Federal Gun Control Laws: The Second Amendment and Other Constitutional Issues
This report examines the historical, legal, and constitutional arguments for and against an individual right to bear firearms under the Second Amendment of the Constitution. Those who favor federal gun control laws tend to assert that the Second Amendment has been correctly interpreted by the courts to confer only a collective right, which may be exercised through state militias. Those who oppose gun control laws tend to assert that the Second Amendment should be interpreted to grant an individual right to bear arms for lawful purposes, subject to appropriately minimal restrictions.

Mérida Initiative for Mexico and Central America: Funding and Policy Issues
In October 2007, the United States and Mexico announced the Mérida Initiative, a three-year proposal for $1.4 billion in U.S. assistance to Mexico and Central America aimed at combating drug trafficking, gangs, and organized crime. This report provides an overview and discussion of the funding provided for Mérida, and presents several issues that Congress may consider as it oversees implementation of the Initiative.

Kyrgyzstan and the Status of the U.S. Manas Airbase: Context and Implications
In February 2009, Kyrgyzstan announced that it was terminating an agreement permitting U.S. forces to upgrade and use portions of the Manas international airport near the capital of Bishkek to support coalition military operations in Afghanistan. U.S. forces faced leaving the airbase by late August 2009. Major U.S. concerns included working out alternative logistics routes and support functions for a surge in U.S. and NATO operations in Afghanistan and possibly cooler security ties with Kyrgyzstan that could set back U.S. counter-terrorism efforts and other U.S. interests in Central Asia. After reportedly intense negotiations, the United States and Kyrgyzstan reached agreement in June 2009 on modalities for maintaining U.S. and NATO transit operations at Manas.

The Fair Labor Standards Act: Changes Made by the 101st Congress and Their Implications
Initially, in the 101st Congress, a measure to increase federal minimum wage (and to make numerous other changes in the FLSA) was passed by both the House and the Senate but, in June 1989, it was vetoed by President Bush. An effort by the House to override the President's veto was unsuccessful. Later, new legislation was introduced and approved both by the House and the Senate. On November 17, 1989, President Bush signed the bill (P.L. 101-107).

This report reviews the 1994 assault weapons ban, which is effective for ten years on 19 types of semiautomatic assault weapons. The Act builds upon a 60-year history of federal regulation of firearms. Navy LPD-17 Flight II (LX[R]) Amphibious Ship Program: Background and Issues for Congress
This report provides background information and issues for Congress on the LPD-17 Flight II amphibious ship program, previously known as the LX(R) program. The Navy had planned to procure the first LPD-17 Flight II ship in FY2020. Congress, as part of its action on the Navy's proposed FY2018 budget, accelerated the procurement of the first LPD17 Flight II ship to FY2018. The Navy's FY2019 budget submission programs the procurement of the second LPD17 Flight II ship for FY2020. Decisions Congress makes on the LPD-17 FLIGHT II program will affect Navy capabilities and funding requirements, and the U.S. shipbuilding industrial base.
