The effects of in-situ processing methods on the microstructure and fracture toughness of V-V{sub 3}Si composites

This paper describes ductile-phase roughening in V-V{sub 3}Si in-situ composites produced by conventional arc melting (AM), cold-crucible induction melting (IM), and cold-crucible directional solidification (DS). Notched three-point bending tests were performed to determine the effects of synthesis method on the room temperature fracture toughness of eutectic compositions, which contain nearly equal volume fractions of V{sub 3}Si and the V(Si) solid solution phase. Fracture toughness values ranged from 10 MPa{radical}m for the AM eutectic to over 20 MPa{radical}4m for the IM and DS eutectic alloys. SEM fractography, surface profiling, and chemical analyses were performed to correlate the toughness values with the microstructures and interstitial concentrations produced by the three synthesis methods.

The functional and performance requirements in this document provide the basis for the conceptual design of the TWRS ILAW Interim Storage facility project and provides traceability from the program level requirements to the project design activity. Technical and programmatic risk associated with the TWRS planning basis are discussed in the Tank Waste Remediation System Decisions and Risk Assessment (Johnson 1994). The design requirements provided in this document will be augmented by additional detailed design data documented by the project.

Assessment of needs and requirements for a geographic information system for Brookhaven National Laboratory

At the request of the Brookhaven National Laboratory Office of Environmental Restoration, and with the cooperation of the Safety and Environmental Protection and Plant Engineering Divisions, a Geographic Information System (GIS) Task Group has undertaken an effort to identify the data requirements, potential applications, and computing environment within which an integrated GIS could be implemented to meet the environmental and facilities management needs of the Laboratory. The Task Group held discussions with the three participating groups and with Laboratory officials. Software and hardware vendors were invited to demonstrate their products to all participants using BNL data, and private consultants discussed their GIS and database applications. After considering the needs of the three groups and other general implementation concerns, a list of ten requirements for a BNL site-wide GIS has been determined. On the basis of these considerations, three conceptual models for an integrated GIS are defined. These include a highly centralized system, a fully distributed system, and a composite model. The models differ in their allocation of responsibility for data management, applications development and GIS analysis, and local user support. Several issues remain to be resolved before an integrated GIS for the three operational groups can be fully implemented.

Ceramic membranes are a new class of materials, which have shown promise in a variety of industrial applications. Their mechanical and chemical stability coupled with a wide range of operating temperatures and pressures make them suitable for environments found in coal liquid upgrading. In this project we will evaluate the performance of Sel-Gel alumina membranes in coal liquid upgrading processes under realistic temperature and pressure conditions and investigate the feasibility of using such membranes in a membrane reactor based coal liquid upgrading process. In addition, the development of novel ceramic membranes with enhanced catalytic activity for coal-liquid upgrading applications, such as carbon-coated alumina membranes, will also be investigated.

The objective of this contract is to extend and optimize UOP`s single-stage, slurry-catalyzed co-processing scheme. The current task is to complete a long-term operability run using a 0.05 wt-% Mo-based catalyst at approximately 460{degrees}C. The objectives of this run are to demonstrate that high-severity conditions can be run for an extended period of time (at least one month) and to collect enough product sample to do a complete Hempel fractionation and detailed characterization of the individual naphtha, distillate, and VGO cuts. This information will be used to reevaluate the engineering design and product upgrading scheme that was developed under the first co-processing contract (DE-AC22-84PC70002). During the current two quarters, the long-term operability study was unsuccessfully attempted several times. This report discusses these attempts.

