Defense Acquisitions: Opportunities Exist to Improve DOD's Oversight of Power Source Investments

A letter report issued by the Government Accountability Office with an abstract that begins "Virtually all Department of Defense (DOD) weapon systems and equipment rely on power sources, such as batteries. In response to a mandate in the National Defense Authorization Act for Fiscal Year 2010, GAO determined (1) DOD's approximate investment in power sources, (2) the extent to which DOD coordinates its power source investments, and (3) the extent to which DOD's policies facilitate the use of standard power sources. To address these objectives, GAO obtained and analyzed DOD investment data, met with DOD officials and industry representatives, and attended DOD conferences aimed at facilitating power source coordination."

Reflector Technology Development and System Design for Concentrating Solar Power Technologies

Alcoa began this program in March of 2008 with the goal of developing and validating an advanced CSP trough design to lower the levelized cost of energy (LCOE) as compared to existing glass based, space-frame trough technology. In addition to showing a pathway to a significant LCOE reduction, Alcoa also desired to create US jobs to support the emerging CSP industry. Alcoa's objective during Phase I: Concept Feasibility was to provide the DOE with a design approach that demonstrates significant overall system cost savings without sacrificing performance. Phase I consisted of two major tasks; reflector surface development and system concept development. Two specific reflective surface technologies were investigated, silver metallized lamination, and thin film deposition both applied on an aluminum substrate. Alcoa prepared samples; performed test validation internally; and provided samples to the NREL for full-spectrum reflectivity measurements. The final objective was to report reflectivity at t = 0 and the latest durability results as of the completion of Phase 1. The target criteria for reflectance and durability were as follows: (1) initial (t = 0), hemispherical reflectance >93%, (2) initial spectral reflectance >90% for 25-mrad reading and >87% for 7-mrad reading, and (3) predicted 20 year durability of less …

Production of Actinium-225 via High Energy Proton Induced Spallation of Thorium-232

The science of cancer research is currently expanding its use of alpha particle emitting radioisotopes. Coupled with the discovery and proliferation of molecular species that seek out and attach to tumors, new therapy and diagnostics are being developed to enhance the treatment of cancer and other diseases. This latest technology is commonly referred to as Alpha Immunotherapy (AIT). Actinium-225/Bismuth-213 is a parent/daughter alpha-emitting radioisotope pair that is highly sought after because of the potential for treating numerous diseases and its ability to be chemically compatible with many known and widely used carrier molecules (such as monoclonal antibodies and proteins/peptides). Unfortunately, the worldwide supply of actinium-225 is limited to about 1,000mCi annually and most of that is currently spoken for, thus limiting the ability of this radioisotope pair to enter into research and subsequently clinical trials. The route proposed herein utilizes high energy protons to produce actinium-225 via spallation of a thorium-232 target. As part of previous R and D efforts carried out at Argonne National Laboratory recently in support of the proposed US FRIB facility, it was shown that a very effective production mechanism for actinium-225 is spallation of thorium-232 by high energy proton beams. Integrated Sensing and Controls for Coal Gasification - Development of Model-Based Controls for GE's Gasifier and Syngas Cooler

This report summarizes the achievements and final results of this program. The objective of this program is to develop a comprehensive systems approach to integrated design of sensing and control systems for an Integrated Gasification Combined Cycle (IGCC) plant, using advanced model-based techniques. In particular, this program is focused on the model-based sensing and control system design for the core gasification section of an IGCC plant. The overall approach consists of (i) developing a first-principles physics-based dynamic model of the gasification section, (ii) performing model-reduction where needed to derive low-order models suitable for controls analysis and design, (iii) developing a sensing system solution combining online sensors with model-based estimation for important process variables not measured directly, and (iv) optimizing the steady-state and transient operation of the plant for normal operation as well as for startup using model predictive controls (MPC). Initially, available process unit models were implemented in a common platform using Matlab/Simulink{reg_sign}, and appropriate model reduction and model updates were performed to obtain the overall gasification section dynamic model. HOOPER BAY HOUSING ANALYSIS AND ENERGY FEASIBILITY REPORT

Sea Lion applied for and received a grant from the Department of Energy (DOE) towards this end titled “Energy Efficiency Development and Deployment in Indian Country”. The initial objectives of the Hooper Bay Energy Efficiency Feasibility Study were to demonstrate a 30% reduction in residential/commercial energy usage and identify the economic benefits of implementing energy efficiency measures to the Tribe through: (1) partnering with Whitney Construction and Solutions for Healthy Breathing in the training and hire of 2 local energy assessors to conduct energy audits of 9 representative housing models and 2 commercial units in the community. These homes are representative of 52 homes constructed across different eras. (2) partnering with Cold Climate Housing Research Center to document current electrical and heating energy consumption and analyze data for a final feasibility report (3) assessing the economics of electricity & heating fuel usage; (4) projecting energy savings or fossil fuel reduction by modeling of improvement scenarios and cost feasibility The following two objectives will be completed after the publication of this report: (5) the development of materials lists for energy efficiency improvements (6) identifying financing options for the follow-up energy efficiency implementation phase.
