This report provides information on Mexico's counter-narcotics efforts under the presidency of Ernesto Zedillo from December 1994 to March 1998 in the context of President Clinton's February 26, 1998 certification that Mexico was fully cooperative in drug control efforts. The report focuses on (1) trends in Mexico's share of illicit drug traffic to the U.S., (2) measures of Mexico's efforts to control drug trafficking, and (3) Mexico's cooperation with the U.S. in counter-narcotics efforts.

Numerous proposals have been made calling for creation of individual retirement accounts to replace or supplement future Social Security benefits. Some believe that having workers accumulate assets based on their own contributions would be a better way to secure future retirement incomes. Others see the creation of private accounts as a way to offset cuts in Social Security that may be needed to restore the system to a sound financial footing. Much of the debate is fueled by the perception that per dollar of contributions, individual accounts invested in the private sector would exceed the value of future Social Security benefits, particularly since those benefits will likely need to be curtailed as the post World War II baby boomers retire.

The 105th Congress is undertaking a thorough review of federal laws and policies affecting the nationwide system of federal and state agricultural research laboratories and agencies, the land grant Colleges of Agriculture and related schools of forestry and veterinary medicine, and the continuing education programs of the Cooperative Extension System. In preparation for hearings and subsequent debate on these subjects, this report provides an overview of all the components of the system, its major programs, and its funding.
