Child Nutrition and WIC Programs: Background and Funding

Federally supported child nutrition programs and related activities — including school meal programs and the Special Supplemental Nutrition Program for Women, Infants, and Children (the WIC program) — reach over 37 million children and almost 2 million lower-income pregnant/postpartum women. In FY2004, anticipated spending on these programs is $16.6 billion, and the FY2004 appropriations law (P.L. 108-199) supports this spending level (although with new appropriations of a lesser amount, some $16 billion). The Administration’s FY2005 revised budget request envisions spending a total of $17.15 billion, supported by new appropriations of $16.47 billion. The House FY2005 appropriations bill (H.R. 4766) would support spending of $16.97 billion with new appropriations of $16.29 billion.

Household energy use in urban Venezuela: Implications from surveys in Maracaibo, Valencia, Merida, and Barcelona-Puerto La Cruz

This report identifies the most important results of a comparative analysis of household commercial energy use in Venezuelan urban cities. The use of modern fuels is widespread among all cities. Cooking consumes the largest share of urban household energy use. The survey documents no use of biomass and a negligible use of kerosene for cooking. LPG, natural gas, and kerosene are the main fuels available. LPG is the fuel choice of low-income households in all cities except Maracaibo, where 40% of all households use natural gas. Electricity consumption in Venezuela`s urban households is remarkably high compared with the levels used in households in comparable Latin American countries and in households of industrialized nations which confront harsher climatic conditions and, therefore, use electricity for water and space heating. The penetration of appliances in Venezuela`s urban households is very high. The appliances available on the market are inefficient, and there are inefficient patterns of energy use among the population. Climate conditions and the urban built form all play important roles in determining the high level of energy consumption in Venezuelan urban households. Environmental surveillance at Los Alamos during 1991. Environmental protection group

This report describes the environmental surveillance program conducted by Los Alamos National Laboratory during 1991. Routine monitoring for radiation and for radioactive and chemical materials is conducted on the Laboratory site as well as in the surrounding region. Monitoring results are used to determine compliance with appropriate standards and to permit early identification of potentially undesirable trends. Results and interpretation of data for 1991 cover external penetrating radiation; quantities of airborne emissions and effluents; concentrations of chemicals and radionuclides in ambient air, surface waters and groundwaters, municipal water supply, soils and sediments, and foodstuffs; and environmental compliance. Comparisons with appropriate standards, regulations, and background levels provide the basis for concluding that environmental effects from Laboratory operations are small and do not pose a threat to the public, Laboratory employees, or the environment.

Extraterritorial Application of American Criminal Law

Crime is ordinarily proscribed, tried and punished according to the laws on the place where it occurs. American criminal law applies beyond the geographical confines of the United States, however, under some limited circumstances. The federal exceptions to the general rule usually involve crimes like drug trafficking, terrorism, or crimes committed aboard a ship or airplane. State prosecution for overseas misconduct is limited almost exclusively to multijurisdictional crimes, i.e., crimes where some elements of the offense are committed within the state and others are committed abroad. The Constitution, Congress, and state law define the circumstances under which American criminal law may be used against crimes occurring, in whole or in part, outside the United States

Group projects included radioecological studies of aquatic and terrestrial systems, land management activities, foodstuff monitoring, dust transport studies including fugitive dust measurements and modeling, and several support programs involving evaluation of the plant's ambient air samplers and airborne tritium monitoring techniques. Some salient results from the several project reports include determination of an appropriate model for mechanically generated fugitive dust dispersion, a radionuclide inventory of Smart Ditch Pond (Pond D-1), a coefficient of community determination for two terrestrial sample plots on the plant site buffer zone, a natality and mortality rate determination for fawns in the plant deer herd (including one positive coyote-kill determination), inlet loss and filter paper collection efficiencies for the plant ambient air samplers, and differential tritium sampling measurements of the vapor in Building 771 stack effluent.
