Alternative Transportation Fuels: Oil Import, Highway Tax, and Implementation Issues (open access)

Alternative Transportation Fuels: Oil Import, Highway Tax, and Implementation Issues

This report discusses three major pieces of legislation designed to, among other objectives, foster the development, introduction, and diffusion of alternative nonpetroleum fuels into the U.S. transportation sector. These three pieces of legislation are the Alternative Motor Fuels Act of 1988, the Clean Air Act Amendments of 1990, and the Energy Policy Act of 1992.

National Ingition Facility subsystem design requirements optics subsystems SSDR 1.6

This Subsystems Design Requirement (SSDR) document specifies the functions to be performed and the subsystems design requirements for the major optical components. These optical components comprise those custom designed and fabricated for amplification and transport of the full aperture NIF beam and does not include those off-the-shelf components that may be part of other optical sub-systems (i.e. alignment or diagnostic systems). This document also describes the optical component processing requirements and the QA/damage testing necessary to ensure that the optical components meet or exceed the requirements.

Computer support to run models of the atmosphere. Final report (open access)

Computer support to run models of the atmosphere. Final report

This research is focused on a better quantification of the variations in CO{sub 2} exchanges between the atmosphere and biosphere and the factors responsible for these exchangers. The principal approach is to infer the variations in the exchanges from variations in the atmospheric CO{sub 2} distribution. The principal tool involves using a global three-dimensional tracer transport model to advect and convect CO{sub 2} in the atmosphere. The tracer model the authors used was developed at the Goddard institute for Space Studies (GISS) and is derived from the GISS atmospheric general circulation model. A special run of the GCM is made to save high-frequency winds and mixing statistics for the tracer model.

Electrolytic regeneration of acid cupric chloride printed circuit board etchant. Quarterly report No. 4, April 30, 1996--July 30, 1996

Tests on T&G Corp. proton selective membranes showed significant ion migration, so no membrane is yet on hand that will allow demonstration of oxygen ingress compensation with the pre-prototype scale regenerator. T&G is remaking a 14118 membrane, the membrane type that was used in successful bench scale testing several years ago. Modifications for pressurized operation of the pre-prototype scale plating cell were successful; the unit can withstand 8 psig pressure without leaking.

Technical basis for removal of 221-T tunnel from airborne radiological area status (open access)

Technical basis for removal of 221-T tunnel from airborne radiological area status

This document provides the technical basis for removal of the 221-T Tunnel from airborne radiological control. T Plant Radiological Control has evaluated air sampling data and engineering controls, and determined the necessary administrative controls to make this transition. With these administrative controls (specified within document) in place, the tunnel can be removed from Airborne Radioactive Area status. The removal of the tunnel from airborne status will allow work to be performed within the tunnel under controlled conditions, as outlined in this technical basis, without the use of respiratory protection equipment.

Note on polarized RHIC bunch arrangement (open access)

Note on polarized RHIC bunch arrangement

We discuss what combinations of bunch polarization in the two RHIC rings are necessary to do the physics measurements at various interaction regions. We also consider the bunches for both the pion inclusive and p-p elastic polarization measurements. Important factors to consider are the direction of the polarization with respect to the momentum in each bunch, the beam gas backgrounds, and the simulation of zero - polarization in one beam by averaging + and - helicity, and luminosity monitoring for normalization. These considerations can be addressed by setting the relative number of each of the 9 combinations possible at each of the 6 interaction regions. The combinations are (+ empty -) yellow X (+ empty -)blue, where yellow and blue are the counter-rotating rings.

Electrodeless lighting RF power source development. Final report (open access)

Electrodeless lighting RF power source development. Final report

An efficient, solid state RF power source has been developed on this NICE project for exciting low power electrodeless lamp bulbs. This project takes full advantage of concurrent advances in electrodeless lamp technology. Electrodeless lamp lighting systems utilizing the sulfur based bulb type developed by Fusion Lighting, Inc., is an emerging technology which is based on generating light in a confined plasma created and sustained by RF excitation. The bulb for such a lamp is filled with a particular element and inert gas at low pressure when cold. RF power from the RF source creates a plasma within the bulb which reaches temperatures approaching those of high pressure discharge lamp plasmas. At these temperatures the plasma radiates substantial visible light with a spectrum similar to sunlight.

Short Contact Time Direct Coal Liquefactionn Using a Novel Batch Reactor. Quarterly Report. May 16 - August 15, 1996 (open access)

Short Contact Time Direct Coal Liquefactionn Using a Novel Batch Reactor. Quarterly Report. May 16 - August 15, 1996

The objective of this research is to optimize the design and operation of the bench scale batch reactor (SCTBR) for studying direct coal liquefaction at short contact times (.01 to 10 minutes or longer). Additional objectives are to study the kinetics of direct coal liquefaction particularly at short reaction times and to investigate the role of organic oxygen components of coal and their reaction pathways during coal liquefaction. Many of those objectives have already been achieved. This quarterly report discusses further kinetic studies of the liquefaction of Illinois #6 bituminous coal, Wyodak-Anderson subbituminous coal, and Pittsburgh #8 bituminous coal. The thermodynamic characteristics of the extraction stage at the start of the liquefaction process in the liquefaction of Illinois #6 coal is also discussed. Further work has also been done to attempt to clarify the role of the liquefaction solvent in the direct liquefaction process.

ICRF antenna modeling and simulation. Final report, March 1, 1993--May 31, 1996

SAIC has undergone a three year research and development program in support of the DOE Office of Fusion Energy`s (OFE) program in Ion Cyclotron Range of Frequencies (ICRF) heating of present, next generation, and future plasma fusion devices. The effort entailed advancing theoretical models and numerical simulation technology of ICRF physics and engineering issues associated predominately with, but not limited to, tokamak Ion Cyclotron Heating (ICH) and fast wave current drive (FWCD). Ion cyclotron heating and current drive is a central element in all current and planned large fusion experiments. In recent years, the variety of uses for ICRF systems has expanded, and includes the following: (1) Heating sufficient to drive plasma to ignition. (a) Second-harmonic T heating. (b) He{sup 3} minority heating. (2) Second-harmonic He{sup 4} heating in H plasma (for non-activated phase). (3) Detailed equilibrium profile control minority heating. (a) Ion minority (He{sup 3}) CD (for profile control on inside of plasma). (b) Ion minority (He{sup 3}) CD (for profile control on outside of plasma). (4) Ion-ion hybrid regime majority ion heating. (5) Electron current drive. (6) Mode conversion to drive current. (7) Deuterium minority heating. (8) Sawtooth instability stabilization. (9) Alpha particle parameter enhancement. (10) The generation …
