Ocean energy systems. Quarterly report, October-December 1982
Research progress is reported on developing Ocean Thermal Energy Conversion (OTEC) systems that will provide synthetic fuels (e.g., methanol), energy-intensive products such as ammonia (for fertilizers and chemicals), and aluminum. The work also includes assessment and design concepts for hybrid plants, such as geothermal-OTEC (GEOTEC) plants. Another effort that began in the spring of 1982 is a technical advisory role to DOE with respect to their management of the conceptual design activity of the two industry teams that are designing offshore OTEC pilot plants that could deliver power to Oahu, Hawaii. In addition, a program is underway in which tests of a different kind of ocean-energy device, a turbine that is air-driven as a result of wave action in a chamber, are being planned. This Quarterly Report summarizes the work on the various tasks as of 31 December 1982.

20-kW Solar Photovoltaic Flat-Panel Power System for an Uninterruptible Power-System Load in El Paso, Texas. Phase Ii. System Fabrication. Final Report October 1, 1979-May 31, 1981
The system plans, construction, integration and test, and performance evaluation are discussed for the photovoltaic power supply at the Newman Power Station in El Paso, Texas. The system consists of 64 parallel-connected panels, each panel containing nine series-connected photovoltaic modules. The system is connected, through power monitoring equipment, to an existing DC bus that supplies uninterruptible power to a computer that controls the power generating equipment. The site is described and possible environmental hazards are assessed. Site preparation and the installation of the photovoltaic panels, electrical cabling, and instrumentation subsystems are described. System testing includes initial system checkout, module performance test, control system test. A training program for operators and maintenance personnel is briefly described, including visual aids. Performance data collection and analysis are described, and actual data are compared with a computer simulation. System drawings are included. (LEW)

Neonatal intensive care for low birthweight infants: costs and effectiveness
The purpose of this report is to provide OTA with specific information that can be used in forming general conclusions regarding broader policy issues. The first 19 cases in the Health Technology Case Study Series, for example, were conducted in conjunction with OTA’s overall project on The Implications of Cost-Effectiveness Analysis of Medical Technology. By examining the 19 cases as a group and looking for common problems or strengths in the techniques of cost-effectiveness or cost-benefit analysis, OTA was able to better analyze the potential contribution that those techniques might make to the management of medical technology and health care costs and quality.

Elementary and Secondary Education for Science and Engineering
Students make many choices over a long period, and choose a career through a complicated process. This process includes formal instruction in mathematics and science, and the opportunity for informal education in museums, science centers, and recreational programs. The influence of family, teachers, peers, and the electronic media can make an enormous difference. This memorandum analyzes these influences. Because education is “all one system, ” policymakers interested in nurturing scientists and engineers must address the educational environment as a totality; changing only one part of the system will not yield the desired result.

Fact sheets relating to use of geothermal energy in the United States
A compilation of data relating to geothermal energy in each of the 50 states is presented. The data are summarized on one page for each state. All summary data sheets use a common format. Following the summary data sheet there are additional data on the geology of each state pertaining to possible hydrothermal/geothermal resources. Also there is a list of some of the reports available pertaining to the state and state energy contacts. The intent of these documents is to present in a concise form reference data for planning by the Department of Energy.

The impact of office automation on the quality of work life: policy implications
This report focuses only on policy implication of video display terminals (VDT) usage in the areas of composition and edition/correction. The rest of the paper presents a brief discussion of the problems resulting from VDT adoption and usage in the office workplace, and the policy implications of both primary and instrumental impacts as described earlier.
