportation fuels made from biomass offer a number of benefits. Developing the technology to produce and use biofuels will create transportation fuel options that can positively impact the national energy security, the economy, and the environment. Biofuels include ethanol, methanol, biodiesel, biocrude, and methane.

Biomass is a proven option for electricity generation. A diverse range of biopower producers includes electric utilities, independent power producers, and the pulp and paper industry. To help expand opportunities for biomass power production, the U.S. Department of Energy established the Biopower Program and is sponsoring efforts to increase the productivity of dedicated energy crops. The Program aims to double biomass conversion efficiencies, thus reducing biomass power generation costs. These efforts will promote industrial and agricultural growth, improve the environment, create jobs, increase U.S. energy security, and provide new export markets.
