Individual Particle Analysis of Ambient PM 2.5 Using Advanced Electron Microscopy Techniques

The overall goal of this project was to demonstrate a combination of advanced electron microscopy techniques that can be effectively used to identify and characterize individual particles and their sources. Specific techniques to be used include high-angle annular dark field scanning transmission electron microscopy (HAADF-STEM), STEM energy dispersive X-ray spectrometry (EDX), and energy-filtered TEM (EFTEM). A series of ambient PM{sub 2.5} samples were collected in communities in southwestern Detroit, MI (close to multiple combustion sources) and Steubenville, OH (close to several coal fired utility boilers). High-resolution TEM (HRTEM) -imaging showed a series of nano-metal particles including transition metals and elemental composition of individual particles in detail. Submicron and nano-particles with Al, Fe, Ti, Ca, U, V, Cr, Si, Ba, Mn, Ni, K and S were observed and characterized from the samples. Among the identified nano-particles, combinations of Al, Fe, Si, Ca and Ti nano-particles embedded in carbonaceous particles were observed most frequently. These particles showed very similar characteristics of ultrafine coal fly ash particles that were previously reported. Sensitivity Analysis of the DARHT-II 2.5MV/2kA Diode

This report summarizes the study of the tolerance limits on the assembly of the cathode and the Pierce electrode for the DARHT-II diode (2.5 MV, 2 kA case), performed through a series of computer simulations using the PIC code WARP [1]. We have considered sources of beam quality degradation like the errors in axial and transverse positioning, and the size of the radial gap between the cathode and the Pierce electrode (shroud). The figure of merit was chosen to be the RMS beam (edge) emittance at a distance of 1 meter from the cathode, as defined by {var_epsilon}{sub x} = 4 {beta}{gamma} {radical}(<x{sup 2}><x{prime}{sup 2}>-<xx{prime}>{sup 2}) {center_dot}. The analysis shows that to position the cathode at the correct axial and transverse location is more important than the size of the radial gap.

Amended Silicated for Mercury Control

Amended Silicates{trademark}, a powdered, noncarbon mercury-control sorbent, was tested at Duke Energy's Miami Fort Station, Unit 6 during the first quarter of 2006. Unit 6 is a 175-MW boiler with a cold-side electrostatic precipitator (ESP). The plant burns run-of-the-river eastern bituminous coal with typical ash contents ranging from 8-15% and sulfur contents from 1.6-2.6% on an as-received basis. The performance of the Amended Silicates sorbent was compared with that for powdered activated carbon (PAC). The trial began with a period of baseline monitoring during which no sorbent was injected. Sampling during this and subsequent periods indicated mercury capture by the native fly ash was less than 10%. After the baseline period, Amended Silicates sorbent was injected at several different ratios, followed by a 30-day trial at a fixed injection ratio of 5-6 lb/MMACF. After this period, PAC was injected to provide a comparison. Approximately 40% mercury control was achieved for both the Amended Silicates sorbent and PAC at injection ratios of 5-6 lbs/MMACF. Higher injection ratios did not achieve significantly increased removal. Similar removal efficiencies have been reported for PAC injection trials at other plants with cold-side ESPs, most notably for plants using medium to high sulfur coal. Sorbent injection …

Sorbent Injection for Small ESP Mercury Control in Low Sulfur Eastern Bituminous Coal Flue Gas

This project Final Report is submitted to the U.S. Department of Energy (DOE) as part of Cooperative Agreement DE-FC26-03NT41987, 'Sorbent Injection for Small ESP Mercury Control in Low Sulfur Eastern Bituminous Coal Flue Gas.' Sorbent injection technology is targeted as the primary mercury control process on plants burning low/medium sulfur bituminous coals equipped with ESP and ESP/FGD systems. About 70% of the ESPs used in the utility industry have SCAs less than 300 ft2/1000 acfm. Prior to this test program, previous sorbent injection tests had focused on large-SCA ESPs. This DOE-NETL program was designed to generate data to evaluate the performance and economic feasibility of sorbent injection for mercury control at power plants that fire bituminous coal and are configured with small-sized electrostatic precipitators and/or an ESP-flue gas desulfurization (FGD) configuration. EPRI and Southern Company were co-funders for the test program. Southern Company and Reliant Energy provided host sites for testing and technical input to the project. URS Group was the prime contractor to NETL. ADA-ES and Apogee Scientific Inc. were sub-contractors to URS and was responsible for all aspects of the sorbent injection systems design, installation and operation at the different host sites. Separation of Fischer-Tropsch Wax Products from Ultrafine Iron Catalyst Particles

