Targeted Technology Transfer to US Independents Annual Report: 2005

Petroleum Technology Transfer Council (PTTC) was established by domestic crude oil and natural gas producers in 1994 as a national not-for-profit organization to address the increasingly urgent need to improve the technology-transfer process in the U.S. upstream petroleum industry. PTTC's technology-transfer programs enhance U.S. national security. PTTC administers the only nation-wide, comprehensive program dedicated to maximizing America's supplies of domestic oil and gas. PTTC conducts grassroots programs through 10 Regional Lead Organizations (RLOs) and two satellite offices, leveraging their preexisting connections with industry. This organizational structure helps bring researchers and academia to the table. Nationally and regionally, volunteers within a National Board and Regional Producer Advisory Groups guide efforts. The National Board meets three times per year, an important function being approving the annual plans and budgets developed by the regions and Headquarters (HQ). Between Board meetings, an active Management and Budget Committee guide HQ activity. PTTC itself undergoes a thorough financial audit each year. The PTTC's HQ staff plans and manages all aspects of the PTTC program, conducts nation-wide technology-transfer activities, and implements a comprehensive communications program. TECHNOLOGY TRANSFER TO U.S. INDEPENDENT OIL AND NATURAL GAS PRODUCERS

The Petroleum Technology Transfer Council (PTTC) continued pursuing its mission of helping U.S. independent oil and gas producers make timely, informed technology decisions during Fiscal Year 2000 (FY00). Functioning as a cohesive national organization, PTTC has active grassroots programs through its ten Regional Lead Organizations (RLOs) who bring research and academia to the table via their association with geological surveys and engineering departments. The regional directors connect with independent oil and gas producers through technology workshops, resource centers, websites, newsletters, various technical publications and other outreach efforts. These are guided by regional Producer Advisory Groups (PAGs), who are area operators and service companies working with the Regional Lead Organizations. The role of the national headquarters (HQ) staff includes planning and managing the PTTC program, conducting nation-wide technology transfer activities, and implementing a comprehensive communications effort. The organization effectively combines federal, state, and industry funding to achieve important goals for all of these sectors. This integrated funding base, combined with industry volunteers guiding PTTC's activities and the dedication of national and regional staff, are achieving notable results. The High Temperature Materials Laboratory (HTML) User Program continued to work with industrial, academic, and governmental users this year, accepting 86 new projects and developing 50 new user agreements. The table on the following page presents the breakdown of these statistics. The figure on page 2 depicts the continued growth in user agreements and user projects. You may note that our total number of proposals is nearing 1000, and we expect to achieve this number in our first proposal review meeting of FY 2001. The large number of new agreements bodes well for the future. A list of proposals to the HTML follows this section; at the end of the report, we present a list of agreements between HTML and universities and industries, broken down by state. Program highlights this year included several outstanding user projects (some of which are discussed in later sections), the annual meeting of the HTML Programs Senior Advisory Committee, the completion of a formal Multiyear Program Plan (MYPP), and finalization of a purchase agreement with JEOL for a new-generation electron microscope.

BASIN-CENTERED GAS SYSTEMS OF THE U.S.

The USGS is re-evaluating the resource potential of basin-centered gas accumulations in the U.S. because of changing perceptions of the geology of these accumulations, and the availability of new data since the USGS 1995 National Assessment of United States oil and gas resources (Gautier et al., 1996). To attain these objectives, this project used knowledge of basin-centered gas systems and procedures such as stratigraphic analysis, organic geochemistry, modeling of basin thermal dynamics, reservoir characterization, and pressure analysis. This project proceeded in two phases which had the following objectives: Phase I (4/1998 through 5/1999): Identify and describe the geologic and geographic distribution of potential basin-centered gas systems, and Phase II (6/1999 through 11/2000): For selected systems, estimate the location of those basin-centered gas resources that are likely to be produced over the next 30 years. In Phase I, we characterize thirty-three (33) potential basin-centered gas systems (or accumulations) based on information published in the literature or acquired from internal computerized well and reservoir data files. These newly defined potential accumulations vary from low to high risk and may or may not survive the rigorous geologic scrutiny leading towards full assessment by the USGS. Evaluation of Five Sedimentary Rocks Other Than Salt for Geologic Repository Siting Purposes

The US Department of Energy (DOE), in order to increase the diversity of rock types under consideration by the geologic disposal program, initiated the Sedimary ROck Program (SERP), whose immediate objectiv eis to evaluate five types of secimdnary rock - sandstone, chalk, carbonate rocks (limestone and dolostone), anhydrock, and shale - to determine the potential for siting a geologic repository. The evaluation of these five rock types, together with the ongoing salt studies, effectively results in the consideration of all types of relatively impermeable sedimentary rock for repository purposes. The results of this evaluation are expressed in terms of a ranking of the five rock types with respect to their potential to serve as a geologic repository host rock. This comparative evaluation was conducted on a non-site-specific basis, by use of generic information together with rock evaluation criteria (RECs) derived from the DOE siting guidelines for geologic repositories (CFR 1984). An information base relevant to rock evaluation using these RECs was developed in hydrology, geochemistry, rock characteristics (rock occurrences, thermal response, rock mechanics), natural resources, and rock dissolution. Evaluation against postclosure and preclosure RECs yielded a ranking of the five subject rocks with respect to their potential as repository host …