The overall objectives of this program are to investigate potential technologies for the conversion of coal-derived synthesis gas to oxygenated fuels, hydrocarbon fuels, fuel intermediates, and octane enhancers; and to demonstrate the most promising technologies at DOE`s LaPorte, Texas, Slurry Phase Alternative Fuels Development Unit (AFDU). BASF continues to have difficulties in scaling-up the new isobutanol synthesis catalyst developed in Air Products` laboratories. Investigations are proceeding, but the proposed operation at LaPorte in April is now postponed. DOE has accepted a proposal to demonstrate Liquid Phase Shift (LPS) chemistry at LaPorte as an alternative to isobutanol. There are two principal reasons for carrying out this run. First, following the extensive modifications at the site, operation on a relatively ``benign`` system is needed before we start on Fischer-Tropsch technology in July. Second, use of shift catalyst in a slurry reactor will enable DOE`s program on coal-based Fischer-Tropsch to encompass commercially available cobalt catalysts-up to now they have been limited to iron-based catalysts which have varying degrees of shift activity. In addition, DOE is supportive of continued fuel testing of LaPorte methanol-tests of MIOO at Detroit Diesel have been going particularly well. This data package satisfies the requirement for a format IV, final report. It is a follow-up to the 45-day safety screen report for tank AP-104. Evaporator candidate feed from tank 241-AP-104 (hereafter referred to as AP-104) was characterized for physical, inorganic, organic and radiochemical parameters by the Westinghouse Hanford Company, 222-S Laboratory, and by the Battelle Pacific Northwest National Laboratory (PNNL), Analytical Chemistry Laboratory (ACL) as directed by the Tank Sample and Analysis Plan (TSAP), References 1 through 4. Preliminary data in the form of summary analytical tables were provided to the project in advance of this final report to enable early estimation of evaporator operational parameters, using the Predict modeling program. Laboratory analyses at ACL Laboratory was performed according to the TSAP. Analyses were performed at the 222-S Laboratory as defined and specified in the TSAP and the Laboratory`s Quality Assurance Plan, References 5 and 6. Any deviations from the instructions documented in the TSAP are discussed in this narrative and are supported with additional documentation. An experimental study of NO{sub x} recycle in the NOXSO flue gas cleanup process. Quarterly technical progress report No. 1, September 18--December 31, 1991

This current project is pilot-scale testing of NO{sub x} recycle. The objective is to provide further fundamental understanding and useful information for its implementation at the Niles station. A Babcock & Wilcox`s 6 million Btu/hr Small Boiler Simulator (SBS) has been chosen to perform the tests. The SBS is the same type of cyclone furnace as that at Niles and simulates a large cyclone unit very well. The project involves conducting a series of tests which include injecting NO, NO{sub 2}, N{sub 2}O, and simulated NO{sub x} recycle stream respectively. The work performed during this reporting period focused on the site preparation, shakedown tests, and baseline tests. The shakedown testing of NO injection into the primary air stream alone and the secondary air stream alone showed promising results. A large amount of NO injected into furnace was destroyed, especially when the NO was injected into the primary air duct. However, the measuring instrumentation needs to be improved to give accurate data.

The objective of the project has been the development of a technology for cleaning up oil spills on water through their photocatalytic oxidation. The photocatalyst used was titanium dioxide. Nanocrytalline TiO{sub 2}, of anatase or anatase/rutile phase, was bound to hollow ceramic microspheres of sufficiently low density to be buoyant on water. In the presence of these, under sunlight, oil films were photocatalytically oxidized by dissolved oxygen.

This summary presents the data accumulated to date with only brief comment. It is prepared with the intent that the viewers will offer advice on terminology, data presentation, methods and other. The year end analysis will detail changes in the data due to the tillage treatments. The data is incomplete due to equipment problems and time limitations due to the wet fall and early freeze up. The trial was not completed due to our inability to get the Mikkelsen Chisel Plow Shovel (MCP), a 16 inch sweep with an anhydrous knife, to penetrate untilled land. The MCP shovel penetrated to deep on plowed ground and pulled so hard that the front wheels of our JD4440 tractor were jerked off the ground. The Standard Chisel Plow Shovels (SCP), a 16 inch sweep, worked well and the data is included.

Data reported by domestic nuclear utility companies in their responses to the 1991 and 1992 ``Uranium Industry Annual Survey,`` Form EIA-858, Schedule B ``Uranium Marketing Activities,are provided in response to the requirements in the Energy Policy Act 1992. Data on utility uranium purchases and imports are shown on Table 1. Utility enrichment feed deliveries and secondary market acquisitions of uranium equivalent of US DOE separative work units are shown on Table 2. Appendix A contains a listing of firms that sold uranium to US utilities during 1992 under new domestic purchase contracts. Appendix B contains a similar listing of firms that sold uranium to US utilities during 1992 under new import purchase contracts. Appendix C contains an explanation of Form EIA-858 survey methodologies with emphasis on the processing of Schedule B data.

