Photocopy of a letter from Jack Davis and Bill McCarter, co-directors of North Texas Institute for Educators on the Visual Arts, to Char Woolery, Acting Superintendent for Dallas ISD. Davis and McCarter start the letter by congratulating Woolery on his new position as Acting Superintendent, giving him well wishes for the extremely important position. However, Davis and McCarter continue stating they are not thrilled with the principals participation in activities during the Summer Institutes. Stating that the leadership within the individual schools need an understanding of discipline-based art education and that they are planning a special day for administrators to construct the curriculum before any implementation can take place. Davis and McCarter have checked every district calendar in their consortium and determined that the administrator day would happen on June 8th, 1993, however, they regret to inform Woolery that Dallas principals will not be able to participate due to June 8th not being workable for them. Davis and McCarter then propose that they'd have another opportunity for the administrators specially for DISD in the fall. The letter ends with the promise of sending an invitation to the administrators of DISD at a later date.

In regards to Jenke loaning McCarter and Reynolds slide programs, video tapes and books from the museum. Appreciating the concern shown by the DISD's administration and the school board about preserving the visual arts program in Dallas Public Schools. McCarter and Cason write that Dallas is one of six consortium districts participating in the North Texas Institute for Educators on the Visual Arts, NTIEVA, program. NTIEVA provides intensive summer institute training in discipline-based art education for elementary principals, art specialists, classroom teachers, and museum educators, while also assisting the implementation of integrative art programs during the school year. Public schools such as, T.D. Marshall, Colonial Learning Center, Lida Hooe, Maple Lawn and Sidney Lanier have sent teams to the summer institute program, along with other schools in attendance as well. McCarter and Cason finish the letter with how successful their institute is, writing that they've served a total of twenty elementary schools, impacting 500 teachers and 12,500 students, and that they're excited about their partnership with Dallas.

McCarter writes that he has reviewed the draft of the National Arts Standards, paying close attention to the implication for aesthetics in art. Describing his recent trip to Canada, McCarter mentions that many presentations encountered the same problems in identifying common traits found in art. McCarter continues to say he does not see the dilemma in using the word aesthetic as it means various things to different people.

Thanking McCarter and co., for his invitation to a special Administrators Day at the Dallas Museum of Art, however, Woolery is concerned that there are only five of the Dallas I.S.D. areas being represented in the group of invitee and that within his letter he asks the area directors to ensure that all ten areas are included on that day by replacement or addition. Woolery ends the letter by stating that due to his schedule, it will not permit for his full attendance but he'll share lunch and some of the afternoon's agenda what he can. Copied on the letter is Bill Cormack.

Davis and McCarter write about the success their institute is having with the children and how their reading and writing have improved with the visual art program. Attached to the letter for Clark, they've added more information regarding their program and hoping Clark will be able to feature an article about it.

Thanking Wiggins for her time working with NTIEVA, and meeting with Dr. Brooks-Ray and Howard Dunn to discuss interest in the program for staff development. The Institute and the district face uncertain economic conditions but McCarter and Cason believe if they could stretch their first year budget they could pay a team member (kindergarten and first grade teacher, art specialist and principal) a stipend of $50 a day to attend the three-week institute during the summer. However, since Dallas was not written into the original implementation grant they will have to review it with the Getty Center and cannot promise continued support past the year.

In regards to a project which the NTIEVA initiated, that sought out high quality reproductions of work of at in five museums in the DFW area and that one of Bigger's painting, "Starry Clown" was selected for the portfolio. NTIEVA, with the Marcus Grant, produced 500 portfolios and each was placed at no cost in the elementary and secondary schools in the consortium of the Institute. McCarter and Davis write that the portfolio has been successful with teachers and students, that they received requests for additional portfolios, and are reaching out to Biggers to request the use of the image in commercial production of future portfolios.
