A letter written to parolee in Abilene, Texas, from E. A. Burkhart, Executive Secretary, Adult Authority, Sacramento, California, dated November 30, 1953. Burkhart advises Subject A-9803 of the referral of his application by the Governor to the Adult Authority for review but that the parole time served is not sufficent to evidence complete rehabilitation making a favorable recommendation doubtful. He advises of enclosed instructions which outlines the items required to make application for pardon and executive clemency.

Barden expresses his appreciation for the letter from Carswell and for his views, and he advises that the Committee on Education and Labor is writing a bill on labor reform legislation.
