A high-throughput contact-hole resolution metric for photoresists:Full-process sensitivity study

The ability to accurately quantify the intrinsic resolution of chemically amplified photoresists is critical for the optimization of resists for extreme ultraviolet (EUV) Iithography. We have recently reported on two resolution metrics that have been shown to extract resolution numbers consistent with direct observation. In this paper we examine the previously reported contact-hole resolution metric and explore the sensitivity of the metric to potential error sources associated with the experimental side of the resolution extraction process. For EUV exposures at the SEMATECH Berkeley microfield exposure tool, we report a full-process error-bar in extracted resolution of 1.75 nm RMS and verify this result experimentally.

Advanced Hydrogen Turbine Development

Siemens has developed a roadmap to achieve the DOE goals for efficiency, cost reduction, and emissions through innovative approaches and novel technologies which build upon worldwide IGCC operational experience, platform technology, and extensive experience in G-class operating conditions. In Phase 1, the technologies and concepts necessary to achieve the program goals were identified for the gas turbine components and supporting technology areas and testing plans were developed to mitigate identified risks. Multiple studies were conducted to evaluate the impact in plant performance of different gas turbine and plant technologies. 2015 gas turbine technologies showed a significant improvement in IGCC plant efficiency, however, a severe performance penalty was calculated for high carbon capture cases. Thermodynamic calculations showed that the DOE 2010 and 2015 efficiency targets can be met with a two step approach. A risk management process was instituted in Phase 1 to identify risk and develop mitigation plans. For the risks identified, testing and development programs are in place and the risks will be revisited periodically to determine if changes to the plan are necessary. TANK FARM RETRIEVAL LESSONS LEARNED AT THE HANFORD SITE

One of the environmental remediation challenges facing the nation is the retrieval and permanent disposal of approximately 90 million gallons of radioactive waste stored in underground tanks at the U. S. Department of Energy (DOE) facilities. The Hanford Site is located in southeastern Washington State and stores roughly 60 percent of this waste. An estimated 53 million gallons of high-level, transuranic, and low-level radioactive waste is stored underground in 149 single-shell tanks (SSTs) and 28 newer double-shell tanks (DSTs) at the Hanford Site. These SSTs range in size from 55,000 gallons to 1,000,000 gallon capacity. Approximately 30 million gallons of this waste is stored in SSTs. The SSTs were constructed between 1943 and 1964 and all have exceeded the nominal 20-year design life. Sixty-seven SSTs are known or suspected to have leaked an estimated 1,000,000 gallons of waste to the surrounding soil. The risk of additional SST leakage has been greatly reduced by removing more than 3 million gallons of interstitial liquids and supernatant and transferring this waste to the DST system. Retrieval of SST saltcake and sludge waste is underway to further reduce risks and stage feed materials for the Hanford Site Waste Treatment Plant. Regulatory requirements for SST …

Potential Impacts of Leakage from Black Rock Reservoir on the Hanford Site Unconfined Aquifer: Initial Hypothetical Simulations of Flow and Contaminant Transport

Initial scoping calculations of the unconfined aquifer at the Hanford Site were carried out for the U.S. Bureau of Reclamation (USBR) to investigate the potential impacts on the Hanford unconfined aquifer that would result from leakage from the proposed Black Rock Reservoir to the west. Although impacts on groundwater flow and contaminant transport were quantified based on numerical simulation results, the investigation represented a qualitative assessment of the potential lateral recharge that could result in adverse effects on the aquifer. Because the magnitude of the potential leakage is unknown, hypothetical bounding calculations were performed. When a quantitative analysis of the magnitude of the potential recharge from Black Rock Reservoir is obtained, the hydrologic impacts analysis will be revisited. The analysis presented in this report represents initial bounding calculations. A maximum lateral recharge (i.e., upland flux) was determined in the first part of this study by executing steady-state flow simulations that raised the water table no higher than the elevation attained in the Central Plateau during the Hanford operational period. Investigation of the 2p3/2-3d5/2 line emission of Au53+ -- Au69+ for diagnosing high energy density plasmas

Measurements of the L-shell emission of highly charged gold ions were made under controlled laboratory conditions using the SuperEBIT electron beam ion trap, allowing detailed spectral observations of lines from ironlike Au{sup 53+} through neonlike Au{sup 69+}. Using atomic data from the Flexible Atomic Code, we have identified strong 3d{sub 5/2} {yields} 2p{sub 3/2} emission features that can be used to diagnose the charge state distribution in high energy density plasmas, such as those found in the laser entrance hole of hot hohlraum radiation sources. We provide collisional-radiative calculations of the average ion charge <Z> as a function of temperature and density, which can be used to relate charge state distributions inferred from 3d{sub 5/2} {yields} 2p{sub 3/2} emission features to plasma conditions, and investigate the effects of plasma density on calculated L-shell Au emission spectra.

