The report then provides tables that summarize selected, key features of each committee's rules in regard to meeting day, hearing and meeting notice requirements, scheduling of witnesses, hearing quorum, business quorum, amendment filing requirements, proxy voting, polling, nominations, investigations, and subpoenas. In addition, the report looks at selected unique provisions some committees have included in their rules in the miscellaneous category. The tables represent only a portion of each committee's rules, and provisions of the rules that are substantially similar to or essentially restatements of the Senate's Standing Rules are not included. This report will be not be updated further during the 115th Congress.

Class Action Lawsuits: A Legal Overview for the 115th Congress

This report serves as a primer on class action litigation in the federal courts. It begins by discussing the purpose of class actions, as well as the risks class actions may pose to defendants, class members, and society at large. The report also discusses the prerequisites that a class action must satisfy before a court may "certify" it--that is, before a federal court may allow a case to proceed as a class action. An Appendix to the report also contains a reference chart that graphically illustrates those prerequisites for class certification. The report then discusses Rule 23's restrictions on the parties' ability to settle a certified class action. The report concludes by identifying ways in which Congress could modify the legal framework governing class actions if it were so inclined, with a particular focus on a bill currently pending in the 115th Congress that would effectuate a variety of changes to the class action system.

Resolutions of Inquiry: An Analysis of Their Use in the House, 1947-2017

This report discusses resolutions of inquiry in the House of Representatives which allow the House to demand the President or an executive department head to furnish the House with specific factual information in the Administration's possession. Under the rules and precedents of the House of Representatives, such resolutions, if properly drafted, are given a privileged parliamentary status. Between 1947 and October 20, 2017, 313 resolutions of inquiry were submitted in the House of Representatives. Two periods in particular, 1971-1975 and 2003-2006, saw the highest levels of activity on resolutions of inquiry during the 70 years studied.
