Arctic Energy Technology Development Laboratory (Part 2)

Methane (CH{sub 4}) in natural gas is a major energy source in the U.S., and is used extensively on Alaska's North Slope, including the oilfields in Prudhoe Bay, the community of Barrow, and the National Petroleum Reserve, Alaska (NPRA). Smaller villages, however, are dependent on imported diesel fuel for both power and heating, resulting in some of the highest energy costs in the U.S. and crippling local economies. Numerous CH{sub 4} gas seeps have been observed on wetlands near Atqasuk, Alaska (in the NPRA), and initial measurements have indicated flow rates of 3,000-5,000 ft{sup 3} day{sup -1} (60-100 kg CH{sub 4} day{sup -1}). Gas samples collected in 1996 indicated biogenic origin, although more recent sampling indicated a mixture of biogenic and thermogenic gas. In this study, we (1) quantified the amount of CH{sub 4} generated by several seeps and evaluated their potential use as an unconventional gas source for the village of Atqasuk; (2) collected gas and analyzed its composition from multiple seeps several miles apart to see if the source is the same, or if gas is being generated locally from isolated biogenic sources; and (3) assessed the potential magnitude of natural CH{sub 4} gas seeps for future use …

Health Reform Implementation Analysis: A Guide to Policy Development for Geriatric Care Planning, Integration and Evaluation

In the context of health care delivery for senior citizens, this research utilizes three studies that examine the development and implementation of health policy and the factors that can directly or indirectly impact the effective delivery of health services to senior citizens. It utilizes three essays employing mixed methods (qualitative and quantitative) methods including semi structured interviews, multiple regression and partial least squares structural equation modelling to examine the extent to which the implementation of health services delivered attributes of primary and integrated care to seniors. The two essays identified methods, approaches and strategies of integrated care relevant to the development of policy that can be successfully implemented when the contextual issues that older people consider to be important in maintaining their functional capabilities and their motivation to improve health as perceived by them are addressed. Consequent upon the results from these studies, the third essay examines the methodological issues on integrated geriatric care implementation when guidelines for effective policy development identified were not followed. By highlighting the relationship between effective policy and patient satisfaction, these three essays' recommended approach enhances the theory of health design that confirms that theoretical models of primary care must incorporate the system, process and …

Smoothing the information seeking path: Removing representational obstacles in the middle-school digital library.

Middle school student's interaction within a digital library is explored. Issues of interface features used, obstacles encountered, search strategies and search techniques used, and representation obstacles are examined. A mechanism for evaluating user's descriptors is tested and effects of augmenting the system's resource descriptions with these descriptors on retrieval is explored. Transaction log data analysis (TLA) was used, with external corroborating achievement data provided by teachers. Analysis was conducted using quantitative and qualitative methods. Coding schemes for the failure analysis, search strategies and techniques analysis, as well as extent of match analysis between terms in student's questions and their search terms, and extent of match analysis between search terms and controlled vocabulary were developed. There are five chapters with twelve supporting appendixes. Chapter One presents an introduction to the problem and reviews the pilot study. Chapter Two presents the literature review and theoretical basis for the study. Chapter Three describes the research questions, hypotheses and methods. Chapter Four presents findings. Chapter Five presents a summary of the findings and their support of the hypotheses. Unanticipated findings, limitations, speculations, and areas of further research are indicated. Bayesian Probabilistic Reasoning Applied to Mathematical Epidemiology for Predictive Spatiotemporal Analysis of Infectious Diseases

Abstract Probabilistic reasoning under uncertainty suits well to analysis of disease dynamics. The stochastic nature of disease progression is modeled by applying the principles of Bayesian learning. Bayesian learning predicts the disease progression, including prevalence and incidence, for a geographic region and demographic composition. Public health resources, prioritized by the order of risk levels of the population, will efficiently minimize the disease spread and curtail the epidemic at the earliest. A Bayesian network representing the outbreak of influenza and pneumonia in a geographic region is ported to a newer region with different demographic composition. Upon analysis for the newer region, the corresponding prevalence of influenza and pneumonia among the different demographic subgroups is inferred for the newer region. Bayesian reasoning coupled with disease timeline is used to reverse engineer an influenza outbreak for a given geographic and demographic setting. The temporal flow of the epidemic among the different sections of the population is analyzed to identify the corresponding risk levels. In comparison to spread vaccination, prioritizing the limited vaccination resources to the higher risk groups results in relatively lower influenza prevalence. Evaluation of Ultra Clean Fuels from Natural Gas

