Higher Education: More Information Could Help Education Determine the Extent to Which Eligible Servicemembers Serving on Active Duty Benefited from Relief Provided by Lenders and Schools

A letter report issued by the Government Accountability Office with an abstract that begins "million members of the armed forces have been deployed in service to the United States. Congress enacted the Higher Education Relief Opportunities for Students (HEROES) Act to recognize the needs of those servicemembers who are deployed in the midst of pursuing postsecondary education or repaying student loans. GAO was asked to determine (1) how the Department of Education has implemented HEROES, (2) the policies and practices federal student loan lenders have in place to assist borrowers serving on active duty, and (3) the policies and practices postsecondary schools have to assist students who are serving on active duty. To address these objectives, GAO interviewed representatives from the nine largest Federal Family Education Loan program lenders, surveyed a random sample of postsecondary schools, and visited four colleges and universities."

A Search For The Z -> b anti-b Process at The D-Zero Experiment

In 2001, the D0 experiment entered a new era. Run II of the Tevatron at the Fermi National Accelerator Laboratory began, and the collider became the highest energy particle accelerator in the world. Accordingly, the D0 detector had already undergone a series of upgrades in order to fully exploit the physics now within reach. These included improvements to the tracking, calorimetry, muon detection and triggering capabilities. In the Standard Model, the Higgs boson is the last piece of the puzzle that remains to be discovered. The Higgs mechanism and consequently the Higgs boson is thought to be the fundamental ingredient by which particles acquire mass, and its existence (or lack of existence) is one of the most pressing issues in particle physics today. As such, one of the main goals of the Run II physics programme at D0 is to search for it. Armed with new accelerator capabilities, D0 will be able to impose tighter constraints on the mass of the Higgs, and perhaps even detect this elusive particle. Jet Energy Scale Studies and the Search for the Standard Model Higgs Boson in the Channel ZH -> nu anti-nu b anti-b at D�

The D0 experiment is based at the Tevatron, which is currently the world's highest-energy accelerator. The detector comprises three major subsystems: the tracking system, the calorimeter and the muon detector. Jets, seen in the calorimeter, are the most common product of the proton-proton interactions at 2TeV. This thesis is divided into two parts. The first part focuses on jets and describes the derivation of a jet energy scale using p{bar p} {yields} (Z + jets) events as a cross-check of the official D0 jet energy scale (Versions 4.2 and 5.1) which is derived using p{bar p} {yields} {gamma} + jets events. Closure tests were also carried out on the jet energy calibration as a further verification. Jets from b-quarks are commonly produced at D0, readily identified and are a useful physics tool. These require a special correction in the case where the b-jet decays via a muon and a neutrino. Thus a semileptonic correction was also derived as an addition to the standard energy correction for jets. The search for the Higgs boson is one of the largest physics programs at D0. Ferritic stainless steels have been identified as potential candidates for interconnects in planar-type solid oxide fuel cells (SOFC) operating below 800ºC. Crofer 22 APU was selected for this study. It was studied under simulated SOFC-interconnect dual environment conditions with humidified air on one side of the sample and humidified hydrogen on the other side at 750ºC. The surfaces of the oxidized samples were studied by scanning electron microscopy (SEM) equipped with microanalytical capabilities. X-ray diffraction (XRD) analysis was also used in this study.

Material Removal and Specific Energy in the Dynamic Scratching of Gamma Titanium Aluminides