A fundamental filtration study was started to investigate the separation of Fischer-Tropsch Synthesis (FTS) liquids from iron-based catalyst particles. Slurry-phase FTS in slurry bubble column reactor systems is the preferred mode of operation since the reaction is highly exothermic. Consequently, heavy wax products in one approach may be separated from catalyst particles before being removed from the reactor system. Achieving an efficient wax product separation from iron-based catalysts is one of the most challenging technical problems associated with slurry-phase iron-based FTS and is a key factor for optimizing operating costs. The separation problem is further compounded by attrition of iron catalyst particles and the formation of ultra-fine particles.

Heavy Truck Clean Diesel Cooperative Research Program

This report is the final report for the Department of Energy on the Heavy Truck Engine Program (Contract No. DE-FC05-00OR22806) also known as Heavy Truck Clean Diesel (HTCD) Program. Originally, this was scoped to be a $38M project over 5 years, to be 50/50 co-funded by DOE and Caterpillar. The program started in June 2000. During the program the timeline was extended to a sixth year. The program completed in December 2006. The program goal was to develop and demonstrate the technologies required to enable compliance with the 2007 and 2010 (0.2g/bhph NOx, 0.01g/bhph PM) on-highway emission standards for Heavy Duty Trucks in the US with improvements in fuel efficiency compared to today's engines. Thermal efficiency improvement from a baseline of 43% to 50% was targeted.

Commercial Demonstration of the Manufactured Aggregate Processing Technology Utilizing Spray Dryer Ash

Universal Aggregates LLC (UA) was awarded a cost sharing Co-operative Agreement from the Department of Energy (DOE) through the Power Plant Improvement Initiative Program (PPII) to design, construct and operate a lightweight aggregate manufacturing plant at the Birchwood Power Facility in King George, Virginia in October 2001. The Agreement was signed in November 2002. The installation and start-up expenses for the Birchwood Aggregate Facility are $19.5 million. The DOE share is $7.2 million (37%) and the UA share is $12.3 million (63%). The original project team consists of UA, SynAggs, LLC, CONSOL Energy Inc. and P. J. Dick, Inc. Using 115,000 ton per year of spray dryer ash (SDA), a dry FGD by-product from the power station, UA will produce 167,000 tons of manufactured lightweight aggregate for use in production of concrete masonry units (CMU). Manufacturing aggregate from FGD by-products can provide an economical high-volume use and substantially expand market for FGD by-products. Most of the FGD by-products are currently disposed of in landfills. Construction of the Birchwood Aggregate Facility was completed in March 2004. Operation startup was begun in April 2004. Development of an Ultra-fine Coal Dewatering Technology and an Integrated Flotation-Dewatering System for Coal Preparation Plants

The project proposal was approved for only the phase I period. The goal for this Phase I project was to develop an industrial model that can perform continuous and efficient dewatering of fine coal slurries of the previous flotation process to fine coal cake of {approx}15% water content from 50-70%. The feasibility of this model should be demonstrated experimentally using a lab scale setup. The Phase I project was originally for one year, from May 2005 to May 2006. With DOE approval, the project was extended to Dec. 2006 without additional cost from DOE to accomplish the work. Water has been used in mining for a number of purposes such as a carrier, washing liquid, dust-catching media, fire-retardation media, temperature-control media, and solvent. When coal is cleaned in wet-processing circuits, waste streams containing water, fine coal, and noncombustible particles (ash-forming minerals) are produced. In many coal preparation plants, the fine waste stream is fed into a series of selection processes where fine coal particles are recovered from the mixture to form diluted coal fine slurries. A dewatering process is then needed to reduce the water content to about 15%-20% so that the product is marketable. However, in the dewatering process …

