The contract is unsigned and the last page has "Railroad" written on the back.

Contract between The Missouri, Kansas and Texas Railway Company of Texas and The Wichita Falls Railway Company amending and extending their original contract entered into on June 12, 1894. This agreement amends Article Five of the previous contract, which regards interstate freight traffic and interchanging freight in Wichita Falls.

Sayles states he would not sell anyone else his interest in the Water & Light Company stock. Sayles mentions the demand for water is growing rapidly and discusses other plants in Abilene.

Letter from I. H. Kempner to Henry Sayles expressing his desire to give the citizens of Wichita Falls the best water possible. Kempner does not want future dispute in providing clean water. Contract negotiations continue between the two parties.

Letter from B. F. Terry informing the recipient that Morgan Jones and his associates were at the Wichita Falls Water & Light Plant and quickly hurried through the facility. Terry asks the recipient if he knows of anything that might explain why Jones did this.

Letter from I. H. Kempner to Henry Sayles stating that if Sayles stock in the Water & Light Company is bought, he would like his bought also. He also states that the best thing to do regarding new machinery would be to input a cheaper engine as soon as possible.

Letter to H. Kempner discussing property conveyed to the Wichita Falls & Southern Railway Company. The writer gives specific dimensions for the size of the land. Taxes for 1908 are paid by the grantee. The writer then describes the four tracts of land and states that the undivided one-fourth interest in and to the tracts has been paid by J. A. Kemp.

Letter from Chas. A. Malone and Frank Hill to Henry Sayles discussing overloads in a power plant. The Wichita Falls Water & Light Company is losing business because of these overloads. Malone and Hill discuss projects under construction that need wiring as well as prices for their own machinery.

Letter from I. H. Kempner to Henry Sayles expressing gratitude that Sayles found a way to clear the water in Wichita Falls. Kempner is unwilling to trade with David Bomar on the water and light plant.

Letter to I. H. Kempner commending him on his achievement with the Wichita Falls Water & Light Company. The writer discusses the bias in Texas against large railroad corporations and believes towns should build railroads to protect themselves from such. The two agree that Texas money should be invested in Texas railroads and the writer states some towns need these for distribution of merchandise. The author believes it is the best time to pass a code of railroad laws.

Journal clipping discussing cause no. 3549, Wichita Valley Railway Company vs. W. P. Marshall, in the Court of Civil Appeals of Texas, Amarillo, heard on February 14, 1931 and denied a rehearing on March 11, 1931. The cause was brought by W. P. Marshall to cover damages allegedly caused by the railway company to his land in Dickens County, Texas.

Letter from I. H. Kempner to Henry Sayles stating Kemp vouched for an ordinance Sayles proposed. Kempner tells Sayles it is best for him to go to Wichita Falls to have this ordinance passed by the city council so that it is satisfactory to him.