Zeaxanthin Radical Cation Formation in Minor Light-Harvesting Complexes of Higher Plant Antenna

Previous work on intact thylakoid membranes showed that transient formation of a zeaxanthin radical cation was correlated with regulation of photosynthetic light-harvesting via energy-dependent quenching. A molecular mechanism for such quenching was proposed to involve charge transfer within a chlorophyll-zeaxanthin heterodimer. Using near infrared (880-1100 nm) transient absorption spectroscopy, we demonstrate that carotenoid (mainly zeaxanthin) radical cation generation occurs solely in isolated minor light-harvesting complexes that bind zeaxanthin, consistent with the engagement of charge transfer quenching therein. We estimated that less than 0.5percent of the isolated minor complexes undergo charge transfer quenching in vitro, whereas the fraction of minor complexes estimated to be engaged in charge transfer quenching in isolated thylakoids was more than 80 times higher. We conclude that minor complexes which bind zeaxanthin are sites of charge transfer quenching in vivo and that they can assume Non-quenching and Quenching conformations, the equilibrium LHC(N)<--> LHC(Q) of which is modulated by the transthylakoid pH gradient, the PsbS protein, and protein-protein interactions.

Geothermal Electricity Technologies Evaluation Model DOE Tool for Assessing Impact of Research on Cost of Power

The U.S. Department of Energy (DOE) has developed a spreadsheet model to provide insight as to how its research activities can impact of cost of producing power from geothermal energy. This model is referred to as GETEM, which stands for “Geothermal Electricity Technologies Evaluation Model”. Based on user input, the model develops estimates of costs associated with exploration, well field development, and power plant construction that are used along with estimated operating costs to provide a predicted power generation cost. The model allows the user to evaluate how reductions in cost, or increases in performance or productivity will impact the predicted power generation cost. This feature provides a means of determining how specific technology improvements can impact generation costs, and as such assists DOE in both prioritizing research areas and identifying where research is needed.

Sugar-mediated semidian oscillation of gene expression in the cassava storage root regulates starch synthesis

Starch branching enzyme (SBE) activity in the cassava storage root exhibited a diurnal fluctuation, dictated by a transcriptional oscillation of the corresponding SBE genes. The peak of SBE activity coincided with the onset of sucrose accumulation in the storage, and we conclude that the oscillatory mechanism keeps the starch synthetic apparatus in the storage root sink in tune with the flux of sucrose from the photosynthetic source. When storage roots were uncoupled from the source, SBE expression could be effectively induced by exogenous sucrose. Turanose, a sucrose isomer that cannot be metabolized by plants, mimicked the effect of sucrose, demonstrating that downstream metabolism of sucrose was not necessary for signal transmission. Also glucose and glucose-1-P induced SBE expression. Interestingly, induction by sucrose, turanose and glucose but not glucose-1-P sustained an overt semidian (12-h) oscillation in SBE expression and was sensitive to the hexokinase (HXK) inhibitor glucosamine. These results suggest a pivotal regulatory role for HXK during starch synthesis. Abscisic acid (ABA) was another potent inducer of SBE expression. Induction by ABA was similar to that of glucose-1-P in that it bypassed the semidian oscillator. Both the sugar and ABA signaling cascades were disrupted by okadaic acid, a protein phosphatase inhibitor. …

Review of Transmutation Fuel Studies

The technology demonstration element of the Global Nuclear Energy Partnership (GNEP) program is aimed at demonstrating the closure of the fuel cycle by destroying the transuranic (TRU) elements separated from spent nuclear fuel (SNF). Multiple recycle through fast reactors is used for burning the TRU initially separated from light-water reactor (LWR) spent nuclear fuel. For the initial technology demonstration, the preferred option to demonstrate the closed fuel cycle destruction of TRU materials is a sodium-cooled fast reactor (FR) used as burner reactor. The sodium-cooled fast reactor represents the most mature sodium reactor technology available today. This report provides a review of the current state of development of fuel systems relevant to the sodium-cooled fast reactor. This report also provides a review of research and development of TRU-metal alloy and TRU-oxide composition fuels. Experiments providing data supporting the understanding of minor actinide (MA)-bearing fuel systems are summarized and referenced.

Single shot extreme ultraviolet laser imaging of nanostructures with wavelength resolution

We have demonstrated near-wavelength resolution microscopy in the extreme ultraviolet. Images of 50 nm diameter nanotubes were obtained with a single {approx}1 ns duration pulse from a desk-top size 46.9 nm laser. We measured the modulation transfer function of the microscope for three different numerical aperture zone plate objectives, demonstrating that 54 nm half-period structures can be resolved. The combination of near-wavelength spatial resolution and high temporal resolution opens myriad opportunities in imaging, such as the ability to directly investigate dynamics of nanoscale structures.

