The Au Pair Program
Legislation passed late in the 103rd Congress granted the U.S. Information Agency (USIA) authority to design and implement more rigorous rules regulating the au pair program. In 1997, the au pair program received considerable media attention as a result of the Louise Woodward court case regarding possible involvement of an au pair in the death of a child in Massachusetts. The U.S. Information Agency amended existing federal regulations for the au pair program in September 1997 to underscore the cultural exchange aspect of the program and strengthen au pair recruiting and training.

The Federal Role in Technology Development
The federal government has traditionally played a role in fostering technological progress. This has involved both direct federal research and development (R&D) funding and indirect measures that create incentives for increased private sector investments in innovation. However, this mix of initiatives was challenged since the 104th Congress. While support for all on-going efforts continues, some programs have been funded at reduced levels. However, since FY2001, appropriations appear to have reversed this trend.

The Davis-Bacon Act: Institutional Evolution and Public Policy
This report examines policy issues the Davis-Bacon Act has sparked through the years and which remain a part of the Davis-Bacon debate of the 1990s. These include such questions as: wage rate determination procedures, reporting requirements under the Copeland Act, an appropriate threshold for activation of the statute, interagency relationships with respect to Davis-Bacon enforcement and compliance activity, administrative or judicial appeals procedures, the use of "helpers" and other low-skilled workers on covered projects, and the right of a President to suspend the statute as well as the conditions under which such a suspension may occur. That the fundamental premise of the Act remains in contention after 60 years may be, itself, part of the public policy debate.

The "Son of Sam" Case: Legislative Implications
In Simon & Schuster, Inc. v. Members of the new York State Crime Victims Board, the U.S. Supreme Court held that New York State's "Son of Sam" law was inconsistent with the First Amendment's guarantee of freedom of speech and press. This report examines the Supreme Court decision and then considers whether its rationale renders the federal law unconstitutional. Concluding that it likely does, the report considers whether it would be possible to enact a constitutional Son-of-Sam statute. Finally, the report takes note of some state Son-of-Sam statutes that have been enacted since the Supreme Court decision.

This report addresses the issue of concurrent receipt, which is when a person receives both military retirement pay and Veterans Administration (VA) disability pay in the full amounts due to them. It discusses the two primary components of the concurrent receipt program: Combat Related Special Compensation (CRSC) and Concurrent Retirement and Disability Payments (CRDP), and also reviews the possible legislative expansion of the program to additional populations with several potential options for Congress to consider.

This report describes the phases of the Intelligence Planning, Programming, Budgeting and Evaluation Process (IPPBE). The Intelligence Community (IC) uses IPPBE to identify requirements and allocate resources that produce IC capabilities (e.g., human intelligence, signals intelligence, and geospatial intelligence) throughout development and execution of the National Intelligence Program (NIP) and budget. The NIP addresses priorities described in national security-related strategy documents such as the National Intelligence Strategy (NIS) and Consolidated Intelligence Guidance (CIG).

Offshore Oil and Gas Development: Legal Framework
This report explains the nature of U.S. authority over offshore areas pursuant to international and domestic law. It also describes the laws, at both the state and federal levels, governing the development of offshore oil and gas and the litigation that has flowed from development under the current legal regimes. Also included is an outline of the recent changes to the authorities regulating offshore development wrought by the Energy Policy Act of 2005 and subsequent legislation enacted by the 109th Congress prior to adjournment.