Mechanical responses of three gamma titanium aluminides (TiAls) (denoted as Alloy A, Alloy B and Alloy C) subjected to dynamic scratching were studied by using a single-grit pendulum (rotating) scratch tester. The maximum depth of groove was ~ 0.07 mm, and the scratch velocity used was ~ 1.0 m/s. Normal and tangential forces were monitored. The material removal mechanisms were examined using a scanning electron microscope (SEM) and the scratches were measured by using a laser profilometer. The mechanical properties of the tested TiAls were characterized by the instantaneous specific energy, scratch resistance and scratch hardness as related to the depth of groove. Extensive thermal softening was observed in the dynamic scratch of the tested TiAls, which facilitated both the detachments of developing chips and the pile-ups of materials on side ridges. Sizable fractures were observed in the transverse direction on the tested TiAls; these fractures tended to participate in the chip formation, depending on the microstructure of the TiAl and the size of the scratch groove. Specific energy and scratch hardness are depth-dependent to various degrees for the tested TiAls. Non-nuclear organics, while not yet regarded to be at risk, figure in a large percentage of Significant Findings Investigations. Further, early application of advanced lifetime, compatibility, and base-lining assessments for LEP replacement materials and emerging materials for the Reliable Replacement Warhead (RRW) provides data for rational material choices. This task is currently assessing the chemical and mechanical characteristics of a variety of weapon organics prioritized by the risk-consequence of material aging. The majority of effort to date has been dedicated to silicone elastomer components known to lose their load resistance with age, with additional effort dedicated to urethane adhesives. This fiscal year, we have focused on initial aging studies of UNI620-3, a candidate replacement material for DC745U, and Adiprene (LW520). Aging studies of S5455, originally scheduled for testing in FY05, were postponed until FY07. We have initiated aging studies on these materials by employing accelerated aging tests with exposure to Co-60 {gamma}-radiation and elevated temperatures and studying their mechanical properties using a variety of analytical tools including nuclear magnetic resonance (NMR), dynamic mechanical analysis (DMA), and differential scanning calorimetry (DSC). FutureGen: Stepping-Stone to Sustainable Fossil-Fuel Power Generation

This presentation will highlight the U.S. Department of Energy's FutureGen Initiative. The nearly $1 billion government-industry project is a stepping-stone toward future coal-fired power plants that will produce hydrogen and electricity with zero-emissions, including carbon dioxide. The 275-megawatt FutureGen plant will initiate operations around 2012 and employ advanced coal gasification technology integrated with combined cycle electricity generation, hydrogen production, and carbon capture and sequestration. The initiative is a response to a presidential directive to develop a hydrogen economy by drawing upon the best scientific research to address the issue of global climate change. The FutureGen plant will be based on cutting-edge power generation technology as well as advanced carbon capture and sequestration systems. The centerpiece of the project will be coal gasification technology that can eliminate common air pollutants such as sulfur dioxide and nitrogen oxides and convert them to useable by-products. Gasification will convert coal into a highly enriched hydrogen gas, which can be burned much more cleanly than directly burning the coal itself. Alternatively, the hydrogen can be used in a fuel cell to produce ultra-clean electricity, or fed to a refinery to help upgrade petroleum products. The authors searched for decays of the type B{sub (s)}{sup 0} {yields} h{sup +}h{prime}{sup -} (where h, h{prime} = K or {pi}) in a sample corresponding to 180 pb{sup -1} of p{bar p} collisions at {radical}s = 1.96 TeV, collected by the upgraded Collider Detector at the Fermilab Tevatron. A total signal of approximately 900 events was reconstructed, and the relative branching fractions ({Beta}) of each decay mode were determined with a likelihood fit.

The silicon microelectronics industry is the technological driver of modern society. The whole industry is built upon one major invention--the solid-state transistor. It has become clear that the conventional transistor technology is approaching its limitations. Recent years have seen the advent of magnetoelectronics and spintronics with combined magnetism and solid state electronics via spin-dependent transport process. In these novel devices, both charge and spin degree freedoms can be manipulated by external means. This leads to novel electronic functionalities that will greatly enhance the speed of information processing and memory storage density. The challenge lying ahead is to understand the new device physics, and control magnetic phenomena at nanometer length scales and in reduced dimensions. To meet this goal, we proposed the silicon nanocrystal system, because: (1) It is compatible with existing silicon fabrication technologies; (2) It has shown strong quantum confinement effects, which can modify the electric and optical properties through directly modifying the band structure; and (3) the spin-orbital coupling in silicon is very small, and for isotopic pure {sup 28}Si, the nuclear spin is zero. Initial Business Case Analysis of Two Integrated Heat Pump HVAC Systems for Near-Zero-Energy Homes

The long range strategic goal of the Department of Energy's Building Technologies (DOE/BT) Program is to create, by 2020, technologies and design approaches that enable the construction of net-zero energy homes at low incremental cost (DOE/BT 2005). A net zero energy home (NZEH) is a residential building with greatly reduced needs for energy through efficiency gains, with the balance of energy needs supplied by renewable technologies. While initially focused on new construction, these technologies and design approaches are intended to have application to buildings constructed before 2020 as well resulting in substantial reduction in energy use for all building types and ages. DOE/BT's Emerging Technologies (ET) team is working to support this strategic goal by identifying and developing advanced heating, ventilating, air-conditioning, and water heating (HVAC/WH) technology options applicable to NZEHs. Although the energy efficiency of heating, ventilating, and air-conditioning (HVAC) equipment has increased substantially in recent years, new approaches are needed to continue this trend. Dramatic efficiency improvements are necessary to enable progress toward the NZEH goals, and will require a radical rethinking of opportunities to improve system performance. Measurement of the tt, WW and Z -> tautau Production Cross Sections in p anti-p collisions at s**(1/2) = 1.96 TeV

