This report discusses the criteria that foreign nationals must meet before admission to the United States, including the reasons why a foreign national might be denied admission, most particularly on health-related grounds. This report discusses such issues in relation to the recent outbreak of the 2009 H1N1 ("swine flu") virus, and how the outbreak has affected various government agencies, such as the Customs and Border Protection (CBP) agency within the Department of Homeland Security (DHS). This report also discusses efforts to confront and address such issues on a legislative front.

Iraq: Politics, Governance, and Human Rights

Iraq's political system is increasingly characterized by peaceful competition and formation of cross-sectarian alliances. However, ethnic and sectarian political and sometimes violent infighting continues, often involving the questionable use of key levers of power and legal institutions. This infighting-and the belief that holding political power may mean the difference between life and death for the various political communities-significantly delayed agreement on a new government that was to be selected following the March 7, 2010, national elections for the Council of Representatives (COR, parliament). With U.S. diplomatic help, on November 10, 2010, major ethnic and sectarian factions agreed on a framework for a new government, breaking the long deadlock. The agreement, under which Prime Minister Nuri al-Maliki is serving a second term, was implemented when a broad-based cabinet was confirmed on December 21, 2010.

FEMA's Disaster Declaration Process: A Primer

The Robert T. Stafford Disaster Relief and Emergency Assistance Act (referred to as the Stafford Act - 42 U.S.C. 5721 et seq.) authorizes the President to issue "major disaster" or "emergency" declarations before or after catastrophes occur. Emergency declarations trigger aid that protects property, public health, and safety and lessens or averts the threat of an incident becoming a catastrophic event. A major disaster declaration, issued after catastrophes occur, constitutes broader authority for federal agencies to provide supplemental assistance to help state and local governments, families and individuals, and certain nonprofit organizations recover from the incident.

This report discusses United States foreign operations appropriations for the People’s Republic of China (PRC), which primarily support democracy-related programs, particularly rule of law training, and support Tibetan communities. The U.S. Congress has played a leading role in providing funding for such programs, which has grown from $10 million in FY2002 to $23 million in FY2006. Major funding areas include legal training, legal aid, criminal defense, labor rights, and non-governmental organization (NGO) development in China, monitoring human rights conditions in the PRC from outside China, and preserving Tibetan culture.

The Market for Retirement Annuities

A retirement annuity allows an individual to purchase a regular payment stream from an insurance company to last his lifetime. Despite the ability of the product to eliminate the risk that a retiree will outlive his assets, few retirement annuities have been sold in the individual market. In addition, the number of individuals who annuitize their defined contribution retirement plan balances remains small. New products are emerging that would offer alternate annuity designs and make annuity prices more attractive. This report discusses legislation has been proposed in the 109th Congress that would enhance the tax treatment of annuities and encourage the growth of stand-alone annuity and combined annuity and long-term care products.

This report looks at the status, implications, and alternatives to current free trade agreements in the Latin America. Trade is one of the more enduring issues in contemporary U.S.-Latin America relations. Latin America is far from the largest U.S. regional trade partner, but it is the fastest growing one, with the current exception of Africa. Over the last 15 years, the United States has implemented multiple free trade agreements with the region, which are more comprehensive than those that include only Latin American countries.
