Letter from I. H. Kempner to W. E. Stone discussing about a proposed amendment. The amendment would require that if a second medical branch is located at San Antonio, the city or county must provide property and securities valued at no less than five million dollars. Kempner believes this requirement is unfair and would put Galveston at a disadvantage. He argues that the cost of property and securities should be determined by a board, not the city or county. He also believes that state funds should be allocated equally between the two medical branches.

Letter from Rabbi Newton J. Friedman to I. H. Kempner notifying him that he reserved a room at the Driskill Hotel for he and Mrs. Kempner. He mentions that the meeting will only be held if the other co-chairmen agree to the time and date. He explains that the later meeting time is to allow people to make airplane connections. He encloses the blank checks that he had forgotten in the previous letter.