In this thesis we present a new technique to analyze events containing two highly energetic leptons, as a probe of the Standard Model. The philosophy is to consider the data in a more global way, as opposed to the more traditional process dependent approach of extracting a given signal over the expected backgrounds by using various kinematical requirements. We use our global technique to simultaneously measure the cross sections of the main Standard Model processes; the t{bar t}, WW and Z {yields} {tau}{tau} production from p{bar p} collisions at {radical}s = 1.96 TeV in the CDF detector at Fermilab. We select events by requiring they contain two highly energetic leptons (e{mu}, ee, or {mu}{mu}), and make no other kinematic requirements, except for the ee and {mu}{mu} channels. We then use a likelihood fit of the data in the two-dimensional phase space defined by the missing transverse energy (E{sub T}) and the number of jets in the event (N{sub jet}), to the expected Standard Model distributions, to simultaneously extract the production cross-sections of the main process contributing to our dilepton sample.

In theories with multiple vacua, reheating to a temperature greater than the height of a barrier can stimulate transitions from a desirable metastable vacuum to a lower energy state. Studies of Local Degradation Phenomena in Composite Cathodes forLithium-Ion Batteries

{sup 13}C-carbon black substituted composite LiNi{sub 0.8}Co{sub 0.15}Al{sub 0.05}O{sub 2} cathodes were tested in model electrochemical cells to monitor qualitatively and quantitatively carbon additive(s) distribution changes within tested cells and establish possible links with other detrimental phenomena. Raman qualitative and semi-quantitative analysis of {sup 13}C in the cell components was carried out to trace the possible carbon rearrangement/movement in the cell. Small amounts of cathode carbon additives were found trapped in the separator, at the surface of Li-foil anode, in the electrolyte. The structure of the carried away carbon particles was highly amorphous unlike the original {sup 12}C graphite and {sup 13}C carbon black additives. The role of the carbon additive, the mechanism of carbon retreat in composite cathodes and its correlation with the increase of the cathode interfacial charge-transfer impedance, which accounts for the observed cell power and capacity loss is investigated and discussed.

Development of a novel technique to assess the vulnerability of micro-mechanical system components to environmentally assisted cracking.

Microelectromechanical systems (MEMS) will play an important functional role in future DOE weapon and Homeland Security applications. If these emerging technologies are to be applied successfully, it is imperative that the long-term degradation of the materials of construction be understood. Unlike electrical devices, MEMS devices have a mechanical aspect to their function. Some components (e.g., springs) will be subjected to stresses beyond whatever residual stresses exist from fabrication. These stresses, combined with possible abnormal exposure environments (e.g., humidity, contamination), introduce a vulnerability to environmentally assisted cracking (EAC). EAC is manifested as the nucleation and propagation of a stable crack at mechanical loads/stresses far below what would be expected based solely upon the materials mechanical properties. If not addressed, EAC can lead to sudden, catastrophic failure. Considering the materials of construction and the very small feature size, EAC represents a high-risk environmentally induced degradation mode for MEMS devices. Currently, the lack of applicable characterization techniques is preventing the needed vulnerability assessment. The objective of this work is to address this deficiency by developing techniques to detect and quantify EAC in MEMS materials and structures. A study was sponsored by FEMP in 2001 - 2002 to develop methods to compare life-cycle costs of federal energy conservation projects carried out through energy savings performance contracts (ESPCs) and projects that are directly funded by appropriations. The study described in this report follows up on the original work, taking advantage of new pricing data on equipment and on $500 million worth of Super ESPC projects awarded since the end of FY 2001. The methods developed to compare life-cycle costs of ESPCs and directly funded energy projects are based on the following tasks: (1) Verify the parity of equipment prices in ESPC vs. directly funded projects; (2) Develop a representative energy conservation project; (3) Determine representative cycle times for both ESPCs and appropriations-funded projects; (4) Model the representative energy project implemented through an ESPC and through appropriations funding; and (5) Calculate the life-cycle costs for each project.

