The 110th Congress is addressing many issues that could have a major impact on the U.S. motor vehicle manufacturing industry. This includes adopting new fuel economy standards for automobiles and light trucks (P.L. 110-140), plus consideration of legislation that may be used to help promote the manufacturing of future generations of fuel-efficient vehicles (S. 2191). This report looks at four sets of issues that have received attention in Congress or among the public more widely, with respect to employment in the U.S. motor manufacturing industry.

The central issue before Congress wit respect to clinical trial reporting and publication is how to balance the potential beneficial public health effects of requiring that clinical trial data be made public with the burdens that such requirements may place on companies and their own innovation.

This report compares certain provisions in legislation that has been considered by Congress concerning programs, services(including medical care), and benefits for injured military service members returning from combat theaters.

This report discusses the Department of Agriculture's (USDA) rural housing programs, which include loans for the purchase, repair, or construction of single-family housing; loans and grants to remove health and safety hazards in owner-occupied homes; loans and grants for the construction and purchase of rental housing for farmworkers; loans for the purchase and construction of rental and cooperative housing for the elderly and for rural residents in general; rental assistance payments to make rental housing more affordable; interest subsidies to make homeownership loans more affordable and to enable production of rental housing that is affordable for the target population; and loans for developing building sites upon which rural housing is to be constructed.

During the 2005 hurricane season, gasoline prices rose sharply, both in directly affected areas and elsewhere in the country, and attention turned to the causes underlying these sharp increases. Although gasoline prices have fluctuated since then, Congres continues to consider legislation on fuel pricing, including provisions addressing price gouging. In the 110th Congress, bills have been introduced in both the Senate and the House of Representatives that would adopt federal provisions on price gouging of gasoline and other fuels.

Some alternative proposals that the House considered are summarized in an appendix. The House-passed bill includes some elements of the alternative proposals (usually in modified form). This report is limited to the conservation title. However, conservation topics in recent farm bills have been increasingly addressed in other titles, and that trend continues with the House-passed version, which contains conservation provisions in the energy, forestry, and research titles, and others as well.
