Nonproliferation and Threat Reduction Assistance: U.S. Programs in the Former Soviet Union
This report focuses on funding for threat reduction and nonproliferation programs in the states of the former Soviet Union. Although the United States has expanded its efforts to programs that seek to assist other nations in securing nuclear, biological, and chemical weapons materials, the overwhelming majority of U.S. funds still support programs in the former Soviet states. Nevertheless, because U.S. funding and focus has shifted in recent years, this report provides only a partial view of U.S. nonproliferation and threat reduction programs.

Navy Nuclear Aircraft Carrier (CVN) Homeporting at Mayport: Background and Issues for Congress
This report provides background information and issues for Congress on the Navy's proposal to homeport a nuclear-powered aircraft carrier (CVN) at Mayport, Florida. Transferring a CVN from Norfolk, Virginia, to Mayport would also shift the local economic activity associated with homeporting a CVN, which some sources estimate as being worth hundreds of millions of dollars per year.

Intelligence Authorization Legislation: Status and Challenges
This report assesses the effects of the absence of intelligence authorization legislation since FY2005. Since FY2005, no annual intelligence authorization bill has been enacted. Although the National Security Act requires intelligence activities to be specifically authorized, this requirement has been satisfied in recent years by one-sentence catch-all provisions in defense appropriations acts authorizing intelligence activities.

Proposed Funding for Workforce Development in the American Recovery and Reinvestment Act (ARRA) of 2009
This report provides a brief overview of the key provisions related to workforce development programs administered by the U.S. Department of Labor (DOL) that were included in the House and Senate versions of the American Recovery and Reinvestment Act of 2009 (ARRA). It also provides estimates of state grants for programs for which these estimates are relevant and for which data needed to produce the estimates are available. The Supreme Court Accepts Five Environmental Cases During Its 2008-2009 Term
In the Supreme Court's 2008-2009 term, which likely will conclude in late June, 2009, the Court has accepted for argument five environmental cases--an unusually large number out of the roughly 85 cases accepted for argument. The reason for this interest in environmental cases at this particular time is speculative; the Court generally does not explain why it accepts cases. This report reviews the cases, decided and undecided, and then briefly comments.

Environmental Quality Incentive Program (EQIP): Status and Issues
This report presents an overview of the Environmental Quality Incentives Program (EQIP), a voluntary program that provides technical and financial assistance to eligible agricultural producers who wish to implement soil and water conservation practices. The purpose of EQIP is to promote agriculture production, forestry management, and environmental quality as compatible goals, and to optimize environmental benefits. The report also discusses select issues for Congress regarding tighter budget constraints that could potentially reduce funding levels for EQIP and a continuing backlog of unfunded applications. A change in income limitations along with a new waiver created in the 2008 farm bill could also raise issues for the program. EQIP will also continue to face challenges in measuring environmental and program accomplishments.
