Secondary corrosion barriers: Application

A program to develop a new fuel element was initiated at Hanford in 1951. A survey of the possible methods of making such a fuel element was completed and a document listing all possible lines of research was written. The problem was outlined as it appeared at that time; various developments which have occurred subsequently have changed this problem to a greater or lesser extent. Essentially the problem concerned the development of a fuel element which would not fail or would fail in a slow and predictable manner and would not cause damage to the pile. A largenportion of the research and development was concerned with the application of these layers. This paper will review the research that was done on the development of these corrosion-resistant layers and will evaluate the problem as it appears now after approximately four years have elapsed.

Transient calculation techniques

This paper presents a calculation of transient events in the Hanford piles due to the build up of fission product nuclides with a very large neutron absorption cross-section. In particular it was found after operation of the first major pile that Xe{sup 135} was a short lived isotope which built up in the pile, and which possessed a very large cross-section. The dynamics in number density of this isotope has a major impact on the reactivity behavior of the piles, and in particular on the start-up behavior following transient shut-downs.

Standard laboratory hydraulic pressure drop characteristics of various solid and I&E fuel elements

The purpose of this report is to present a set of standard pressure-drop curves for various fuel elements in process tubes of Hanford reactors. The flow and pressures within a process tube assembly under normal conditions are dependent to a large extent on the magnitude of the pressure drop across the fuel elements. The knowledge of this pressure drop is important in determination of existing thermal conditions within the process tubes and in predicting conditions for new fuel element designs or changes in operating conditions. The pressure-flow relations for the different Hanford fuel element-process tube assemblies have all been determined at one time or another in the 189-D Hydraulics Laboratory but the data had never been collected into a single report. Such a report is presented now in the interest of establishing a set of ``standard curves`` as determined by laboratory investigations. It must be recognized that the pressure drops of fuel elements in actual process tubes in the reactors may be slightly different than those reported here. The data presented here were obtained in new process tubes while reactor process tubes are usually either corroded or filmed, depending on their past history.

Plutonium metal turnings fire

On July 27, 1954, 965 grams of plutonium alloy contained in three standard quart size ice cream cartons were being removed from the process line by two process operators using the plastic bag technique. Shortly after the plastic bag scaler had been energized a brown spot appeared on the plastic bag. The glowing turnings burned through the containers and plastic bag and continued to burn until completely oxidized. Personnel contamination was minor and readily removed. The contamination was confined to the room of the incident and was deposited in gross amounts in the area surrounding Task IV and V. This report includes a description of the incident and subsequent decontamination activities and a summary of plutonium recovery. Facts unknown about the incident and the reasons for these facts not being known are discussed. Plans for the future for reducing the possibility of recurrence of a similar incident are formulated.

Production of Pu, UO{sub 3}, and Pu metal exceeded forecasts. The 2nd attempt at Purex to recover Zr-Nb resulted in about 1/3 recovery, contaminated with about 1% of the Ce. Palm losses to Purex U product were eliminated, and the Pu content was reduced 5 to 10{times}. Routing the dissolver rinses into 3WB concentrator resulted into improved rinsing efficiency. Unclarified feed was processed through Purex HA column. In a test for using B in Redox, the B was routed completely to the waste; it was not detectable in product streams beyond the first cycle. Almost 1000 g Palm was purified and converted to oxide. Ferrous ion catalyzed the reduction of Palm VI by hydrazine or semicarbazide. Coordination of E-metal and NPR reprocessing at Redox in multipurpose dissolver was studied. An interim fission product recovery program at Purex will be directed toward low-efficiency collection of Pm {sup 147}. Locations for critical incident alarms were selected. (DLC)

Pu output from separations plant was less than scheduled, but year-to- date production exceeded commitment by 4%. The Palm recovery run in Purex was the most successful to date. UO{sub 3} production and shipments met schedule. Purex had two pump failures. When Purex 1WW was centrifuged and treated to recover Ce, most of it remained in the centrifugate; only 14% was recovered. The prototype Pu ozonator in Redox performed well. Test runs on an acid precycle flowsheet and a proposed internal recycle scheme for Palm recovery were initiated in Redox. Recuplex had a change in solvent extraction feed preparation, and an installation of a safe-geometry bottom section on the stripping column. Storage of Purex 1WW wastes was discussed in a meeting. Conversion of Rexuplex to a manufacturing facility was completed. Cost estimates were developed for several alternative Palmolive processing schemes. Process flow diagrams were completed for Sulfex decladding of Yankee elements and Zirflex decladding of Dresden elements.