Ground Penetrating Radar in Hydrogeophysics

To meet the needs of a growing population and to provide us with a higher quality of life, increasing pressures are being placed on our environment through the development of agriculture, industry, and infrastructures. Soil erosion, groundwater depletion, salinization, and pollution have been recognized for decades as major threats to ecosystems and human health. More recently, the progressive substitution of fossil fuels by biofuels for energy production and climate change have been recognized as potential threats to our water resources and sustained agricultural productivity. The vadose zone mediates many of the processes that govern water resources and quality, such as the partition of precipitation into infiltration and runoff , groundwater recharge, contaminant transport, plant growth, evaporation, and energy exchanges between the Earth's surface and its atmosphere. It also determines soil organic carbon sequestration and carbon-cycle feedbacks, which could substantially impact climate change. The vadose zone's inherent spatial variability and inaccessibility precludes direct observation of the important subsurface processes. In a societal context where the development of sustainable and optimal environmental management strategies has become a priority, there is a strong prerequisite for the development of noninvasive characterization and monitoring techniques of the vadose zone. The continental margin is a key source of iron to the HNLC North Pacific Ocean

Here we show that labile particulate iron and manganese concentrations in the upper 500m of the Western Subarctic Pacific, an iron-limited High Nutrient Low Chlorophyll (HNLC) region, have prominent subsurface maxima between 100-200 m, reaching 3 nM and 600 pM, respectively. The subsurface concentration maxima in particulate Fe are characterized by a more reduced oxidation state, suggesting a source from primary volcagenic minerals such as from the Kuril/Kamchatka margin. The systematics of these profiles suggest a consistently strong lateral advection of labile Mn and Fe from redox-mobilized labile sources at the continental shelf supplemented by a more variable source of Fe from the upper continental slope. This subsurface supply of iron from the continental margin is shallow enough to be accessible to the surface through winter upwelling and vertical mixing, and is likely a key source of bioavailable Fe to the HNLC North Pacific.

Microbiological, Geochemical and Hydrologic Processes Controlling Uranium Mobility: An Integrated Field-Scale Subsurface Research Challenge Site at Rifle, Colorado, Quality Assurance Project Plan

The U.S. Department of Energy (DOE) is cleaning up and/or monitoring large, dilute plumes contaminated by metals, such as uranium and chromium, whose mobility and solubility change with redox status. Field-scale experiments with acetate as the electron donor have stimulated metal-reducing bacteria to effectively remove uranium [U(VI)] from groundwater at the Uranium Mill Tailings Site in Rifle, Colorado. The Pacific Northwest National Laboratory and a multidisciplinary team of national laboratory and academic collaborators has embarked on a research proposed for the Rifle site, the object of which is to gain a comprehensive and mechanistic understanding of the microbial factors and associated geochemistry controlling uranium mobility so that DOE can confidently remediate uranium plumes as well as support stewardship of uranium-contaminated sites. This Quality Assurance Project Plan provides the quality assurance requirements and processes that will be followed by the Rifle Integrated Field-Scale Subsurface Research Challenge Project.

Eder Acquisition 2007 Habitat Evaluation Procedures Report.

A habitat evaluation procedures (HEP) analysis was conducted on the Eder acquisition in July 2007 to determine how many protection habitat units to credit Bonneville Power Administration (BPA) for providing funds to acquire the project site as partial mitigation for habitat losses associated with construction of Grand Coulee and Chief Joseph Dams. Baseline HEP surveys generated 3,857.64 habitat units or 1.16 HUs per acre. HEP surveys also served to document general habitat conditions. Survey results indicated that the herbaceous plant community lacked forbs species, which may be due to both livestock grazing and the late timing of the surveys. Moreover, the herbaceous plant community lacked structure based on lower than expected visual obstruction readings (VOR); likely a direct result of livestock impacts. In addition, introduced herbaceous vegetation including cultivated pasture grasses, e.g. crested wheatgrass and/or invader species such as cheatgrass and mustard, were present on most areas surveyed. The shrub element within the shrubsteppe cover type was generally a mosaic of moderate to dense shrubby areas interspersed with open grassland communities while the 'steppe' component was almost entirely devoid of shrubs. Stable Spheromaks with Profile Control

A spheromak equilibrium with zero edge current is shown to be stable to both ideal MHD and tearing modes that normally produce Taylor relaxation in gun-injected spheromaks. This stable equilibrium differs from the stable Taylor state in that the current density j falls to zero at the wall. Estimates indicate that this current profile could be sustained by non-inductive current drive at acceptable power levels. Stability is determined using the NIMROD code for linear stability analysis. Non-linear NIMROD calculations with non-inductive current drive could point the way to improved fusion reactors.

