Remedial Action Plan and Site Design for Stabilization of the Inactive Uranium Mill Tailings Site at Falls City, Texas: Final Report

The uranium processing site near Falls City, Texas, was one of 24 inactive uranium mill sites designated to be remediated by the U.S. Department of Energy (DOE) under Title I of the Uranium Mill Tailings Radiation Control Act of 1978 (UMTRCA). The UMTRCA requires that the U.S. Nuclear Regulatory Commission (NRC) concur with the DOE`s remedial action plan (RAP) and certify that the remedial action conducted at the site complies with the standards promulgated by the U.S. Environmental Protection Agency (EPA). The RAP, which includes this summary remedial action selection report (RAS), serves a two-fold purpose. First, it describes the activities proposed by the DOE to accomplish long-term stabilization and control of the residual radioactive materials at the inactive uranium processing site near Falls City, Texas. Second, this document and the remainder of the RAP, upon concurrence and execution by the DOE, the State of Texas, and the NRC, becomes Appendix B of the Cooperative Agreement between the DOE and the State of Texas.

Sensor fusion for intelligent process control.

An integrated system for the fusion of product and process sensors and controls for production of flat glass was envisioned, having as its objective the maximization of throughput and product quality subject to emission limits, furnace refractory wear, and other constraints. Although the project was prematurely terminated, stopping the work short of its goal, the tasks that were completed show the value of the approach and objectives. Though the demonstration was to have been done on a flat glass production line, the approach is applicable to control of production in the other sectors of the glass industry. Furthermore, the system architecture is also applicable in other industries utilizing processes in which product uniformity is determined by ability to control feed composition, mixing, heating and cooling, chemical reactions, and physical processes such as distillation, crystallization, drying, etc. The first phase of the project, with Visteon Automotive Systems as industrial partner, was focused on simulation and control of the glass annealing lehr. That work produced the analysis and computer code that provide the foundation for model-based control of annealing lehrs during steady state operation and through color and thickness changes. A technical and economic evaluation of thermal spallation drilling technology

Thermal spallation of rock may be defined as a type of progressive rock failure caused by the creation of thermal stresses induced by a sudden application of heat from a high temperature source. This technology is applicable to only certain types of hard rock, such as dolomite, taconite, and granite. In 1981 and 1982, the deepest holes ever drilled by this process were drilled in granite to depths of 1086 feet and 425 feet respectively. Penetration rates at the bottom of the deeper hole reached a maximum of 100 ft/hr. Because of these high rates, considerable interest was generated concerning the use of this technology for the drilling of deep holes. Based on this interest, this study was undertaken to evaluate the technical and economic aspects of the technology in general. This methodology has been used for blasthole drilling, the cutting of chambers at the bottom of drilled holes, and the cutting of narrow grooves in rock. However, because of the very high temperatures generated by the flame jet and the application of the technology to only certain types of rock, other areas of use have been very limited. Hazardous waste shipment data collection from DOE sites

Past practices at the US Department of Energy (DOE) sites for offsite release of hazardous waste are being reviewed to determine if radioactively contaminated hazardous wastes were released to commercial treatment, storage, and disposal facilities. Records indicating the presence of radioactivity in waste shipped to and treated at a commercial incineration facility led to a ban on offsite hazardous waste shipments and investigation of past practices for offsite release of hazardous waste from the DOE sites. A House of Representatives Interior and Insular Affairs Committee oversight hearing on potentially contaminated waste shipments to commercial facilities concluded that the main issue was the lack of a uniform national standard to govern disposal of mixed waste.

The feasibility of applying geopressured-geothermal resources to direct uses

This study concludes that direct use technologies, especially desalinated water production, can contribute significantly to the value added process and the overall economic viability in developing a geopressured resource. Although agriculture and aquaculture applications are marginal projects when they are the only use of a geopressured well, the small margin of profitability can contribute to improving the overall economics of the direct use development. The added complexity from a technical and management aspect may add to the overall risk and unpredictability of the project. Six combination of direct uses received economic evaluation that resulted in 15% discounted payback periods ranging from 4 to over 10 years. Many other combinations are possible depending on the resource and market variables. Selection of appropriate technologies and sizes of applications will be established by the developer that engages in geopressured resource utilization. Currently, many areas of the country where geopressured resources are located also have surplus electrical capacity and generation, thus power utilities have been selling power for less than 2 cents per kWH, well below a reasonable breakeven value for geopressured produced electricity. Chlorinated solvent replacements recycle/recovery review report

This report is a literature review of waste solvents recycle/recovery methods and shows the results of solvent separations using membrane and distillation technologies. The experimental solvent recovery methods were conducted on solvent replacements for chlorinated solvents at Montana State University. The literature review covers waste solvents separation using distillation, membranes decantation, filtration, carbon adsorption, solvent extraction, and other vapor-phase separation techniques. The results of this study identify solvent distillation methods as the most common separation technique. The alternative separation methods typically supplement distillation. The study shows the need for industries to identify waste solvent disposal methods and investigate the economics of waste solvent recycling as a possible waste reduction method.

Summary of treatment, storage, and disposal facility usage data collected from U.S. Department of Energy sites

This report presents an analysis for the US Department of Energy (DOE) to determine the level and extent of treatment, storage, and disposal facility (TSDF) assessment duplication. Commercial TSDFs are used as an integral part of the hazardous waste management process for those DOE sites that generate hazardous waste. Data regarding the DOE sites` usage have been extracted from three sets of data and analyzed in this report. The data are presented both qualitatively and quantitatively, as appropriate. This information provides the basis for further analysis of assessment duplication to be documented in issue papers as appropriate. Once the issues have been identified and adequately defined, corrective measures will be proposed and subsequently implemented.

Ground-source heat pump case studies and utility programs

Ground-source heat pump systems are one of the promising new energy technologies that has shown rapid increase in usage over the past ten years in the United States. These systems offer substantial benefits to consumers and utilities in energy (kWh) and demand (kW) savings. The purpose of this study was to determine what existing monitored data was available mainly from electric utilities on heat pump performance, energy savings and demand reduction for residential, school and commercial building applications. In order to verify the performance, information was collected for 253 case studies from mainly utilities throughout the United States. The case studies were compiled into a database. The database was organized into general information, system information, ground system information, system performance, and additional information. Information was developed on the status of demand-side management of ground-source heat pump programs for about 60 electric utility and rural electric cooperatives on marketing, incentive programs, barriers to market penetration, number units installed in service area, and benefits.

The Texas State Briefing Book is one of a series of state briefing books on low-level radioactivee waste management practices. It has been prepared to assist state and federal agency officials in planning for safe low-level radioactive waste disposal. The report contains a profile of low-level radioactive waste generators in Texas. The profile is the result of a survey of NRC licensees in Texas. The briefing book also contains a comprehensive assessment of low-level radioactive waste management issues and concerns as defined by all major interested parties including industry, government, the media, and interest groups. The assessment was developed through personal communications with representatives of interested parties, and through a review of media sources. Lastly, the briefing book provides demographic and socioeconomic data and a discussion of relevant government agencies and activities, all of which may impact waste management practices in Texas.
