A letter report issued by the Government Accountability Office with an abstract that begins "In February 2007, a series of Washington Post articles disclosed problems at Walter Reed Army Medical Center, particularly with the management of servicemembers receiving outpatient care. In response, the Army established Warrior Transition Units (WTU) for servicemembers requiring complex case management. Each servicemember in a WTU is assigned to a Triad of Care--a primary care manager, a nurse case manager, and a squad leader--who provide case management services to ensure continuity of care. The Army established staff-to-servicemember ratios for each Triad of Care position. This report examines (1) the Army's ongoing efforts to staff WTU Triad of Care positions and (2) how the Army monitors the recovery process of WTU servicemembers. GAO reviewed WTU policies, analyzed Army staffing and monitoring data, interviewed Army officials, and visited five selected WTUs."

A letter report issued by the Government Accountability Office with an abstract that begins "For entities that rely on others for funding, effective governance, accountability, and internal control are keys to maintaining trust and credibility. In recent years, corporate governance and accountability have received increased scrutiny and emphasis in the nonprofit, federal government, and public company sectors. Governance and accountability problems have also been identified at designated federal entities (DFE) such as the Smithsonian Institution, the Legal Services Corporation, and the Pension Benefit Guaranty Corporation. This report responds to a congressional request that GAO describe (1) the statutory structure of the governing bodies for each DFE organization and (2) the role of the inspectors general (IGs) in the governance structure. To accomplish this, GAO surveyed the DFE heads and IGs on governance issues and reviewed information from a variety of sources, including the IG Act and subsequent amendments; enabling legislation for the DFEs; and legislative and regulatory standards and requirements for financial reporting and internal control. As part of the rulemaking process federal agencies must comply with an increasing number of procedural and analytical requirements. GAO was asked to examine how broadly applicable rulemaking requirements cumulatively have affected (1) agencies' rulemaking processes, in particular including effects of requirements added to the process since 2003, and (2) transparency of the Office of Information and Regulatory Affairs (OIRA) regulatory review process. To address these objectives, GAO reviewed selected rules issued between January 2006 and May 2008 and associated dockets and also interviewed knowledgeable agency and OIRA officials."

Biennial report describing progress and changes in unmanned systems technology used by the military, with a 25-year strategic plan to describe goals for the continued development, production, testing, training, operation, and sustainment of the technologies. "This is the second edition of the integrated Office of the Secretary of Defense Unmanned Systems Roadmap (2009-2034) that includes Unmanned Aircraft systems, Unmanned Ground systems and Unmanned Maritime Systems. This Roadmap provides Defense-wide vision for unmanned systems and related technologies" (p. iii).

Funeral program for Bettye T. Gatlin, born February 24, 1932 and died April 14, 2009. The funeral was held April 20, 2009 at Mt. Zion First Baptist Church. Funeral arrangements were made through Lewis Funeral Home and she was buried in Fort Sam Houston National Cemetery near San Antonio, Texas.

Mountaintop removal mining involves removing the top of a mountain in order to recover the coal seams contained there. This practice occurs in several Appalachian states. It creates an immense quantity of excess spoil (dirt and rock that previously composed the mountaintop), which is typically placed in valley fills on the sides of the former mountains, burying streams that flow through the valleys. Critics say that, as a result of valley fills, stream water quality and the aquatic and wildlife habitat that streams support are destroyed by tons of rocks and dirt. The mining industry argues that mountaintop mining is essential to conducting surface coal mining in the Appalachian region and that surface coal mining would not be economically feasible there if producers were restricted from using valleys for the disposal of mining overburden. Mountaintop mining is regulated under several laws, including the Clean Water Act and the Surface Mining Control and Reclamation Act. This report provides background on regulatory requirements, controversies, and legal challenges to regulation of mountaintop mining. Congressional attention to these issues, including legislation that would restrict the practice (H.R. 1310, the Clean Water Protection Act, and S. 696, the Appalachia Restoration Act), also is discussed.

This report discusses the Clean Water Act that contains two different permitting regimes: (1) Section 402 permits (called the National Pollutant Discharge Elimination System, or NPDES, permit program) address the discharge of most pollutants, and (2) Section 404 permits address the discharge of dredged or fill material into navigable waters of the United States at specified sites. These permit programs differ in nature and approach.

On May 3, 2002, the Environmental Protection Agency (EPA) and the U.S. Army Corps of Engineers (the Corps) announced a regulation redefining two key terms, "fill material" and "discharge of fill material," in rules that implement Section 404 of the Clean Water Act. This report discusses the 2002 rule, focusing on how it changes which material and types of activities are regulated under Section 404 and the significance of these issues, especially for the mining industry.

This report first discusses the purposes behind the creation of a separate insolvency regime for depository institutions. The report then compares and contrasts the characteristics of depository institutions with systemically significant financial companies (SSFCs). Next, the report provides a brief analysis of some important differences between the FDIC's conservatorship/receivership authority and that of the Bankruptcy Code.

This report discusses legislation being considered by congress to reduce the greenhouse gas (GHG) emissions that contribute to climate change. It discusses the EPA's authority under Title II and provides information regarding the mobile sources that might be regulated under this authority. Among these sources, motor vehicles (passenger cars and light trucks, including SUVs) are assumed to be the most likely initial targets for regulation, both because a petition addressing these sources began EPA's consideration of the endangerment issue, and because these are the most significant GHG emission sources among those covered by Title II.
