Intelligence Spending: Public Disclosure Issues

This report describes the constituent parts of the intelligence budget, past practice in handling intelligence authorizations and appropriations, the arguments that have been advanced for and against making intelligence spending totals public, a legal analysis of these issues, and a review of the implications of post-Cold War developments on the question. It also describes past congressional interest in keeping intelligence spending totals secret.

Child Support Provisions Considered But Not Enacted During the 2002-2005 Welfare Reauthorization Debate

Although the Deficit Reduction Act of 2005 (enacted February 8, 2006) included significant changes to the Child Support Enforcement (CSE) program, it did not include many of the child support provisions that had been considered during the preceding four-year debate within the context of welfare reauthorization. This report discusses 12 such provisions that were passed by either the House or the Senate Finance Committee (or both). The Administration has included several of these provisions in its FY2008 budget.

Iraq: U.S. Military Operations

Iraq’s chemical, biological, and nuclear weapons programs, together with Iraqi long-range missile development and support for al-Queda terrorism, were the primary justifications put forward for military action. On March 17, 2003, President Bush issued an ultimatum demanding that Saddam Hussein and his sons depart from Iraq within 48 hours. On March 19, offensive operations began with air strikes against Iraqi leadership positions. By April 15, after 27 days of operations, coalition forces were in relative control of all major Iraqi cities and Iraqi political and military leadership had disintegrated. On May 1, 2003, President Bush declared an end to major combat operations. There was no use of chemical or biological (CB)weapons, and no CB or nuclear weapons stockpiles or production facilities have been found.

Pension Funds Investing in Hedge Funds

The proportion of U.S. corporate-defined benefit pension funds investing in hedge funds has increased to 24% in 2006, up from 19% in 2004 and 12% in 2000. Although statistics vary, total corporate pension fund assets allocated to hedge funds in 2006 was 2.1%. Because of hedge funds’ risky nature, rapid growth, lack of oversight, and recent losses, some wonder if they are appropriate investments for workers’ retirement funds. This report discusses concerns regarding hedge funds and examines possible policy options.