A key issue associated with the wider adoption of hybrid-electric vehicles (HEV) and plug in hybrid-electric vehicles (PHEV) is the implementation of the power electronic systems that are required in these products. One of the primary industry goals is the reduction in the price of these vehicles relative to the cost of traditional gasoline powered vehicles. Today these systems, such as the Prius, utilize one coolant loop for the engine at approximately 100 C coolant temperatures, and a second coolant loop for the inverter at 65 C. One way in which significant cost reduction of these systems could be achieved is through the use of a single coolant loop for both the power electronics as well as the internal combustion engine (ICE). This change in coolant temperature significantly increases the junction temperatures of the devices and creates a number of challenges for both device fabrication and the assembly of these devices into inverters and converters for HEV and PHEV applications. Traditional power modules and the state-of-the-art inverters in the current HEV products, are based on chip and wire assembly and direct bond copper (DBC) on ceramic substrates. The key need that this project has addressed is a short-wave infrared light detector for ranging (LIDAR) imaging at temperatures greater than 100K, as desired by nonproliferation and work for other customers. Several novel device structures to improve avalanche photodiodes (APDs) were fabricated to achieve the desired APD performance. A primary challenge to achieving high sensitivity APDs at 1550 nm is that the small band-gap materials (e.g., InGaAs or Ge) necessary to detect low-energy photons exhibit higher dark counts and higher multiplication noise compared to materials like silicon. To overcome these historical problems APDs were designed and fabricated using separate absorption and multiplication (SAM) regions. The absorption regions used (InGaAs or Ge) to leverage these materials 1550 nm sensitivity. Geiger mode detection was chosen to circumvent gain noise issues in the III-V and Ge multiplication regions, while a novel Ge/Si device was built to examine the utility of transferring photoelectrons in a silicon multiplication region. Silicon is known to have very good analog and GM multiplication properties. The proposed devices represented a high-risk for high-reward approach. Therefore one primary goal of this work was to experimentally resolve uncertainty about the novel APD structures. This work specifically examined three different designs. …

Results from ORNL Characterization of Nominal 350 ?m LEUCO Kernels (LEU03) from the BWXT G73V-20-69303 Composite

Measurements were made using optical microscopy to determine the size and shape of the LEU03 kernels. Hg porosimetry was performed to measure density. The results are summarized in Table 1-1. Values in the table are for the composite and are calculated at 95% confidence from the measured values of a random riffled sample. The LEu03 kernel composite met all the specifications in Table 1-1. The BWXT results for measuring the same kernel properties are given in Table 1-2. BWXT characterization methods were significantly different from ORNL methods, which resulted in slight differences in the reported results. BWXT performed manual microscopy measurements for mean diameter (100 particles measured along 2 axes) and aspect ratio (100 particles measured); ORNL used automated image acquisition and analysis (3847 particles measured along 180 axes). Diameter measurements were in good agreement. The narrower confidence interval in the ORNL results for average mean diameter is due to the greater number of particles measured. The critical limits for mean diameter reported at ORNL and BWXT are similar, because ORNL measured a larger standard deviation (10.46 {micro}m vs. 8.70 {micro}m). Aspect ratio satisfied the specification with greater margin in the ORNL results mostly because of the larger sample size …

The purpose of this Study is to provide an economic review of current and proposed changes to the Select Area Fishery Evaluation Project (SAFE or Project). The Study results are the information requested in comments made on the Project by a joint review dated March 2005 by the Northwest Power and Conservation Council (NPCC) Independent Scientific Review Panel (ISRP) and Independent Economic Analysis Board (IEAB). North et al. (2006) addressed technical questions about operations and plans, and this report contains the response information for comments concerning Project economics. This report can be considered an economic feasibility review meeting guidelines for cost-effective analysis developed by the IEAB (2003). It also contains other economic measurement descriptions to illustrate the economic effects of SAFE. The SAFE is an expansion of a hatchery project (locally called the Clatsop Economic Development Council Fisheries Project or CEDC) started in 1977 that released an early run coho (COH) stock into the Youngs River. The Youngs River entrance to the Columbia River at River Mile 12 is called Youngs Bay, which is located near Astoria, Oregon.