The long range strategic goal of the Department of Energy's Building Technologies (DOE/BT) Program is to create, by 2020, technologies and design approaches that enable the construction of net-zero energy homes at low incremental cost (DOE/BT 2005). A net zero energy home (NZEH) is a residential building with greatly reduced needs for energy through efficiency gains, with the balance of energy needs supplied by renewable technologies. While initially focused on new construction, these technologies and design approaches are intended to have application to buildings constructed before 2020 as well resulting in substantial reduction in energy use for all building types and ages. DOE/BT's Emerging Technologies (ET) team is working to support this strategic goal by identifying and developing advanced heating, ventilating, air-conditioning, and water heating (HVAC/WH) technology options applicable to NZEHs. Although the energy efficiency of heating, ventilating, and air-conditioning (HVAC) equipment has increased substantially in recent years, new approaches are needed to continue this trend. Dramatic efficiency improvements are necessary to enable progress toward the NZEH goals, and will require a radical rethinking of opportunities to improve system performance. Management and disposal of produced water is one of the most important problems associated with oil and gas (O&G) production. O&G production operations generate large volumes of brine water along with the petroleum resource. Currently, produced water is treated as a waste and is not available for any beneficial purposes for the communities where oil and gas is produced. Produced water contains different contaminants that must be removed before it can be used for any beneficial surface applications. Arid areas like west Texas produce large amount of oil, but, at the same time, have a shortage of potable water. A multidisciplinary team headed by researchers from Texas A&M University has spent more than six years is developing advanced membrane filtration processes for treating oil field produced brines The government-industry cooperative joint venture has been managed by the Global Petroleum Research Institute (GPRI). The goal of the project has been to demonstrate that treatment of oil field waste water for re-use will reduce water handling costs by 50% or greater. Enhanced Activity of Nanocrystalline Zeolites for Selective Catalytic Reduction of NOx

Nanocrystalline zeolites with discrete crystal sizes of less than 100 nm have different properties relative to zeolites with larger crystal sizes. Nanocrystalline zeolites have improved mass transfer properties and very large internal and external surface areas that can be exploited for many different applications. The additional external surface active sites and the improved mass transfer properties of nanocrystalline zeolites offer significant advantages for selective catalytic reduction (SCR) catalysis with ammonia as a reductant in coal-fired power plants relative to current zeolite based SCR catalysts. Nanocrystalline NaY was synthesized with a crystal size of 15-20 nm and was thoroughly characterized using x-ray diffraction, electron paramagnetic resonance spectroscopy, nitrogen adsorption isotherms and Fourier Transform Infrared (FT-IR) spectroscopy. Copper ions were exchanged into nanocrystalline NaY to increase the catalytic activity. The reactions of nitrogen dioxides (NO{sub x}) and ammonia (NH{sub 3}) on nanocrystalline NaY and CuY were investigated using FT-IR spectroscopy. Significant conversion of NO{sub 2} was observed at room temperature in the presence of NH{sub 3} as monitored by FT-IR spectroscopy. Copper-exchanged nanocrystalline NaY was more active for NO{sub 2} reduction with NH{sub 3} relative to nanocrystalline NaY.

Electrically Conductive, Corrosion-Resistant Coatings Through Defect Chemistry for Metallic Interconnects

