Programs have been established at Florida A & M University to attract minority students to research careers in mathematics and computational science. The primary goal of the program was to increase the number of such students studying computational science via an interactive multimedia learning environment One mechanism used for meeting this goal was the development of educational modules. This academic year program established within the mathematics department at Florida A&M University, introduced students to computational science projects using high-performance computers. Additional activities were conducted during the summer, these included workshops, meetings, and lectures. Through the exposure provided by this program to scientific ideas and research in computational science, it is likely that their successful applications of tools from this interdisciplinary field will be high.

This report addresses the topic of environmental citizenship in the United States. The term refers to responsibilities each of us have with respect to helping our communities and nation make sound environmental decisions. This research centers on the citizens and what we ought to be doing, as opposed to what the government ought to be doing for us, to improve environmental citizenship. This report examines four central questions: What are the requirements (i.e., responsibilities) of citizenship vis-a-vis environmental decision- making processes; what constraints limit people`s ability to meet these requirements; what does our form of governance do to help or hinder in meeting these requirements; and what recommendations can be put forth to improve public participation in environmental decision making?

This document is the first edition of Argonne`s new Operating Plan. The Operating Plan complements the strategic planning in the Laboratory`s Institutional Plan by focusing on activities that are being pursued in the immediate fiscal year, FY 1998. It reflects planning that has been done to date, and it will serve in the future as a resource and a benchmark for understanding the Laboratory`s performance. The heart of the Institutional Plan is the set of major research initiatives that the Laboratory is proposing to implement in future years. In contrast, this Operating Plan focuses on Argonne`s ongoing R&D programs, along with cost-saving measures and other improvements being implemented in Laboratory support operations.

This 22nd annual report of the US Nuclear Regulatory Commission (NRC) describes accomplishments, activities, and plans made during Fiscal Year 1996 (FH 1996)--October 1, 1995, through September 30, 1996. Significant activities that occurred early in FY 1997 are also described, particularly changes in the Commission and organization of the NRC. The mission of the NRC is to ensure that civilian uses of nuclear materials in the US are carried out with adequate protection of public health and safety, the environment, and national security. These uses include the operation of nuclear power plants and fuel cycle plants and medical, industrial, and research applications. Additionally, the NRC contributes to combating the proliferation of nuclear weapons material worldwide. The NRC licenses and regulates commercial nuclear reactor operations and research reactors and other activities involving the possession and use of nuclear materials and wastes. It also protects nuclear materials used in operation and facilities from theft or sabotage. To accomplish its statutorily mandated regulatory mission, the NRC issues rules and standards, inspects facilities and operations, and issues any required enforcement actions.

The US Department of Energy currently oversees activities on the Oak Ridge Reservation (ORR), a government-owned, contractor-operated facility. Three sites compose the reservation: the Oak Ridge Y-12 Plant, Oak Ridge National Laboratory, and East Tennessee Technology Park (formerly the K-25 Site). The ORR was established in the early 1940s as part of the Manhattan Project, a secret undertaking that produced the materials for the first atomic bombs. The reservation`s role has evolved over the years, and it continues to adapt to meet the changing defense, energy, and research needs of the US. Both the work carried out for the war effort and subsequent research, development, and production activities have produced (and continue to produce) radiological and hazardous wastes. This document contains a summary of environmental monitoring activities on the ORR and its surroundings. Environmental monitoring on the ORR consists of two major activities: effluent monitoring and environmental surveillance. Effluent monitoring involves the collection and analysis of samples or measurements of liquid and gaseous effluents prior to release into the environment; these measurements allow the quantification and official reporting of contaminants, assessment of radiation exposures to the public, and demonstration of compliance with applicable standards and permit requirements. The Energy Technology Division provides materials and engineering technology support to a wide range of programs important to the US Department of Energy. As shown on the preceding page, the Division is organized into ten sections, five with concentrations in the materials area and five in engineering technology. Materials expertise includes fabrication, mechanical properties, corrosion, friction and lubrication, and irradiation effects. Our major engineering strengths are in heat and mass flow, sensors and instrumentation, nondestructive testing, transportation, and electromechanics and superconductivity applications. The Division Safety Coordinator, Environmental Compliance Officers, Quality Assurance Representative, Financial Administrator, and Communication Coordinator report directly to the Division Director. The Division Director is personally responsible for cultural diversity and is a member of the Laboratory-wide Cultural Diversity Advisory Committee. The Division's capabilities are generally applied to issues associated with energy production, transportation, utilization or conservation, or with environmental issues linked to energy. As shown in the organization chart on the next page, the Division reports administratively to the Associate Laboratory Director (ALD) for Energy and Environmental Science and Technology (EEST) through the General Manager for Environmental and Industrial Technologies. As part of its initiative to fulfill its responsibilities to provide support for the incorporated County of Los Alamos (the County) as an Atomic Energy Community, while simultaneously fulfilling its obligations to enhance the self-sufficiency of the County under authority of the Atomic Energy Community Act of 1955 and the Defense Authorization Act, the U.S. Department of Energy (DOE) proposes to lease undeveloped land in Los Alamos, New Mexico, to the County for private sector use as a research park. The Proposed Action is intended to accelerate economic development activities within the County by creating regional employment opportunities through offering federal land for private sector lease and use. As a result of the proposed land lease, any government expenditures for providing infrastructure to the property would be somewhat supplemented by tenant purchase of Los Alamos National Laboratory (LANL) expertise in research and development activities. The presence of a research park within LANL boundaries is expected to allow private sector tenants of the park to be able to quickly and efficiently call upon LANL scientific expertise and facility and equipment capabilities as part of their own research operations and LANL research personnel, in turn, would be challenged in areas complementary to …
