Texas Register, Volume 30, Number 52, Pages 8745-9080, December 30, 2005

A weekly publication, the Texas Register serves as the journal of state agency rulemaking for Texas. Information published in the Texas Register includes proposed, adopted, withdrawn and emergency rule actions, notices of state agency review of agency rules, governor's appointments, attorney general opinions, and miscellaneous documents such as requests for proposals. After adoption, these rulemaking actions are codified into the Texas Administrative Code.

A Comprehensive Catalog of Human KRAB-associated Zinc Finger Genes: Insights into the Evolutionary History of a Large Family of Transcriptional Repressors (open access)

A Comprehensive Catalog of Human KRAB-associated Zinc Finger Genes: Insights into the Evolutionary History of a Large Family of Transcriptional Repressors

Krueppel-type zinc finger (ZNF) motifs are prevalent components of transcription factor proteins in all eukaryotic species. In mammals, most ZNF proteins comprise a single class of transcriptional repressors in which a chromatin interaction domain, called the Krueppel-associated box (KRAB) is attached to a tandem array of DNA-binding zinc-finger motifs. KRAB-ZNF loci are specific to tetrapod vertebrates, but have expanded dramatically in numbers through repeated rounds of segmental duplication to create a gene family with hundreds of members in mammals. To define the full repertoire of human KRAB-ZNF proteins, we searched the human genome for key motifs and used them to construct and manually curate gene models. The resulting KRAB-ZNF gene catalog includes 326 known genes, 243 of which were structurally corrected by manual annotation, and 97 novel KRAB-ZNF genes; this single family therefore comprises 20% of all predicted human transcription factor genes. Many of the genes are alternatively spliced, yielding a total of 743 distinct predicted proteins. Although many human KRAB-ZNF genes are conserved in mammals, at least 136 and potentially more than 200 genes of this type are primate-specific including many recent segmental duplicates. KRAB-ZNF genes are active in a wide variety of human tissues suggesting roles in many …

Establishment of an Environmental Control Technology Laboratory With a Circulating Fluidized-Bed Combustion System Quarterly Report (open access)

Establishment of an Environmental Control Technology Laboratory With a Circulating Fluidized-Bed Combustion System Quarterly Report

This report is to present the progress made on the project ''Establishment of an Environmental Control Technology Laboratory (ECTL) with a Circulating Fluidized-Bed Combustion (CFBC) System'' during the period October 1, 2004 through December 31, 2004. The following tasks have been completed. First, the renovation of the new Combustion Laboratory and the construction of the Circulating Fluidized-Bed (CFB) Combustor Building have proceeded well. Second, the detailed design of supporting and hanging structures for the CFBC was completed. Third, the laboratory-scale simulated fluidized-bed facility was modified after completing a series of pretests. The two problems identified during the pretest were solved. Fourth, the carbonization of chicken waste and coal was investigated in a tube furnace and a Thermogravimetric Analyzer (TGA). The experimental results from this study are presented in this report. Finally, the proposed work for the next quarter has been outlined in this report.

Establishment of an Environmental Control Technology Laboratory With a Circulating Fluidized-Bed Combustion System Quarterly Report

This report is to present the progress made on the project ''Establishment of an Environmental Control Technology Laboratory (ECTL) with a Circulating Fluidized-Bed Combustion (CFBC) System'' during the period January 1, 2005 through March 31, 2005. The following tasks have been completed. First, the renovation of the new Combustion Laboratory is nearly complete, and the construction of the Circulating Fluidized-Bed (CFB) Combustor Building is in the final stages. Second, the fabrication and manufacture of the CFBC Facility is being discussed with a potential contractor. Discussions with potential contactor regarding the availability of materials and current machining capabilities have resulted in the modification of the original designs. The selection of the fabrication contractor for the CFBC Facility is expected during the next quarter. Third, co-firing experiments conducted with coal and chicken waste have been initiated in the laboratory-scale simulated fluidized-bed facility. The experimental results from this study are presented in this report. Finally, the proposed work for the next quarter is described in this report.

Development of Nitric Oxide Oxidation Catalysts for the Fast SCR Reaction (open access)

Development of Nitric Oxide Oxidation Catalysts for the Fast SCR Reaction

This study was undertaken in order to assess the potential for oxidizing NO to NO{sub 2} in flue gas environments, with the aim of promoting the so-called fast SCR reaction. In principle this can result in improved SCR kinetics and reduced SCR catalyst volumes. Prior to commencing experimental work, a literature study was undertaken to identify candidate catalysts for screening. Selection criteria comprised (1) proven (or likely) activity for NO oxidation, (2) low activity for SO2 oxidation (where data were available), and (3) inexpensive component materials. Catalysts identified included supported base metal oxides, supported and unsupported mixed metal oxides, and metal ion exchanged ZSM-5 (Fe, Co, Cu). For comparison purposes, several low loaded Pt catalysts (0.5 wt% Pt) were also included in the study. Screening experiments were conducted using a synthetic feed gas representative of flue gas from coal-fired utility boilers: [NO] = 250 ppm, [SO{sub 2}] = 0 or 2800 ppm, [H{sub 2}O] = 7%, [CO{sub 2}] = 12%, [O{sub 2}] = 3.5%, balance = N{sub 2}; T = 275-375 C. Studies conducted in the absence of SO{sub 2} revealed a number of supported and unsupported metal oxides to be extremely active for NO oxidation to NO{sub 2}. These …

Homeland Security: Coast Guard Operations - Background and Issues for Congress

The Coast Guard is the lead federal agency for maritime homeland security. The Coast Guard’s homeland security operations pose several potential issues for Congress, including adequacy of Coast Guard resources for performing both homeland security and non-homeland security missions, and Coast Guard coordination with other agencies involved in maritime homeland security. This report will be updated as events warrant.
