A system for measuring the attenuation of X-rays by various materials (open access)

A system for measuring the attenuation of X-rays by various materials

The Filter Attenuation Measurement System was designed by J.H. McCrary. It is, as its name implies, primarily intended to measure the attenuation of an x-ray beam by various substances. However, it can also be a very useful instrument for qualitative as well as quantitative analysis through the use of absorption edge spectrometry. The essential components of the system are depicted. The brehmstrahlung originating in a tungsten target x-ray tube is collimated and the desired energy picked out by varying the angle that the primary beam makes with the (200) set of planes in a LiF crystal. The reflected beam, which is monochromatic, passes through two collimators before being detected by a NaI counter. The sample whose transmissivity is being measured is placed between the second and third collimators.

Awards of Attorney's Fees to Small Businesses and Labor Organizations that Prevail Against the NLRB or OSHA: H.R. 1987, 106th Congress

H.R. 1987, 106th Congress, the Fair Access to Indemnity and Reimbursement (FAIR) Act, which was reported by the Committee on Education and the Workforce on October 14, 1999, would make it easier for small businesses and labor organizations that prevail against the NLRB or OSHA, in administrative or court proceedings, to recover their attorneys' fees from the government. It would do so by requiring fees to be awarded automatically in cases to which it applied, instead of only when the government's position was not substantially justified.

Clean Water Act and Total Maximum Daily Loads (TMDLs) of Pollutants (open access)

Clean Water Act and Total Maximum Daily Loads (TMDLs) of Pollutants

This report discusses the section 303(d) of the Clean Water Act, which requires states to identify waters that are impaired by pollution, even after application of pollution controls. For those waters, states must establish a total maximum daily load (TMDL) of pollutants to ensure that water quality standards can be attained. Implementation of this provision has been dormant until recently, when states and EPA were prodded by numerous lawsuits. The TMDL issue has become controversial, in part because of requirements and costs now facing states to implement a 25-year-old provision of the law. Congressional activity to reauthorize the Act, a possibility in the 2nd Session of the 105th Congress, could include TMDL issues, but the direction for any such action is unclear at this time.

KDP Impurity Data (open access)

KDP Impurity Data

Attached are the impurity data for 20-liter growth runs N. Zaitseva/L. Carman made in the 1996-1997 time frame for which we have both solution and crystal data. The 5 impurities added for the runs are AI(III), Cr(III), Fe(III), Mo(VI), and Sb(V). As an explanation of the tables, I report all impurity concentrations as ppb (ng/g{sub KDP}) with respect to dry KDP (even solution data.) ''MDL'' stands for ''Method Detection Limit.'' Nominal uncertainties are 1 MDL or 10% of the quoted value, whichever is greater. If the measured value is less than the MDL, I report ''ND,'' for ''Not Detected.'' If the value is greater than the MDL, but less than twice the MDL, I report ''D,'' for ''Detected.'' If the value is more than twice the MDL, I report two significant figures. The values come from ICP-ES and ICP-MS measurements. I give the detection limit for the more sensitive technique in the table under the ''MDL'' heading. In case where only one technique was used, I give the MDL for that technique in parentheses after the impurity value in the table. Since these measurements were made, changes in instrumentation have resulted in significant improvements in many of the detection limits. …

Analysis of the custom design/fabrication/testing requirements for a large-hole drilling machine for use in an underground radioactive waste repository (open access)

Analysis of the custom design/fabrication/testing requirements for a large-hole drilling machine for use in an underground radioactive waste repository

An analysis of the fabrication and field test requirements for a drilling machine that would be applicable to the drilling of large diameter holes for the emplacement of radioactive waste canisters in an underground repository is presented. On the basis of a previous study in 1975 by RE/SPEC Inc. for the Oak Ridge National Laboratory, it was concluded that none of the commercially available machines were ideally suited for the desired drilling application, and that it was doubtful whether a machine with the required capabilities would become available as a standard equipment item. The results of the current study, as presented here, provide a definitive basis for selecting the desired specifications, estimating the design, fabrication, and testing costs, and analyzing the cost-benefit characteristics of a custom-designed drilling machine for the emplacement hole drilling task.

