This book describes the first Solar Decathlon, a competition for college and university students, which took place on the National Mall in fall 2002. Student teams competed to design, build, and operate the most attractive, energy-efficient house that used only solar energy. In addition to the competition, the Solar Decathlon was also a public event. The book describes the events on the Mall, including technical details about the ten contests that comprised the competition and descriptions of the public's and the media's responses to the event. The book also provides information about the student teams' activities in the year and a half before they arrived to compete on the Mall.

The alternative fuel industry is heating up. It is a very exciting time to be in the energy business, especially when it comes to transportation. Celebrating of the milestone 75th Clean Cities coalition and kick off of the new Federal Alternative Fuel Vehicle (AFV) USER Program is occurring in cities across the country. Clean Energy for the 21st Century and the events that are happening during Energy Awareness Month are covered in this issue. Spotlighted are niche markets; several airports across the country are successfully incorporating alternative fuels into their daily routines.

This publication addresses the need for energy in schools, primarily those schools that are not connected to the electric grid. This guide will apply mostly to primary and secondary schools located in non-electrified areas. In areas where grid power is expensive and unreliable, this guide can be used to examine other energy options to conventional power. The authors' goal is to help the reader to accurately assess a school's energy needs, evaluate appropriate and cost-effective technologies to meet those needs, and to implement an effective infrastructure to install and maintain the hardware.

The Energy Design Guidelines for High Performance Schools--Arctic and Subarctic Climates provides school boards, administrators, and design staff with guidance to help them make informed decisions about energy and environmental issues important to school systems and communities. These design guidelines outline high performance principles for the new or retrofit design of your K-12 school in arctic and subarctic climates. By incorporating energy improvements into their construction or renovation plans, schools can significantly reduce energy consumption and costs.

The preliminary findings of fact and conclusion adopted by the Commission Committee are presented. Also, a description of the proposed project, a summary of the proceedings to date, and local, state, and federal government agency comments on the proposal are included. Preliminary findings and conclusions are presented on: (a) conformity to the forecast of statewide and service area electric power demands; (b) the degree to which the proposed site and facility conform with applicable local, regional, state, and federal standards, ordinances and laws; (c) the safety and reliability of the facility; and (d) the relative merit of the proposed transmission line corridors. The three projects as proposed by Pacific Gas and Electric Company and the environmental analysis of the projects are discussed. Sections on the natural and social environments of the proposed projects and their surrounding areas consist of descriptions of the setting, discussions of the adverse and beneficial consequences of the project, and potential mitigation measures to reduce the effects of adverse impacts. The Environmental Impact Report includes discussions of unavoidable adverse effects, irreversible changes, long-term and cumulative impacts, growth-inducing effects, and feasible alternatives to the project. This guidance document is a product of the Avian Subcommittee of the National Wind Coordinating Committee (NWCC). The NWCC was formed to better understand and promote responsible, credible, and comparable avian/wind energy interaction studies. Bird mortality is a concern and wind power is a potential clean and green source of electricity, making study of wind energy/bird interactions essential. This document provides an overview for regulators and stakeholders concerned with wind energy/bird interactions, as well as a more technical discussion of the basic concepts and tools for studying such interactions.

This report summarizes the in-house and subcontracted research and development (R and D) activities under the National Center for Photovoltaics (NCPV) from October 1, 1997 through September 30, 1998 (FY 1998). The NCPV is part of the U.S. Department of Energy's (DOE's) National Photovoltaics Program, as described in the DOE National Photovoltaics Program Plan for 1996-2000. The mission of the DOE National Photovoltaics Program is to make PV a significant part of the domestic economy--as an industry and as an energy resource. The two primary goals of the national program are to (1) maintain the U.S. industry's world leadership in research and technology development and (2) help the U.S. industry remain a major, profitable force in the world market. The NCPV provides leadership and support to the national program toward achieving its mission and goals.

Studying the Community Environmental Monitoring Program (CEMP) provides a unique opportunity to trace a concept created by two nuclear industry originators from inception, as it transitioned through several stewardship agencies, to management by a non-profit organization. This transition is informed not only by changes over two decades in the views of the general populace toward nuclear testing but also by changing political climates and public policies. Several parallel histories accompanied the development of the CEMP: an administrative history, an environmental history, and a history of changing public perception of not only nuclear testing, but other activities involving radiation such as waste transportation, as well. Although vital, those histories will be provided only as background to the subject of this study, the oral histories gathered in this project. The oral histories collected open a window into the nuclear testing history of Nevada and Utah that has not heretofore been opened. The nuclear industry has generated a great deal of positive and negative reaction since its inception. The CEMP emerged with specific objectives. This book is intended as a laboratory reference tool. The separate book chapters have been written by workers in the various fields covered, with a couple written by the contributing editor, Clement J. Rodden. The chapters were abstracted separately for the database.

The 11th Workshop will provide a forum for an informal exchange of technical and scientific information between international researchers in the photovoltaic and non-photovoltaic fields. Discussions will include the various aspects of impurities and defects in silicon--their properties, the dynamics during device processing, and their application for developing low-cost processes for manufacturing high-efficiency silicon solar cells. Sessions and panel discussions will review impurities and defects in crystalline-silicon PV, advanced cell structures, new processes and process characterization techniques, and future manufacturing demands. The workshop will emphasize some of the promising new technologies in Si solar cell fabrication that can lower PV energy costs and meet the throughput demands of the future. The three-day workshop will consist of presentations by invited speakers, followed by discussion sessions. Topics to be discussed are: Si Mechanical properties and Wafer Handling, Advanced Topics in PV Fundamentals, Gettering and Passivation, Impurities and Defects, Advanced Emitters, Crystalline Silicon Growth, and Solar Cell Processing.
