Initial Feasibility Study of a Dedicated Synchrotron Radiation Light source for Ultrafast X-Ray Science
We present an initial feasibility summary of a femtosecond synchrotron radiation x-ray source based on a flat-beam rf gun and a recirculating superconducting linac that provides beam to an array of undulators and bend magnets. Optical pulse durations of < 100 fs are obtained by a combination of electron pulse compression, transverse temporal correlation of the electrons, and x-ray pulse compression. After an introduction and initial scientific motivation, we cover the following aspects of the design: layout and lattice, ultra-fast x-ray pulse production, flat electron-beam production, the rf gun, rf systems, cryogenic systems, collective effects, photon production, and synchronization of x-ray and laser pulses. We conclude with a summary of issues and areas of development that remain to be addressed.

Improved Miscible Nitrogen Flood Performance Utilizing Advanced Reservoir Characterization and Horizontal Laterals in a Class I Reservoir - East Binger (Marchand) Unit Quarterly Report
Progress on the East Binger Unit (EBU) project has slowed as difficulties have been encountered with obtaining satisfactory production from well EBU 37G-3H, the new horizontal well. Remedial operations have been conducted and stimulation operations were about to get under way at the end of the reporting period. International Reservoir Technologies, Inc. has made additional progress on the pilot area simulation model, reaching a point with the history match that we are awaiting more definitive production data from the horizontal well. Planning future development of the EBU hinges on evaluating the results of well EBU 37G-3H. Performance of this well must be understood in order to evaluate development scenarios involving horizontal wells and compare them with development scenarios involving vertical wells.

Asia Pacific Economic Cooperation (APEC), Free Trade, and the 2001 Summit in Shanghai
On October 20-21, 2001, the Ninth APEC Leaders’ Meeting (summit) was hosted by China in Shanghai. The office theme for APEC 2001 was “Meeting New Challenges in the New Century: Achieving Common Prosperity through Participation and Cooperation” with the sub-themes of: (1) sharing the benefits of globalization and the new economy, (2) advancing trade and investment, and (3) promoting sustained economic growth. For the United States, APEC raises fundamental questions that are of special interest to Congress. One is whether consensus can be achieved on the APEC vision of free trade and investment in the Asia Pacific or whether future trade liberalization will be confined primarily to bilateral free-trade agreements or multilateral trade negotiations under the World Trade Organization.

Aviation Security Technologies and Procedures: Screening Passengers and Baggage
Following the terrorist attacks on September 11, 2001, there is intense congressional interest in improving the security screening process for airline passengers and their baggage. In the United States, screening is the responsibility of the airlines, which generally contract the work out to screening companies. The Federal Aviation Administration has regulatory authority, deploys security equipment in airports, and conducts research and development on security technology. Congress has begun to consider several bills in this area that have been introduced since the September 11 attacks, as well as Administration proposals and actions.
