A human factors engineering preliminary design review of the Shoreham control room was performed at the site on March 30 through April 3, 1981. This design review was carried out by a team from the Human Factors Engineering Branch, Division of Human Factors Safety. This report was prepared on the basis of the HFEB's review of the applicant's Preliminary Design Assessment and the human factors engineering design review/audit performed at the site. The presented sections are numbered to conform to the guidelines of the draft version of NUREG-0700. They summarize the teams's observations of the control room design and layout, and of the control room operators' interface with the control room environment.

The role of analytical solutions of idealized moisture flow problems is discussed. Some different formulations of the moisture flow problem are reviewed. A number of different analytical solutions are summarized, including the case of idealized coupled moisture and heat flow. The evaluation of special functions which commonly arise in analytical solutions is discussed, including some pitfalls in the evaluation of expressions involving combinations of special functions. Finally, perturbation theory methods are summarized which can be used to obtain good approximate analytical solutions to problems which are too complicated to solve exactly, but which are close to an analytically solvable problem.

Following closure of a geologic repository for spent fuel, geologic process may change geometries and spacings, and water may enter the repository. In this study the conditions required for the criticality of spent fuel constituents are determined. Many factors affect criticality, and the effects of various possible post-closure changes are investigated. Factors having the greatest effect on criticality are identified to provide guidance for research programs and for design and evaluation studies. Section II describes the calculational methods and computer codes used to determine critical conditions. Section III of this document addresses effects of the fissile content of spent fuel on criticality. Calculations have been performed to determine the minimum critical mass of spent fuel actinides as a function of the duration of in-reactor fuel exposure for a variety of possible conditions. Section IV addresses the conditions required for criticality under a scenario believed to be highly unlikely but having a unique possibility. Pu quantities and concentrations required for criticality without water were determined for various conditions of Pu separation, rock moderation and reflection, rock impurities and isotopic content of the Pu. Comparison of three preasphaltene samples separated from three lignite derived samples obtained from GFETC prepared at 404, 460 and 480/sup 0/C shows that increased temperature tends to produce higher molecular weight preasphaltene fractions containing more aromatic carbons with fewer acid (phenolic) sites per molecule. Ether cleavage studies of the model compounds; diphenyl ether, bibenzothiophene, dibenzofuran and anisole, show that partial or complete ether cleavage was obtained with sodium in hexamethyl phosphoramide solvent. Thus a careful consideration of acidity before and after cleavage can now give a measure of the diaryl ether content of a mixture. This reaction may be useful in coal liquid analysis. Denitrification of N,N-Dimethylamine without aromatic ring reduction occurs with CO-H/sub 2/O and H/sub 2/ at 425/sup 0/C in about 13% conversion. The optimum of 21 conditions gave a 19% conversion which occurs at 150 psi H/sub 2/S and 750 psi H/sub 2/. Thus, H/sub 2/S enhances nitrogen removal from this model compound. Using ESR dispersion techniques we have shown the presence of a second CO radical species on MgO, probably CO-.. observed by ESR, treatment of carbon monoxide radical species on both CO and MgO with CO/sub 2/ or H/sub 2/O causes a destruction of one …

During the first period of this contract our work has focused on the synthesis of appropriate aryl ethers to use in testing ether cleavage reactions. These compounds were prepared by standard literature conditions. Generally, an appropriate aryl halide was treated with sodium phenoxide at 150 to 250/sup 0/C using a copper powder catalyst. After separating from the copper and extracting the unreacted sodium phenoxide with water, the residual crude phenyl ether was purified by crystallization, distillation or column chromatography. Several grams of each ether has been obtained. The study of the reductive cleavage of ethers by electrochemical means has been initiated. Cyclic voltammetry was used to determine the reduction potentials and radical anion stabilities for a series of aryl ethers in N,N'-dimethylformamide (DMF). Table 1 summarizes the ethers, which have been currently investigated by cyclic voltammetry. All of these ethers are reduced to a radical anion in a one-electron step at a platinum electrode in DMF using tetrabutylammonium perchlorate (TBAP) as the supporting electrolyte. The stability of the resultant anion radical of the ether is apparently determined by the ability of the anion to delocalize charge away from the carbon-oxygen bond of the ether. The recent Department of Defense proposal to develop a capability to modernize and expand the current U.S. chemical warfare munition stocks with binary nerve agent munitions has focused attention on the subject of chemical warfare. This paper provides a brief introductory discussion of modern chemical warfare, describing the types of agents, delivery methods, and defense against chemical agents. It does not discuss policy, strategy, tactics, or disarmament aspects of chemical warfare. These issues w i l l be covered i n CRS Issue Brief IB 8l08l .

This paper explores selected questions involving the busing of elementary and secondary school students for desegregation. On each of the selected questions a general analysis of the issue involved is presented, followed by two subsections entitled A Critic's Position and An Advocate's Position. In these subsections, an attempt is made to show how a critic of busing for desegregation and an advocate of such busing might fashion arguments on this issue in opposition to, or in support of, busing.

At the present time, final repository criteria have not been issued by the responsible agencies. This document describes general objectives, requirements, and criteria that the DOE intends to apply in the interim to the National Waste Terminal Storage (NWTS) Program. These objectives, requirements, and criteria have been developed on the basis of DOE's analysis of what is needed to achieve the National objective of safe waste disposal in an environmentally acceptable and economic manner and are expected to be consistent with anticipated regulatory standards. The qualitative statements in this document address the broad issues of public and occupational health and safety, institutional acceptability, engineering feasibility, and economic considerations. A comprehensive set of criteria, general and project specific, of which these are a part, will constitute a portion of the technical basis for preparation and submittal by the DOE of formal documents to support future license applications for nuclear waste repositories.

A new tracer flow-test system has been developed for in situ characterization of geologic formations. This report describes two sets of test equipment: one portable and one for testing in deep formations. Equations are derived for in situ detector calibration, raw data reduction, and flow logging. Data analysis techniques are presented for computing porosity and permeability in unconfined isotropic media, and porosity, permeability and fracture characteristics in media with confined or unconfined two-dimensional flow. The effects of tracer pulse spreading due to divergence, dispersion, and porous formations are also included.
