The search for new particles, such as the top quark, charged Higgs boson, heavy gauge bosons and supersymmetric particles, at the CERN and Fermilab proton-antiproton colliders is reviewed. A preliminary result by the CDF experiment of a reconstructed B meson mass peak from the decays B{sup {plus minus}} {yields} J/{psi}K{sup {plus minus}} and B{sup 0} {yields} J/{psi}K*{sup 0} is also presented. 22 refs., 13 figs.

Neutron star accretion and the neutrino fireball

The mixing necessary to explain the Fe'' line widths and possibly the observed red shifts of 1987A is explained in terms of large scale, entropy conserving, up and down flows (calculated with a smooth particle 2-D code) taking place between the neutron star and the explosion shock wave due to the gravity and neutrino deposition. Depending upon conditions of entropy and mass flux further accretion takes place in single events, similar to relaxation oscillator, fed by the downward flows of low entropy matter. The shock, in turn, is driven by the upflow of the buoyant high entropy bubbles. Some accretion events will reach a temperature high enough to create a neutrino fireball,'' a region hot enough, 11 Mev, so as to be partially opaque to its own (neutrino) radiation. The continuing neutrino deposition drives the explosion shock until the entropy of matter flowing downwards onto the neutron star is high enough to prevent further accretion. This process should result in a robust supernova explosion.

Identification, definition and evaluation of potential impacts facing the US electric utility industry over the next decade. Final report

There are numerous conditions of the generation system that may ultimately develop into system states affecting system reliability and security. Such generation system conditions should also be considered when evaluating the potential impacts on system operations. The following five issues have been identified to impact system reliability and security to the greatest extent: transmission access/retail wheeling; non-utility generators and independent power producers; integration of dispersed storage and generation into utility distribution systems; EMF and right-of-way limitations; Clean Air Act Amendments. Strictly speaking, some issues are interrelated and one issue cannot be completely dissociated from the others. However, this report addresses individual issues separately in order to determine all major aspects of bulk power system operations affected by each issue. The impacts of the five issues on power system reliability and security are summarized. This report examines the five critical issues that the US electric utility industry will be facing over the next decade. The investigation of their impacts on utility industry will be facing over the next decade. The investigation of their impacts on utility system reliability and security is limited to the system operation viewpoint. D-0 South End Cap Calorimeter Cold Test Results

The South endcap calorimeter vessel was moved into Lab A on Sept. 18, 1990. A cooldown of the pressure vessel with liquid nitrogen was performed on Sept. 26 to check the vessel's integrity. With the pressure vessel cold, the insulating vacuum was monitored for leaks. Through out the testing, the insulating vacuum remained good and the vessel passed the test. The cold test was carried out per the procedures of D-Zero engineering note 3740.220-EN-250. The test was very similar to the cold test performed on the Central Calorimeter in October of 1987. The test of the ECS was performed in the same manner using the same equipment as the ECN cold test. Reference D-Zero engineering notes 3740.210-EN-122, 3740.000-EN-I07, and 3740.210-EN-II0 for information about the CC cold test. Reference EN-260 for the results of the ECN cold test. The insulating vacuum space was pumped on while equipment was being connected to the pressure vessel. Two hours after starting to pump with the blower the vacuum space pressure was at about 40 microns. The pumping continued overnight (another 16 hours). In the morning the pressure was 11.5 microns. Modeling the behavior of an earthquake base-isolated building.

Protecting a structure against earthquake excitation by supporting it on laminated elastomeric bearings has become a widely accepted practice. The ability to perform accurate simulation of the system, including FEA of the bearings, would be desirable--especially for key installations. In this paper attempts to model the behavior of elastomeric earthquake bearings are outlined. Attention is focused on modeling highly-filled, low-modulus, high-damping elastomeric isolator systems; comparisons are made between standard triboelastic solid model predictions and test results.

Quarterly coal report, April--June 1993

In the second quarter of 1993, the United States produced 235 million short tons of coal. This brought the total for the first half of 1993 to 477 million short tons, a decrease of 4 percent (21 million short tons) from the amount produced during the first half of 1992. The decrease was due to a 26-million-short-ton decline in production east of the Mississippi River, which was partially offset by a 5-million-short-ton increase in coal production west of the Mississippi River. Compared with the first 6 months of 1992, all States east of the Mississippi River had lower coal production levels, led by West Virginia and Illinois, which produced 9 million short tons and 7 million short tons less coal, respectively. The principal reasons for the drop in coal output for the first 6 months of 1993 compared to a year earlier were: a decrease in demand for US coal in foreign markets, particularly the steam coal markets; a draw-down of electric utility coal stocks to meet the increase in demand for coal-fired electricity generation; and a lower producer/distributor stock build-up. Design of a high activity and selectivity alcohol catalyst. [Design of a flow microreactor]

Research on the design of a high selectivity alcohol catalyst continued. During the first quarter of this project, our goals have been to overhaul key experimental equipment used in the previous project, plan and design new equipment and to identify a person to carry out the research program. The flow microreactor, previously assembled, has been reactivated and major improvements have been made both to the reactor and its attendant analytical instrumentation. This equipment is described later in this report. In addition to this, a state-of-the-art hydrogen chemisorption instrument has been designed and the components for its construction have been ordered. Additionally, four recent publications by the principal investigators on the subject of this project have appeared. 3 figs.

Japan-U.S. Trade U.S. Exports of Negotiated Products, 1985-1990

Trade relations between the United States and Japan in the 1980s were marked by U.S. efforts to pressure Japan to absorb increasingly greater amounts of U.S. exports. The United States sought to improve its steadily worsening bilateral trade deficit with Japan by negotiating to lower barriers to U.S. exports through the General Agreement on Tariffs and Trade, the Market Oriented, Sector Selective Talks, the Super 301 process, the Structural Impediments Initiative, and other bilateral fora. The United States succeeded in having Japan take some market-opening measures, and despite fluctuations, U.S. exports to Japan of most of the products which were the subject of negotiations by the two countries between 1985 and 1990 have increased.

The Line Item Veto Act (open access)

The Line Item Veto Act

The Line Item Veto Act of 1996 (Public Law 104-130, 110 Stat. 1200), gives the President expanded rescission authority by changing the burden of action and coverage. Under the Impoundment Control Act of 1974 (88 Stat. 332), the President must obtain the support of both Houses within a specified time period for a rescission to become permanent, while the new law puts the burden on Congress to disapprove presidential rescission proposals within a 30-day period. Along with rescission of discretionary appropriations, the new law subjects any new item of direct spending (entitlement) and certain limited tax benefits to cancellation as well.
