2020 Vision Project Summary (open access)

2020 Vision Project Summary

Since the 2020 Vision project began in 1996, students from participating schools have completed and submitted a variety of scenarios describing potential world and regional conditions in the year 2020 and their possible effect on US national security. This report summarizes the students' views and describes trends observed over the course of the 2020 Vision project's five years. It also highlights the main organizational features of the project. An analysis of thematic trends among the scenarios showed interesting shifts in students' thinking, particularly in their views of computer technology, US relations with China, and globalization. In 1996, most students perceived computer technology as highly beneficial to society, but as the year 2000 approached, this technology was viewed with fear and suspicion, even personified as a malicious, uncontrollable being. Yet, after New Year's passed with little disruption, students generally again perceived computer technology as beneficial. Also in 1996, students tended to see US relations with China as potentially positive, with economic interaction proving favorable to both countries. By 2000, this view had transformed into a perception of China emerging as the US' main rival and ''enemy'' in the global geopolitical realm. Memories and Images: the World of Donald Vogel and Valley House Gallery

Donald Vogel arrived in Dallas at the beginning of World War II after a sojourn at the Art Institute of Chicago. “The feeling of space, its clear clean atmosphere, the calm courtesy of the people and promises of growth all gave hope to a young, would-be painter. What I could not have anticipated was that there would be no gentle growth: it exploded in every direction and the money followed.” Along with the wealth came East Coast art dealers who followed the oil field trails throughout Oklahoma and Texas. They brought dubious art and fake old masters, but the same growth that attracted disreputable dealers also made it possible for Vogel to be part of bringing fine works of art to Dallas, first at the Betty McLean Gallery and later at his own Valley House Gallery. In the words of Dechard Turner, “The Gallery opened the doors to the highest levels of sophistication in art. Not all entered, but the triumph of the Vogel story is that many did!” Already established as a painter, Vogel soon became the outlet in Dallas of art dealers in the United States and Europe. Foreign Assistance: International Efforts to Aid Russia's Transition Have Had Mixed Results

A chapter report issued by the General Accounting Office with an abstract that begins "Since the breakup of the Soviet Union in 1991, organizations and donors have provided Russia with tens of billions of dollars in economic assistance to helping it transition to a market economy within a democratic state. This transition presents opportunities and challenges to the Russians and to those providing economic assistance. This report focuses on the assistance given to Russia by the International Monetary Fund, the World Bank's International Bank for Reconstruction and Development, the European Bank for Reconstruction and Development, the 1992 Freedom Support Act, and the European Union's Technical Assistance to the Commonwealth of Independent States program. GAO found that the success of the assistance programs has been mixed. Although there have been several individual successes, such as small business development, GAO's interviews with the financial institutions revealed that overall program goals are not being met. GAO identified three obstacles toward attaining program objectives: (1) difficult conditions in Russia, (2) limitations in how programs were designed and implemented, and (3) the interdependent nature of Russia's transition needs. The financial institutions and donors, along with the Russian government, are reevaluating the design of their programs. …
