Revisiting Eric Nordlinger: The Dynamics of Russian Civil- Military Relations in the Twentieth Century

This paper examines the role that military has played in the political development of the former Union of Soviet Socialist Republics and the modern Russian Federation. By utilizing the theoretical tenets of Eric Nordlinger, this paper endeavors to update and hopefully revise his classic work in civil-military relations, Soldiers in Politics. Chapter one of this paper introduces many of the main theoretical concepts utilized in this analysis. Chapter two considers the Stalinist totalitarian penetration model that set the standard for communist governments around the world. Chapter three follows up by addressing the middle years of Khrushchev and Brezhnev. Both reformed the military in its relation to the party and state and made the armed forces a more corporate and professional institution. Chapter four pinpoints the drastic changes in both the state and armed forces during Gorbachev's perestroika and glasnost. The military briefly ventured to a point it never gone before by launching a short coup against the last Soviet president. Chapter five focuses on the last ten years in the Russian Federation. Lawrence Livermore National Laboratory (LLNL), a U.S. Department of Energy (DOE) facility operated by the University of California (UC), serves as a national resource of scientific, technical, and engineering capabilities. The Laboratory's mission focuses on nuclear weapons and national security, and over the years has been broadened to include areas such as strategic defense, energy, the environment, biomedicine, technology transfer, the economy, and education. The Laboratory carries out this mission in compliance with local, state, and federal environmental regulatory requirements. It does so with the support of the Environmental Protection Department, which is responsible for environmental monitoring and analysis, hazardous waste management, environmental restoration, and assisting Laboratory organizations in ensuring compliance with environmental laws and regulations. LLNL comprises two sites: the Livermore site and Site 300. The Livermore site occupies an area of 3.28 square kilometers on the eastern edge of Livermore, California. Site 300, LLNL's experimental testing site, is located 24 kilometers to the east in the Altamont Hills and occupies an area of 30.3 square kilometers. Meteorological and environmental monitoring activities are conducted at both sites as well as in surrounding areas. Clean energy funds: An overview of state support for renewable energy

Across the United States, as competition in the supply and delivery of electricity has been introduced, states have sought to ensure the continuation of ''public benefits'' programs traditionally administered or funded by electric utilities. Many states have built into their restructuring plans methods of supporting renewable energy sources. One of the most popular policy mechanisms for ensuring such continued support has been the system-benefits charge (SBC), a non-bypassable charge to electricity customers (usually applied on a cents/kWh basis) used to collect funds for public purpose programs. Thus far, at least fourteen states have established SBC funds targeted in part towards renewable energy. This paper discusses the status and performance of these state renewable or ''clean'' energy funds supported by system-benefits charges. As illustrated later, existing state renewable energy funds are expected to collect roughly $3.5 billion through 2012 for renewable energy. Clearly, these funds have the potential to provide significant support for clean energy technologies over at least the next decade. Because the level of funding for renewable energy available under these programs is unprecedented and because fund administrators are developing innovative and new programs to fund renewable projects, a certain number of program failures are unavoidable. Radiological Emergency Response Health and Safety Manual

This manual was created to provide health and safety (H&S) guidance for emergency response operations. The manual is organized in sections that define each aspect of H and S Management for emergency responses. The sections are as follows: Responsibilities; Health Physics; Industrial Hygiene; Safety; Environmental Compliance; Medical; and Record Maintenance. Each section gives guidance on the types of training expected for managers and responders, safety processes and procedures to be followed when performing work, and what is expected of managers and participants. Also included are generic forms that will be used to facilitate or document activities during an emergency response. These ensure consistency in creating useful real-time and archival records and help to prevent the loss or omission of information.