A survey of routing techniques in store-and-forward and wormhole interconnects.

This paper presents an overview of algorithms for directing messages through networks of varying topology. These are commonly referred to as routing algorithms in the literature that is presented. In addition to providing background on networking terminology and router basics, the paper explains the issues of deadlock and livelock as they apply to routing. After this, there is a discussion of routing algorithms for both store-and-forward and wormhole-switched networks. The paper covers both algorithms that do and do not adapt to conditions in the network. Techniques targeting structured as well as irregular topologies are discussed. Following this, strategies for routing in the presence of faulty nodes and links in the network are described.

ENHANCED CHEMICAL CLEANING: A NEW PROCESS FOR CHEMICALLY CLEANING SAVANNAH RIVER WASTE TANKS

The Savannah River Site (SRS) has 49 high level waste (HLW) tanks that must be emptied, cleaned, and closed as required by the Federal Facilities Agreement. The current method of chemical cleaning uses several hundred thousand gallons per tank of 8 weight percent (wt%) oxalic acid to partially dissolve and suspend residual waste and corrosion products such that the waste can be pumped out of the tank. This adds a significant quantity of sodium oxalate to the tanks and, if multiple tanks are cleaned, renders the waste incompatible with the downstream processing. Tank space is also insufficient to store this stream given the large number of tanks to be cleaned. Therefore, a search for a new cleaning process was initiated utilizing the TRIZ literature search approach, and Chemical Oxidation Reduction Decontamination--Ultraviolet (CORD-UV), a mature technology currently used for decontamination and cleaning of commercial nuclear reactor primary cooling water loops, was identified. CORD-UV utilizes oxalic acid for sludge dissolution, but then decomposes the oxalic acid to carbon dioxide and water by UV treatment outside the system being treated. Phase patterns of coupled oscillators with application to wireless communication

Here we study the plausibility of a phase oscillators dynamical model for TDMA in wireless communication networks. We show that emerging patterns of phase locking states between oscillators can eventually oscillate in a round-robin schedule, in a similar way to models of pulse coupled oscillators designed to this end. The results open the door for new communication protocols in a continuous interacting networks of wireless communication devices.

ENHANCED DOE HIGH LEVEL WASTE MELTER THROUGHPUT STUDIES: SRNL GLASS SELECTION STRATEGY

The Department of Energy has authorized a team of glass formulation and processing experts at the Savannah River National Laboratory (SRNL), the Pacific Northwest National Laboratory (PNNL), and the Vitreous State Laboratory (VSL) at Catholic University of America to develop a systematic approach to increase high level waste melter throughput (by increasing waste loading with minimal or positive impacts on melt rate). This task is aimed at proof-of-principle testing and the development of tools to improve waste loading and melt rate, which will lead to higher waste throughput. Four specific tasks have been proposed to meet these objectives (for details, see WSRC-STI-2007-00483): (1) Integration and Oversight, (2) Crystal Accumulation Modeling (led by PNNL)/Higher Waste Loading Glasses (led by SRNL), (3) Melt Rate Evaluation and Modeling, and (4) Melter Scale Demonstrations. Task 2, Crystal Accumulation Modeling/Higher Waste Loading Glasses is the focus of this report. Measurement of the Decay B- to D*0 e- anti-nu_e

Using 226 million B{bar B} events recorded on the {Upsilon}(4S) resonance with the BABAR detector at the SLAC e{sup +}e{sup -} PEP-II storage rings, they reconstruct B{sup -} {yields} D*{sup 0}e{sup -}{bar {nu}}{sub e} decays using the decay chain D*{sup 0} {yields} D{sup 0}{pi}{sup 0} and D{sup 0} {yields} K{sup -} {pi}{sup +}. From the dependence of their differential rate on the w, the dot product of the four-velocities of B{sup -} and D*{sup 0}, and using the form factor description by Caprini et al. with the parameters F(1) and {rho}{sub 1{sub 1}}{sup 2}, they obtain the results {rho}{sub A{sub 1}}{sup 2} = 1.16 {+-} 0.06 {+-} 0.08, F(1) {center_dot} |V{sub cb}| = (35.9 {+-} 0.6 {+-} 1.4) {center_dot} 10{sup -3}, and {beta}(B{sup -} {yields} D*{sup 0} e{sup -}{bar {nu}}{sub e}) = (5.56 {+-} 0.08 {+-} 0.41)%.
