Lawsuits Against State Supporters of Terrorism: An Overview
A 1996 amendment to the Foreign Sovereign Immunities Act (FSIA) enables American victims of international terrorist acts supported by certain States designated by the State Department as supporters of terrorism -- Cuba, Iran, North Korea, Sudan, Syria, and previously Iraq and Libya -- to bring suit in U.S. courts to seek monetary damages. Despite congressional efforts to make blocked (of "frozen) assets of such States available for attachment by judgment creditors in such cases, plaintiffs encountered difficulties in enforcing the awards. This report provides an overview of these issues and relevant legislation.

The Multilateral Debt Relief Initiative
In Juen 2005, G8 finance ministers proposed the new Multilateral Debt Relief Initiative (MDRI). The MDRI proposes to cancel debts of some of the world's poorest countries owed to the International Monetary Fund, World Bank, and African Development Bank. This report discusses MDRI's implementation and raises some issues regarding debt relief's effectiveness as a form of foreign assistance for possible congressional consideration.

X-Ray Digital Radiography and Computed Tomography Characterization of Targets
The summary of this report is: (1) The Xradia Micro XCT and LLNL CCAT x-ray systems are used to nondestructively characterize a variety of materials, assemblies, and reference standard components; (2) The digital radiograph (DR) and computed tomography (CT) image data may be used for metrology, quality control, and defect detection; and (3) The ability to detect and characterize imperfections leads to improvements in the manufacturing processes for assemblies.
