Latin America and the Caribbean: Key Issues for the 113th Congress

This report provides an overview of U.S. policy toward Latin America and the Caribbean, including the Obama Administration's priorities; examines changes in the region's economic and political environment that affect U.S. relations with the region; and analyzes U.S. policy toward the region and various recommendations made by policy analysts and think tanks. The report then examines the role of Congress and congressional interests in Latin America, looking at selected regional and country issues, including key issues that the 113th Congress is facing. Appendices provide U.S.-Latin America trade statistics and a listing of hearings focused on Latin America.

This report discusses how Morocco and the independence-seeking Popular Front for the Liberation of Saqiat al Hamra and Rio de Oro (Polisario) have been vying for control of the Western Sahara, a former Spanish territory, since the 1970s. The report discusses recent settlement attempts, as well as how the Western Sahara issue has affected Algerian-Moroccan bilaterial relations, Moroccan relations with the African Union, and regional cooperation on economic and security issues. Tax Exempt Bonds: A Description of State and Local Government Debt

This report provides information about state and local government debt. State and local governments issue debt instruments in exchange for the use of individuals' and businesses' savings. This debt obligates state and local governments to make interest payments for the use of these savings and to repay, at some time in the future, the amount borrowed. State and local governments may finance capital facilities with debt rather than out of current tax revenue to more closely align benefits and tax payments. The federal government subsidizes the cost of most state and local debt by excluding the interest income from federal income taxation.