ConocoPhillips, in conjunction with Nexant Inc., Penn State University, and Cummins Engine Co., joined with the U.S. Department of Energy (DOE) National Energy Technology Laboratory (NETL) in a cooperative agreement to perform a comprehensive study of new ultra clean fuels (UCFs) produced from remote sources of natural gas. The project study consists of three primary tasks: an environmental Life Cycle Assessment (LCA), a Market Study, and a series of Engine Tests to evaluate the potential markets for Ultra Clean Fuels. The overall objective of DOE's Ultra Clean Transportation Fuels Initiative is to develop and deploy technologies that will produce ultra-clean burning transportation fuels for the 21st century from both petroleum and non-petroleum resources. These fuels will: (1) Enable vehicles to comply with future emission requirements; (2) Be compatible with the existing liquid fuels infrastructure; (3) Enable vehicle efficiencies to be significantly increased, with concomitantly reduced CO{sub 2} emissions; (4) Be obtainable from a fossil resource, alone or in combination with other hydrocarbon materials such as refinery wastes, municipal wastes, biomass, and coal; and (5) Be competitive with current petroleum fuels. Stimulus Control Effects of Changes in Schedules of Reinforcement

Sometimes, changes in consequences are accompanied by a clear stimulus change explicitly arranged by the experimenter. Other times when new consequences are in effect, there is little or no accompanying stimulus change explicitly arranged by the experimenter. These differences can be seen in the laboratory as multiple (signaled) schedules and mixed (unsignaled) schedules. The current study used college students and a single-subject design to examine the effects of introducing signaled and unsignaled schedules, and the transitions between them. In one phase, a card was flipped from purple to white every time the schedule was switched from VR-3 to FT-10. In another phase, the schedule still changed periodically, but the card always remained on the purple side. Results showed that the participants' responding was controlled by the schedule of reinforcement, by the color of the card, or both. These results suggest that changes in patterns of reinforcement lead to changes in stimulus control. In addition, the stimulus control for a behavior can come from several different sources. During teaching, it may facilitate the development of stimulus control to change the environment when a new behavior is required.

An Analysis of Corporate Accounting and Reporting Practices in Bahrain

The primary objective of this dissertation is to determine the factors that have shaped the corporate financial reporting practices in Bahrain. Prior researchers have offered two explanations, environmental factors and cultural importation, for the emergence of financial reporting practices in developing countries. The environmental explanation suggests that a nation's financial reporting practices will be shaped by its socioeconomic structure. The cultural importation explanation states that the desire for international legitimacy creates incentives for developing nation to adopt Western financial reporting practices. Bahrain provided an excellent environment in which to examine the two explanations since its public and closed corporations have similar economic characteristics. Only public corporations are legally required to publish financial reports. I posited that public corporations would try to gain legitimacy for their published reports by adopting Western standards, while closed corporations would not have a similar incentive. I used an interpretive framework to analyze the Bahrain socioeconomic environment and to examine the general financial reporting practices of Bahraini corporations. I found that closed corporations provided data responsive to the Bahraini environment. Public corporations, however, adopted International Accounting Standards. A Description and Analysis of the Channels of Distribution for Food Products in the State of Kuwait

This study is intended, first, to describe and analyze the channels of distribution for food products in the State of Kuwait, second, to pinpoint the problems that exist in the food-distribution system, and, third, to make specific recommendations for the alleviation of the problems. Consistent with the objectives of the study and based on the description and analysis of the food-distribution system in the country, it is concluded in the study that Kuwait depends on imports for virtually all of its food; the government plays a major role in the food-distribution system; and the majority of food wholesaling and retailing establishments are small, inefficient, and lack modern marketing and physical distribution techniques. Product shortages and rising food prices plague the food-distribution system in the country. Also, the findings indicate that consumers in Kuwait are generally ignorant and uninformed in the areas of food nutrition and food shopping, and the lack of standardization and grading of food products makes the shopping task of the consumer more difficult.

The eighteenth century was a time of intense upheaval in France. The death of Louis XIV in 1715 and the subsequent reign of Louis XV saw the end of French political and martial hegemony on the continent. While French culture and language remained dominant in Europe, Louis XV's disinterested rule and military stagnation led to the disastrous defeat of the French army at the hands of Frederick the Great of Prussia in the Seven Years War (1756-1763). The battle of Rossbach marked the nadir of the French army in the Seven Years War. Frederick's army routed the French infantry that had bumbled its way into massed Prussian cavalry. Following the war, two reformist elements emerged in the army. Reformers within the government, chiefly Etienne François, duc de Choiseul, sought to rectify the army's poor performance and reconstitute France's military establishment. Outside the traditional army structure, military thinkers looked to military theory to reinvigorate the army from within and without. Foremost among the latter was a young officer named Jacques-Antoine-Hippolyte de Guibert, whose 1772 Essai général de tactique quickly became the most celebrated work of theory in European military circles.
