This report compares the film industry incentive programs of other states with the Texas incentive program and examines their respective economic and fiscal impacts. In Texas, the economic impact of the moving media industry approached $345 million in 2007. This report also identifies strategies proposed to enhance Texas' future competitive position in the moving media industry.

These grant materials were prepared for the National Digital Newspaper Program, a project funded by the National Endowment for the Humanities (NEH) to provide access to historic American Newspapers. The Library of Congress serves as the technical adviser for the NDNP. NEH designated this proposal a “We the People” grant, and it was provided by NEH as an example grant in the following year’s grant round. The award funded digitization of Texas historical newspapers. For the grant, UNT served as the lead institution with partners at the Center for American History at the University of Texas, and Texas Tech University. This proposal was funded for $397,552.

The North Texas Commission retained the University of North Texas Center for Economic Development and Research to summarize, evaluate and critique 18 "business climate" and "quality of life" surveys that were released in 1999. In particular, they were asked to identify data or perceptions from these studies that might be helpful to the Commission in formulating strategies for either capitalizing on the region's assets or dealing with its shortcomings.

This report discusses the questionnaire for the IOGENE Project. From September 26, 2008 through June 26, 2009, an online survey questionnaire captured both demographic data from Portal visitors as well as their opinions regarding the utility of the Portal and their satisfaction with it. The objective of this data collection effort was twofold: to characterize Portal users and to establish baseline measurements for user satisfaction. The survey will be repeated following each of two planned releases of the redesigned Portal, one in the summer of 2009 and the second in the fall of 2009. Comparison of future survey results to the baseline results reported in this paper will be one gauge of the success of the IOGENE project.
