Demonstration Report: ESTCP UXO Discrimination Study ESTCP PROJECT # MM-0838 (open access)

Demonstration Report: ESTCP UXO Discrimination Study ESTCP PROJECT # MM-0838

In 2003, the Defense Science Board observed: 'The problem is that instruments that can detect the buried UXOs also detect numerous scrap metal objects and other artifacts, which leads to an enormous amount of expensive digging. Typically 100 holes may be dug before a real UXO is unearthed! The Task Force assessment is that much of this wasteful digging can be eliminated by the use of more advanced technology instruments that exploit modern digital processing and advanced multi-mode sensors to achieve an improved level of discrimination of scrap from UXOs.' Significant progress has been made in discrimination technology. To date, testing of these approaches has been primarily limited to test sites with only limited application at live sites. Acceptance of discrimination technologies requires demonstration of system capabilities at real UXO sites under real world conditions. Any attempt to declare detected anomalies to be harmless and requiring no further investigation will require demonstration to regulators of not only individual technologies, but of an entire decision making process. This characterization study was be the second phase in what is expected to be a continuing effort that will span several years. The FY06 Defense Appropriation contained funding for the 'Development of Advanced, Sophisticated, …

Metagenomic Insights into Evolution of a Heavy Metal-Contaminated Groundwater Microbial Community (open access)

Metagenomic Insights into Evolution of a Heavy Metal-Contaminated Groundwater Microbial Community

Understanding adaptation of biological communities to environmental change is a central issue in ecology and evolution. Metagenomic analysis of a stressed groundwater microbial community reveals that prolonged exposure to high concentrations of heavy metals, nitric acid and organic solvents (~;;50 years) have resulted in a massive decrease in species and allelic diversity as well as a significant loss of metabolic diversity. Although the surviving microbial community possesses all metabolic pathways necessary for survival and growth in such an extreme environment, its structure is very simple, primarily composed of clonal denitrifying ?- and ?-proteobacterial populations. The resulting community is over-abundant in key genes conferring resistance to specific stresses including nitrate, heavy metals and acetone. Evolutionary analysis indicates that lateral gene transfer could be a key mechanism in rapidly responding and adapting to environmental contamination. The results presented in this study have important implications in understanding, assessing and predicting the impacts of human-induced activities on microbial communities ranging from human health to agriculture to environmental management, and their responses to environmental changes.

Tax Exempt Bonds: A Description of State and Local Government Debt (open access)

Tax Exempt Bonds: A Description of State and Local Government Debt

This report provides information about state and local government debt. State and local governments issue debt instruments in exchange for the use of individuals' and businesses' savings. This debt obligates state and local governments to make interest payments for the use of these savings and to repay, at some time in the future, the amount borrowed. State and local governments may finance capital facilities with debt rather than out of current tax revenue to more closely align benefits and tax payments. The federal government subsidizes the cost of most state and local debt by excluding the interest income from federal income taxation.