The principal objective of this work was to develop oxidation protective coatings for metallic interconnect based on a defect chemistry approach. It was reasoned that the effectiveness of a coating is dictated by oxygen permeation kinetics; the slower the permeation kinetics, the better the protection. All protective coating materials investigated to date are either perovskites or spinels containing metals exhibiting multiple valence states (Co, Fe, Mn, Cr, etc.). As a result, all of these oxides exhibit a reasonable level of electronic conductivity; typically at least about {approx}0.05 S/cm at 800 C. For a 5 micron coating, this equates to a maximum {approx}0.025 {Omega}cm{sup 2} area specific resistance due to the coating. This suggests that the coating should be based on oxygen ion conductivity (the lower the better) and not on electronic conductivity. Measurements of ionic conductivity of prospective coating materials were conducted using Hebb-Wagner method. It was demonstrated that special precautions need to be taken to measure oxygen ion conductivity in these materials with very low oxygen vacancy concentration. A model for oxidation under a protective coating is presented. Defect chemistry based approach was developed such that by suitably doping, oxygen vacancy concentration was suppressed, thus suppressing oxygen ion transport …

Systematics and limit calculations

This note discusses the estimation of systematic uncertainties and their incorporation into upper limit calculations. Two different approaches to reducing systematics and their degrading impact on upper limits are introduced. An improved {chi}{sup 2} function is defined which is useful in comparing Poisson distributed data with models marginalized by systematic uncertainties. Also, a technique using profile likelihoods is introduced which provides a means of constraining the degrading impact of systematic uncertainties on limit calculations.

Design and Feasibility Assessment of a Retrospective Epidemiological Study of Coal-Fired Power Plant Emissions in the Pittsburgh Pennsylvania Region

Eighty-nine (89) percent of the electricity supplied in the 35-county Pittsburgh region (comprising parts of the states of Pennsylvania, Ohio, West Virginia, and Maryland) is generated by coal-fired power plants making this an ideal region in which to study the effects of the fine airborne particulates designated as PM{sub 2.5} emitted by the combustion of coal. This report demonstrates that during the period from 1999-2006 (1) sufficient and extensive exposure data, in particular samples of speciated PM{sub 2.5} components from 1999 to 2003, and including gaseous co-pollutants and weather have been collected, (2) sufficient and extensive mortality, morbidity, and related health outcomes data are readily available, and (3) the relationship between health effects and fine particulates can most likely be satisfactorily characterized using a combination of sophisticated statistical methodologies including latent variable modeling (LVM) and generalized linear autoregressive moving average (GLARMA) time series analysis. This report provides detailed information on the available exposure data and the available health outcomes data for the construction of a comprehensive database suitable for analysis, illustrates the application of various statistical methods to characterize the relationship between health effects and exposure, and provides a road map for conducting the proposed study. 2003 Climate Change Fuel Cell Buy-Down Program

The Student Apartments Fuel Cell Island Project consists of three (3) 200 kW phosphoric acid fuel cells located in conjunction with three (3) student apartment buildings, each housing 200 students. The Final Report contains limited data because the fuel cells were started up November 2005 and shutdown March 2006. The price of natural gas, which is the primary fuel for the fuel cells, escalated by 200% following hurricane Katrina in August 2005. This escalation in natural gas price made operation of the fuel cells economically unviable, i.e., the cost to produce electricity with the fuel cells far exceeded the cost to purchase electricity from the utility. The College intends to restart the fuel cells once the cost of natural gas stabilizes. The natural gas futures market is currently overpriced even though fundamentally the physical inventory is a five year high. We believe the natural gas market will eventually correct to the fundamentals and drive the cost down. Once this occurs we will restart the fuel cells.

Communal spaces: aggregation and integration in the Mogollon Region of the United States Southwest

