Hybrid and conventional hydrogen engine vehicles that meet EZEV emissions

In this paper, a time-dependent engine model is used for predicting hydrogen engine efficiency and emissions. The model uses basic thermodynamic equations for the compression and expansion processes, along with an empirical correlation for heat transfer, to predict engine indicated efficiency. A friction correlation and a supercharger/turbocharger model are then used to calculate brake thermal efficiency. The model is validated with many experimental points obtained in a recent evaluation of a hydrogen research engine. A The validated engine model is then used to calculate fuel economy and emissions for three hydrogen-fueled vehicles: a conventional, a parallel hybrid, and a series hybrid. All vehicles use liquid hydrogen as a fuel. The hybrid vehicles use a flywheel for energy storage. Comparable ultra capacitor or battery energy storage performance would give similar results. This paper analyzes the engine and flywheel sizing requirements for obtaining a desired level of performance. The results indicate that hydrogen lean-burn spark-ignited engines can provide a high fuel economy and Equivalent Zero Emission Vehicle (EZEV) levels in the three vehicle configurations being analyzed.

This notice of construction (NOC) provides information regarding the source and the estimated quantity of potential airborne radionuclide emissions resulting from the operation of the Hot Conditioning System (HCS) Annex. The construction of the HCS Annex is scheduled to conunence on or about December 1996, and will be completed when the process equipment begins operations. This document serves as a NOC pursuant to the requirements of 40 Code of Federal Regulations (CFR) 61 for the HCS Annex. About 80 percent of the U.S. Department of Energy`s spent nuclear fuel (SNF) inventory is stored under water in the Hanford Site K Basins. Spent nuclear fuel in the K West Basin is contained in closed canisters, while the SNF in the K East Basin is contained in open canisters, which allows release of corrosion products to the K East Basin water. Storage of the current inventory in the K Basins was originally intended to be on an as-needed basis to sustain operation of the N Reactor while the Plutonium-Uranium Extraction (PUREX) Plant was refurbished and restarted. This plan outlines the proposed strategy to demonstrate compliance with the ground water standards at the Maybell, Colorado, Uranium Mill Tailings Remedial Action (UMTRA) Project site. This demonstration consists of (1) the ground water protection standard, (2) a performance assessment, (3) a closure performance demonstration, and (4) a performance monitoring and corrective action program.

This document provides the Environmental Restorations Contractor (ERC) and the Project Hanford Management Contractor.(PHMC) a schedule in accordance with the WHC-CM-7-5, Environmental Compliance` and BHI- EE-02, Environmental Requirements, of monitoring and sampling routines for the Near-Field Monitoring (NFM) program during calendar year (CY) 1997. Every attempt will be made to consistently follow this schedule; any deviation from this schedule will be documented by an internal memorandum (DSI) explaining the reason for the deviation. The DSI will be issued by the scheduled performing organization and directed to Near-Field Monitoring. The survey frequencies for particular sites are determined by the technical judgment of Near- Field Monitoring and may depend on the site history, radiological status, use, and general conditions. Additional surveys may be requested at irregular frequencies if conditions warrant. All radioactive wastes sites are scheduled to be surveyed at least annually. Any newly discovered wastes sites not documented by this schedule will be included in the revised schedule for CY 1998. The outside perimeter road surveys of 200 East and West Area and the rail survey from the 300 Area to Columbia Center will be performed in the year 2000 per agreement with Department of Energy. Tele-robotic/autonomous control using controlshell

A tele-robotic and autonomous controller architecture for waste handling and sorting has been developed which uses tele-robotics, autonomous grasping and image processing. As a starting point, prior work from LLNL and ORNL was restructured and ported to a special real-time development environment. Significant improvements in collision avoidance, force compliance, and shared control aspects were then developed. Several orders of magnitude improvement were made in some areas to meet the speed and robustness requirements of the application.

Real-time earthquake alert system for the greater San Francisco Bay Area: a prototype design to address operational issues

The purpose of the earthquake alert system (EAS) is to outrun the seismic energy released in a large earthquake using a geographically distributed network of strong motion sensors that telemeter data to a rapid CPU-processing station, which then issues an area-wide warning to a region before strong motion will occur. The warning times involved are short, from 0 to 30 seconds or so; consequently, most responses must be automated. The San Francisco Bay Area is particularly well suited for an EAS because (1) large earthquakes have relatively shallow hypocenters (10- to 20-kilometer depth), giving favorable ray-path geometries for larger warning times than deeper from earthquakes, and (2) the active faults are few in number and well characterized, which means far fewer geographically distributed strong motion sensors are (about 50 in this region). An EAS prototype is being implemented in the San Francisco Bay Area. The system consists of four distinct subsystems: (1) a distributed strong motion seismic network, (2) a central processing station, (3) a warning communications system and (4) user receiver and response systems.
