CĂ´te d'Ivoire's Post-Election Crisis

This report discusses the contested November 28, 2010, presidential election runoff election in CĂ´te d'Ivoire. Laurent Gbagbo and his rival, former Prime Minister Alassane Ouattara, both continue to claim to have won the runoff and to exercise exclusive national executive authority, and to attempt to consolidate their control over state institutions. An increase in armed conflicts in late February 2011, among other indicators, signals the possible outbreak of a renewed civil war. This report discusses these events, as well as U.S. and international efforts to support a peaceful transition in CĂ´te d'Ivoire, which has remained largely divided since the civil war that began in 2002.

Plant Closings, Mass Layoffs, and Worker Dislocations: Data Issues

For at least 15 years Members of Congress have continued to ask: How many U.S. manufacturing plants have closed? For at least 15 years they have continued to ask: How many U.S. manufacturing plants have relocated abroad, and where have they gone? For at least 15 years the answer has been: For the most part, those questions can't be answered, based on Government data. How many plants are moving to Mexico? What industries and what States are the plants from? How many U.S. workers are losing their jobs as a result? It appears that still, after two legislative attempts to mandate collection of these data, the Government publishes no counts of U.S. plant closings, and almost no information on plant relocations. Options for strengthening the data systems include addressing three main weaknesses: inadequate data program design, a plant closing definition that misses its mark, and publication of partial instead of complete survey results.

There are ten categories of courts (including the local courts of the District of Columbia) to which the President nominates judges. The report provides background and statistics concerning President Bush's judicial nominations in each court category as well as actions taken on those nominations by the United States Senate. Each of the report's ten sections discusses the composition and jurisdiction of the court in question and notes the committee to which nominations to this court were referred when received by the Senate. Also, statistics on judicial nominations received by the Senate during the four years of the Bush Presidency are presented.

Egypt in Transition

This report provides a brief overview of the transition underway in Egypt and information on U.S. foreign aid to Egypt. U.S. policy toward Egypt has long been framed as an investment in regional stability, built primarily on long-running military cooperation and sustaining the March 1979 Egyptian-Israeli peace treaty. Successive U.S. Administrations have viewed Egypt's government as a moderating influence in the Middle East. U.S. policy makers are now grappling with complex questions about the future of U.S.-Egypt relations and these debates are likely to influence consideration of appropriations and authorization legislation in the 112th Congress.

This report discusses the Iraqi debt problem in three parts: [1] overview of the Iraq debt situation following the ouster of the Saddam regime; [2] subsequent debt relief negotiations and their resolution; [3] possible implications for future debt relief cases that arise from Iraq's experience. The implications are: a willingness by the international community to grant a stay on the enforcement of creditor rights; an increased flexibility in Paris Club debt relief decisions; and an unwillingness by successor regimes to claim that their debt is odious and repudiate it.

This report covers the 2007 Department of Defense (DOD) major procurement initiative to replace most up-armored High Mobility, Multi-Wheeled Vehicles (HMMWVs) with Mine-Resistant, Ambush-Protected (MRAP) vehicles. It looks at the cost and subsequent budgets of this initiative. Among potential issues for congressional consideration are the status of older, unused MRAPS in Afghanistan that are reportedly not being used because of their size and weight; possible redundancies with the MRAP, M-ATV, and the Joint Light Tactical Vehicle (JLTV) programs; and actual Marine M-ATV requirements.
