The United States and its allies are helping Afghanistan emerging from more than 22 years of warfare, although substantial risk to Afghan stability remains. Before the U.S. military campaign against the orthodox Islamist Taliban movement began on October 7, 2001, Afghanistan had been mired in conflict since the Soviet invasion of Afghanistan in 1979. The defeat of the Taliban has enabled the United States and its coalition partners to send forces throughout Afghanistan to search for Taliban and Al Qaeda fighters and leaders that remain at large, including Osama bin Laden. As the war against remaining Al Qaeda and Taliban elements winds down, the United States is shifting its military focus toward stabilizing the interim government, including training a new Afghan national army, and supporting the international security force (ISAF) that is helping the new government provide security.

Restrictions on travel to Cuba have been a key and often contentious component in U.S. efforts to isolate the communist government of Fidel Castro for much of the past 40 years. Over time, there have been numerous changes to the restrictions, and for 5 years, from 1977 until 1982, there were no restrictions on travel to Cuba. In March 2003, the Administration eased restrictions on those visiting close family members in Cuba, while at the same time it eliminated travel for people-to-people educational exchanges unrelated to academic coursework.

Cuba under Fidel Castro remains a hard-line communist state with a poor record on human rights that has deteriorated significantly since 2003. With the cutoff of assistance from the former Soviet Union, Cuba experienced severe economic deterioration from 1989 to 1993. While there has been some improvement since 1994, as Cuba has implemented limited reforms, the economy remains in poor shape. This report discusses the most recent development in Cuba, including political and economic conditions and the U.S. policy towards Cuba. It also considers the issues in U.S.-Cuban Relations.

Congress has long been concerned about whether U.S. policy advances the national interest in reducing the role of the People's Republic of China (PRC) in the proliferation of weapons of mass destruction (WMD) and missiles that could deliver them. China has taken some steps to mollify U.S. concerns about its role in weapons proliferation. Skeptics question whether China's cooperation in weapons nonproliferation has warranted President Bush's pursuit of stronger bilateral ties. This report discusses the national security problem of China's role in weapons proliferation and issues related to the U.S. policy response, including legislation, since the mid-1990s.

The Air Force is proposing to replace 133 of its oldest Boeing KC-135E aerial refueling tanker aircraft by leasing 100 new Boeing KC-767 tankers instead of initially buying them outright. The proposed lease was authorized by Section 8159 of the FY2002 DOD Appropriations Act (P.L. 107-117 of January 10, 2002). The main issue for Congress is whether to approve or disapprove the lease. This report examines the lease proposal and its ramifications by providing background information on the Air Force’s tanker fleet, the Boeing 767 tanker, and the proposed lease itself. Efforts to extend TANF and related programs beyond their scheduled expiration on September 30 await the return of Congress from its August recess. The House passed a 5- year extension bill (H.R. 4) in February, but the Senate Finance Committee has taken no action beyond two hearings. On June 30, the President signed P.L. 108-40, which extends TANF, supplemental TANF grants, mandatory child care, abstinence education, and transitional medical assistance (TMA), on FY2002 terms, through September 30. These programs have operated under quarterly extensions of spending authority since October 1, 2002.

For FY2004, the President’s budget requested $7.6 billion in budget authority for the Environmental Protection Agency (EPA), $448 million (or 6%) less than the $8.1 billion current funding level. The House approved $8.0 billion in H.R. 2861 (H.Rept. 108-235) on July 25. Senate action is anticipated in September. The request consisted of $3.1 billion for EPA operating expenses, $3.1 billion for assisting state and local governments, and $1.4 billion for cleaning up Superfund toxic waste sites. Wastewater infrastructure needs and the future of Superfund are prominent topics.

This report discusses the Library Services and Technology Act (LSTA), which consolidated and replaced the former Library Services and Construction Act (LSCA) and other federal library assistance legislation. LSTA grants to the states are allocated to state library administrative agencies (SLAAs), and may be used for two basic purposes: developing and improving electronic or other linkages and networks connecting providers and consumers of library services and resources; and/or targeting library services to under served or disadvantaged populations, such as persons with disabilities, those with limited literacy skills, or children from poor families.

This report examines various legislative issues regarding Head Start, which is a federal program that has provided comprehensive early childhood development services to low income children since 1965. The program is administered by the Administration for Children and Families of the Department of Health and Human Services (HHS).

This report presents an overview of two national incidence studies prepared by the Office of Juvenile Justice and Delinquency Prevention (OJJDP) to determine annually the number of reported missing and recovered children in the nation. It also discusses the AMBER Alert System created to help recover reported missing children, legislation introduced in the 108th Congresses to address the missing children issue, and questions that remain regarding concerns about missing children.
