He also mentions Mr. Scheppps decision to donate the Liquor Dealers Fund to local hospitals in the area. He agrees to make personal donations to the fund instead.

Postcard featuring an illustration of Pleasure Pier in Port Arthur, Texas. The pier extends from a large field. On the pier are several white buildings with red rooves and pathways connecting them. Behind the buildings and to the left is a wooden rollercoaster extending the entire length of the pier. In the background and to the right are a Ferris Wheel and other small carnival rides. There are stamps on the front of the postcard, one saying "Gilbert Tidewater Industrial Sites" and the other saying "The World's Oil Refining Center". The rest of the text of the stamps are smudged and obscured. There is also writing on the front of the card that is too faded to be interpreted. On the back of the card is a message from Harry W. Gilbert to Isaac H. Kempner suggesting Galveston dig a canal from the Brazos river to grow the city industrially and serve as a drainage canal.

A." and the other saying "Industrial Commission" with the text above being too smudged to be interpreted. On the back of the card is a message from Harry W. Gilbert to Isaac H. Kempner discussing an proposed industrial canal to be dug in Galveston and urging Mr. Kempner approve it.
