It isn't the first time the naked man and woman wrestling over a fish have attracted attention. Back in Oct. 1930, when the late J. J. Culbertson gave the bronze fountain to the city, the public took one look and gasped. Later an obliging artist painted bloomers on a newspaper picture of the couple and a reporter inquired, "Is this better?"
