Security and Prosperity Partnership of North America: An Overview and Selected Issues

The Security and Prosperity Partnership of North America (SPP) is a trilateral initiative that was launched in March 2005 for the purpose of increasing and enhancing security and prosperity in the United States, Canada, and Mexico. This initiative promoted communication and cooperation across several key policy areas of mutual interest, such as improving certain sectors of the economy, developing higher health and safety standards, and addressing environmental concerns. This report describes this initiative in brief detail, including summaries of several SPP-related meetings between the three countries' leaders.

This report discusses recent actions taken by the FDIC in support of financial and housing markets, which include restoration of the Deposit Insurance Fund, the development of the Temporary Liquidity Guarantee Program, efforts to reduce foreclosures, and establishment of the proposed Public-Private Investment Fund. Legislation such as H.R. 786 (introduced by Representative Barney Frank); H.R. 1106, Helping Families Save Their Homes Act of 2009 (introduced by Representative John Conyers, Jr., with 24 co-sponsors); and S. 541, The Depositor Protection Act of 2009 (introduced by Senator Christopher Dodd with 12 co-sponsors) have also been introduced to increase the effectiveness of the FDIC’s efforts to respond to recent market weaknesses.

Member states of the North Atlantic Treaty Organization (NATO) contribute to the activities of the alliance in several ways, the chief of which is through the deployment of their own armed forces, funded by their national budgets. Certain commonly conducted activities, however, are paid for out of three NATO-run budgets. These three accounts--the civil budget, the military budget, and the security investment program--are funded by individual contributions from the member states. This report discusses North Atlantic Treaty Organization (NATO) burdensharing in funding such operations.

What's the Difference?--Comparing U.S. and Chinese Trade Data

This report provides a comparison of U.S. and Chinese trade data. U.S. trade with the People's Republic of China (China) is becoming increasingly contentious as the U.S. bilateral trade deficit rises. Debate over this trade deficit is hampered because of disagreement between the two countries on how large the deficit actually is. According to official U.S. figures, China has surpassed Canada as the largest supplier of U.S. imports.

The Google Library Project: Is Digitization for Purposes of Online Indexing Fair Use Under Copyright Law?

In December 2004, Google announced its Library Project, which was to entail digitizing, indexing, and displaying "snippets" of print books in the collections of five major libraries, among other things. The Library Project was not limited to books in the public domain (e.g., books whose terms of copyright protection had expired), and Google did not seek the permission of copyright holders, in part, because it asserted that its proposed uses were fair uses. Many authors, publishers, and other rights holders disagreed. This report provides background on the Library Project, legal issues raised by digitization and indexing projects, and the status of the litigation over the Library Project.

Federal Tort Claims Act

The Federal Tort Claims Act is the statute by which the United States authorizes tort suits to be brought against itself. With exceptions, it makes the United States liable for injuries caused by the negligent or wrongful act or omission of any federal employee acting within the scope of his employment, in accordance with the law of the state where the act or omission occurred. This report discusses, among other things, the application of the Feres doctrine to suits for injuries caused by medical malpractice in the military, the prohibition of suits by victims of atomic testing, Supreme Court cases interpreting the discretionary function exception, the extent to which federal employees may be held liable for torts they commit in the scope of their employment, and the government contractor defense to products liability design defect suits.