Aggregation and integration are processes that occur in human societies throughout the globe. An informative example of population aggregation and social integration can be observed in the North American desert borderlands from A.D. 250 to 1450 in the area known as the Mogollon region. In fact, Mogollon communities oscillated from smaller social groups into larger ones and dispersed into smaller groups only to form larger ones again. For this reason, examining the groups of people living in the Mogollon region provides a magnified view of social change over a substantial period. Understanding patterns of aggregation and integration provides researchers with the promise for research into the nature of these phenomena. In general, the Mogollon region is characterized by limited water supplies and low average annual precipitation. However, pockets of the Mogollon area, including the Mimbres valley and the Gila River valley, represent oases, where permanent rivers and their associated tributaries allowed for the pursuit of agricultural endeavors and access to a wide variety of wild plant and animal resources. The areas with these kinds of potential became population centers for previously dispersed groups of people living in the region. This report summarizes the technical and educational achievements of the Graduate Automotive Technology Education (GATE) Center at West Virginia University (WVU), which was created to emphasize Advanced Hybrid Vehicle Technology. The Center has supported the graduate studies of 17 students in the Department of Mechanical and Aerospace Engineering and the Lane Department of Computer Science and Electrical Engineering. These students have addressed topics such as hybrid modeling, construction of a hybrid sport utility vehicle (in conjunction with the FutureTruck program), a MEMS-based sensor, on-board data acquisition for hybrid design optimization, linear engine design and engine emissions. Courses have been developed in Hybrid Vehicle Design, Mobile Source Powerplants, Advanced Vehicle Propulsion, Power Electronics for Automotive Applications and Sensors for Automotive Applications, and have been responsible for 396 hours of graduate student coursework. The GATE program also enhanced the WVU participation in the U.S. Department of Energy Student Design Competitions, in particular FutureTruck and Challenge X. The GATE support for hybrid vehicle technology enhanced understanding of hybrid vehicle design and testing at WVU and encouraged the development of a research agenda in heavy-duty hybrid vehicles. Addressing an Uncertain Future Using Scenario Analysis

The Office of Energy Efficiency and Renewable Energy (EERE) has had a longstanding goal of introducing uncertainty into the analysis it routinely conducts in compliance with the Government Performance and Results Act (GPRA) and for strategic management purposes. The need to introduce some treatment of uncertainty arises both because it would be good general management practice, and because intuitively many of the technologies under development by EERE have a considerable advantage in an uncertain world. For example, an expected kWh output from a wind generator in a future year, which is not exposed to volatile and unpredictable fuel prices, should be truly worth more than an equivalent kWh from an alternative fossil fuel fired technology. High Altitude Aerial Natural Gas Leak Detection System

The objective of this program was to develop and demonstrate a cost-effective and power-efficient advanced standoff sensing technology able to detect and quantify, from a high-altitude (> 10,000 ft) aircraft, natural gas leaking from a high-pressure pipeline. The advanced technology is based on an enhanced version of the Remote Methane Leak Detector (RMLD) platform developed previously by Physical Sciences Inc. (PSI). The RMLD combines a telecommunications-style diode laser, fiber-optic components, and low-cost DSP electronics with the well-understood principles of Wavelength Modulation Spectroscopy (WMS), to indicate the presence of natural gas located between the operator and a topographic target. The transceiver transmits a laser beam onto a topographic target and receives some of the laser light reflected by the target. The controller processes the received light signal to deduce the amount of methane in the laser's path. For use in the airborne platform, we modified three aspects of the RMLD, by: (1) inserting an Erbium-doped optical fiber laser amplifier to increase the transmitted laser power from 10 mW to 5W; (2) increasing the optical receiver diameter from 10 cm to 25 cm; and (3) altering the laser wavelength from 1653 nm to 1618 nm. Y-12 Groundwater Protection Program Monitoring Well Inspection and Maintenance Plan

This document is the third revision of the 'Monitoring Well Inspection and Maintenance Plan' for groundwater wells associated with the US Department of Energy (DOE) Y-12 National Security Complex (Y-12) in Oak Ridge, Tennessee. This plan describes the systematic approach for: (1) inspecting the physical condition of monitoring wells at Y-12; (2) identifying maintenance needs that extend the life of the well and assure well-head protection is in place, and (3) identifying wells that no longer meet acceptable monitoring-well design or well construction standards and require plugging and abandonment. The inspection and maintenance of groundwater monitoring wells is one of the primary management strategies of the Y-12 Groundwater Protection Program (GWPP) Management Plan, 'proactive stewardship of the extensive monitoring well network at Y-12' (BWXT 2004a). Effective stewardship, and a program of routine inspections of the physical condition of each monitoring well, ensures that representative water-quality monitoring and hydrologic data are able to be obtained from the well network.
