The problem of this study was the status of higher education in Haiti. The purposes were to analyze the organization, administration, and contributions of higher education to national development from 1958 to 1988 and to provide background information from foreign literature which might assist in the improvement Haiti's system of higher education. In an effort to locate information necessary to achieve these purposes, a computer search was conducted. A survey of available literature in French, Creole, and English and personal and telephone interviews were also conducted. The results of this study reveal that, in the past three decades, higher education in Haiti has merely functioned as a symbol of social prestige. Haiti's system of higher education exhibits no apparent direction, purpose, of long-term goals. With more than 90 percent of its professors part-time and ill-prepared, its curriculum unrelated to the needs of Haitian society, and its student body in revolt for the past three years, higher education in Haiti is urgently in need of radical reform. As the world becomes more connected, issues surrounding sustainable development are coming to the fore of global discussions. This is exemplified in strategies such as the United Nation's Sustainable Development Goals (SDGs), released in 2015, which created a framework for global development that defines specific goals for issues like poverty, climate change, and social justice. To complement the analysis that went into defining the SDGs, capital allocations around the world are becoming more impact focused so that the paradigm of development is shifting from donations to impact investments. The push for impact, however, has led to a homogenization of global challenges like reproductive health and poverty. This, in turn, has led to a standardization of information resulting in agencies designing interventions based on data and information that is misguided because of incorrect assumptions about a specific context. This paper explores how the decision-making mechanisms of global development agencies and investors could apply more anthropological processes to mitigate negative impact. As the development sector becomes more and more standardized, anthropologists can act as translators between affected communities and the institutions deciding how best to help them.

This report discusses Temporary Protected Status (TPS) which is offered to nationals of designated countries who due to civil unrest, natural disasters, and armed conflicts cannot safely return home. This report begins by situating TPS in the context of humanitarian responses to migration. Another form of blanket relief from removal--Deferred Enforced Departure (DED)--is also described, as is the historical use of these relief mechanisms. The report then provides data on the countries currently designated for TPS, including the conditions that have contributed to their designation. Past legislation to provide lawful permanent resident status to certain TPS-designated foreign nationals is also described, and the report concludes with examples of activity in the 115th Congress related to TPS.