Drying radioactive wastewater salts using a thin film dryer

This paper describes the operational experience in drying brines generated at a radioactive wastewater treatment facility. The brines are composed of aqueous ammonium sulfate/sodium sulfate and aqueous sodium nitrate/sodium sulfate, The brine feeds receive pretreatment to preclude dryer bridging and fouling. The dryer products are a distillate and a powder. The dryer is a vertical thin film type consisting of a steam heated cylinder with rotor. Maintenance on the dryer has been minimal. Although many operability problems have had to be overcome, dryer performance can now be said to be highly reliable.

Establishment and maintenance of a coal sample bank and data base. [Quarterly] project status report, October 9, 1989--January 8, 1990

Retrieval of 5-lb splits of -1/4 inch coal from designated 30-gallon drums was completed. Preparation and analysis of these samples for the second yearly quality evaluation is in progress. After consultation with the DOE Project Manager, two replacement samples were collected. These are the first of the series which will be stored in foil laminate bags. Both of these samples were placed in 30 gallon steel drums lined with polyethylene bags at the mine site. They were equipped with lid gaskets made from Tygon tubing, and 1/4 in. metal tubing fittings to purge and pressurize the drum with argon.

A hazard classification test was performed, and the test data led to a recommended hazard classification of ``IGNITERS, 1.4G, UN0325,`` based on guidance outlined in DOE Order 1540.2 and 49 CFR 173.56.

Observation of nonsequential ionization of helium and its impact on intensity monitoring

The authors have measured the ion yields for helium and neon ionized by 120 femtosecond, 614 nanometer laser pulses with intensities up to 10{sup 16} watts per square centimeter. They have found that the He II and Ne II data exhibit features incompatible with standard nonresonant sequential ionization. These features reduce the usefulness of optical field ionization for monitoring laser intensity. For the experiment, they expect dynamic resonances to have little effect on the ionization, and they attribute the features to nonsequential ionization based on the simultaneous saturation of the features and the singly ionized charge states.

1990 Weatherization Assistance Program monitoring. Final report

The fiscal year 1990 DOE weatherization programs were monitored in Indiana, Ohio, and Wisconsin. The focus of the monitoring was on a total of 18 subgrantees. Separate reports on the monitoring completed on each site was submitted as well as the final summary report for each state. The scope of monitoring consisted of a review of current contracts, budgets, program operating procedures, staffing, inventory control, financial and procurement procedures, review of client files and audit reports, inspection of completed dwelling units and assessment of monitoring, training, and technical assistance provided by the grantees. A random sampling of completed units were selected and visits were made to inspect these weatherized dwellings.

Production of dense vapor targets for laser-plasma interaction studies with intense, ultra-short pulses

The technique of laser-induced ablation of thin films from glass slide substrates has been investigated as a candidate vapor target production method for studies of both tunneling-driven x-ray/xuv recombination lasers and relativistic propagation using intense, ultra-short laser pulses. It is shown by simultaneous two-wavelength interferometry that particle densities of order 10{sup 19}/cm{sup 3} are readily achieved and that some intrinsic ionization accompanies the plume formation. Absorption measurements with both 100 picosecond and 125 femtosecond pulses are consistent with observed edge velocities near 10{sup 6} cm/sec. The level of ionization driven by the intense 125 femtosecond laser pulse has been coarsely estimated. Averaged estimates from spectral blue shifting of spectra transmitted through the plume are consistently lower than those obtained from evaluation of saturation intensity thresholds based on the sequential nonresonant optical field ionization (OFI) process.

A mobile remote sensing laboratory for water vapor, trace gas, aerosol, and wind speed measurements

The Lawrence Livermore National Laboratory has developed a mobile field laboratory for remote measurement of atmospheric processes and observables that are important in global climate change, dispersal of hazardous materials, and atmospheric pollution. Specific observables of interest are water vapor, trace gases, aerosol size and density, wind, and temperature. The goal is to study atmospheric processes continuously for extended periods in remote field locations. This laboratory has just reached field ready status with sensors for aerosol and trace gas measurement based on established techniques. A development program is underway to enhance the sensor suite with several new techniques and instruments that are expected to significantly extend the state of the art in remote trace gas analysis. The new sensors will be incorporated into the lab during the next two years.