Reliable, Lightweight Transmissions For Off-Shore, Utility Scale Wind Turbines

The objective of this project was to reduce the technical risk for a hydrostatic transmission based drivetrain for high-power utility-size wind turbines. A theoretical study has been performed to validate the reduction of cost of energy (CoE) for the wind turbine, identify risk mitigation strategies for the drive system and critical components, namely the pump, shaft connection and hydrostatic transmission (HST) controls and address additional benefits such as reduced deployment costs, improved torque density and improved mean time between repairs (MTBR).

Development and Testing of a 212Pb/212Bi Peptide for Targeting Metastatic Melanoma (open access)

Development and Testing of a 212Pb/212Bi Peptide for Targeting Metastatic Melanoma

The purpose of this project is to develop a new radiolabeled peptide for imaging and treating metastatic melanoma. The immunoconjugate consists of a receptor-specific peptide that targets melanoma cells. The beta-emitter lead-212 (half-life = 10.4 hours) is linked by coordination chemistry to the peptide. After injection, the peptide targets melanoma receptors on the surfaces of melanoma cells. Lead-212 decays to the alpha-emitter bismuth-212 (half-life = 60 minutes). Alpha-particles that hit melanoma cell nuclei are likely to kill the melanoma cell. For cancer cell imaging, the lead-212 is replaced by lead-203 (half-life = 52 hours). Lead-203 emits 279 keV photons (80.1% abundance) that can be imaged and measured for biodistribution analysis, cancer imaging, and quantitative dosimetry.

Results Of Routine Strip Effluent Hold Tank, Decontaminated Salt Solution Hold Tank, And Caustic Wash Tank Samples From Modular Caustic-Side Solvent Extraction Unit During Macrobatch 4 Operations (open access)

Results Of Routine Strip Effluent Hold Tank, Decontaminated Salt Solution Hold Tank, And Caustic Wash Tank Samples From Modular Caustic-Side Solvent Extraction Unit During Macrobatch 4 Operations

Strip Effluent Hold Tank (SEHT), Decontaminated Salt Solution Hold Tank (DSSHT), and Caustic Wash Tank (CWT) samples from several of the ?microbatches? of Integrated Salt Disposition Project (ISDP) Salt Batch (?Macrobatch?) 4 have been analyzed for {sup 238}Pu, {sup 90}Sr, {sup 137}Cs, and by inductively-coupled plasma emission spectroscopy (ICPES). Furthermore, samples from the CWT have been analyzed by a variety of methods to investigate a decline in the decontamination factor (DF) of the cesium observed at MCU. The results indicate good decontamination performance within process design expectations. While the data set is sparse, the results of this set and the previous set of results for Macrobatch 3 samples indicate generally consistent operations. There is no indication of a disruption in plutonium and strontium removal. The average cesium DF and concentration factor (CF) for samples obtained from Macrobatch 4 are slightly lower than for Macrobatch 3, but still well within operating parameters. The DSSHT samples show continued presence of titanium, likely from leaching of the monosodium titanate in Actinide Removal Process (ARP).

D-Zero Central Calorimeter Pressure Vessel and Vacuum Vessel Safety Notes (open access)

D-Zero Central Calorimeter Pressure Vessel and Vacuum Vessel Safety Notes

The relief valve and relief piping capacity was calculated to be 908 sefm air. This exceeds all relieving conditions. The vessel also has a rupture disc with a 2640 scfm air stamped capacity. In order to significantly decrease the amount of time required to fill the cryostats, it is desired to raise the setpoint of the 'operating' relief valve on the argon storage dewar to 20 psig from its existing 16 psig setting. This additional pressure increases the flow to the cryostats and will overwhelm the relief capacity if the temperature of the modules within these vessels is warm enough. Using some conservative assumptions and simple calculations within this note, the maximum average temperature that the modules within each cryostat can be at prior to filling from the storage dewar with liquid argon is at least 290 K. The average temperature of the module mass for any of the three cryostats can be as high as 290 K prior to filling that particular cryostat. This should not be confused with the average temperature of a single type or location which is useful in protecting the modules-not necessarily the vessel itself. A few modules of each type and at different elevations …
