Capacity-expansion planning under uncertainty in the electric-utility industry

This document basically represents a comparison between theory and practice of capacity-expansion planning in the electric-utility industry. The purpose of the comparison is to provide avenues for further exploration in utility decision making. The focus of the Phase II study is upon the role of uncertainty in the decision-making process. The Phase I effort was directed at modeling the Averch-Johnson theory of the regulated utility. Part I of this report reviews the Anderson study (D. Anderson, Models for Determining Least-Cost Investments in Electricity Supply). The Anderson paper has become a standard reference for capacity-planning studies in the electric-utility industry. Part II examines uncertainty and the behavior of the firm. Part III reviews 5 models of electric-utility capacity planning under uncertainty, and Part IV is concerned with capacity-planning models in practice.

As part of the CAD-CAM development project, this report discusses the mathematics underlying the program QUADRIC, which does computations on objects modeled as Boolean combinations of quadric half-spaces. Automated microscopy methods for measuring pyritic sulfur content of coal and determining degree of liberation of pyrite in coal: Final report

The objective of this project is to develop an automated procedure, to be implemented in an IBAS image analyzer, to determine size, shape and degree of liberation of pyrite particles in a coal matrix. This procedure is to work in real time conditions and with minimal intervention from the operator. Our approach is to create from the original microscopic image a three level image with the following components: epoxy, coal macerals and pyrite to simplify the calculations. Enhancing the original image by histogram scaling and median filtering, we segment it and form the three level image. After the boundaries of the pyrite particles are defined, we mask the surroundings of the particle to estimate the degree of liberation. The percentage of epoxy included in the mask is defined as the degree of liberation of the particle. Size and shape factor values are simultaneously calculated for each of the analyzed particles. These particles are classified according to their maximum diameter, shape factor and degree of liberation by the program. 6 refs., 18 figs.

Advanced coal gasification system for electric power generation. Third quarterly progress report, April 1-June 30, 1980

The operation, maintenance and modifications to the Westinghouse gasification process development unit during the quarter are reviewed. The tests of the gasifier-agglomerator included direct coal feed as well as oxygen-blown gasification of a char or coal bed. Then the whole system was tested in single and double stage operation. Laboratory support involved fluidized bed test facilities at ambient temperature and at design temperature for devolatilization and gasification studies. Other laboratory systems were related to thermal analysis and pressurized high temperature studies of gasification and gas cleaning. (LTN)

Response to requests by FMF and DWPF concerning disposal of FMF saltstone drums in Z-Area vaults

Disposal of FMF saltstone in 55 gallon drums in the Z-Area Industrial Waste Landfill requires modification of the landfill permit. Approximately 5000 drums of FMF saltstone are currently stored on SC DHEC-permitted concrete storage pads adjacent to the burial ground. At a meeting with DWPF, FMF, and EPS on July 18, 1989, IWT agreed to supply the following information: (1) Consequence of disposal of CCA (Cu, Cr, As) treated wood pallets in the Z-Area vaults. (Four drums of FMF saltstone are currently banded to each pallet.) (2) Consequence of placing partially filled FMF drums in the Z-Area vaults. (3) Formulation for clean grout back-fill. Grout will be emplaced around and over the drums, thereby isolating them from environment (rainwater) prior to vault capping. (4) Maximum loading of FMF saltstone drums in the Z-Area vaults. (5) Consequence of void volume in drums, in clean grout, or both on groundwater modeling results. This document is a response to the above requests.

Working from the premise that the largest and least expensive source of energy in the US in the next 20 y is the energy that could be saved in buildings, building energy consumption in commercial and residential buildings is examined, and the energy savings which could be accomplished by more efficient building design, by energy conserving retrofits and by the use of solar heating equipment are discussed. Thermal stress analysis of the SLAC fixed mask. Addendum

X-ray beams emerging from the new SLAC electron-positron storage ring (PEP) can impinge on the walls of tangential divertor channels. A fixed mask made of OFHC copper is installed in the channel to limit wall heating. The mask is cooled with water flowing axially at 30/sup 0/C. Beam strikes on the mask cause highly localized heating in the channel structure. Analyses were completed to determine the temperatures and thermally-induced stresses due to this heating. The current design and operating conditions should result in the entrance to the fixed mask operating at a peak temperature of 105/sup 0/C with a peak thermal stress at 26% of yield.

The three major subcontracts for soils and structural design, rack design, and the security system design are progressing satisfactorily. Design modification work at AGNS is near completion. Licensing documentation is approximately 50% complete and progressing at a satisfactory pace to meet scheduled projections.

Effects of superposition of detector solenoid and FFS quadrupole fields in SLC and correction methods

For the so-called superconducting FFS option with L* = 2.2 m, the MK2 solenoid does not overlap Q1, the FFS quad nearest the IP. For the permanent magnet option with L* = 0.75 m, the MK2 solenoid would overlap both Q1 and Q2. In either case an 8 m long solenoid, contemplated for the SLD detector, would overlap both Q1 and Q2. The solenoid field cannot be shielded so in an overlap region one will have a superposition of solenoid an quadrupole fields. Recently, the question was raised, What are the optical consequences when the solenoid and quad fields are superimposed. The question had not been considered before, but rough estimates suggested immediately that there might indeed be ugly consequences in terms of an enlargement of spot size at the IP. The purpose of this note is to answer the question quantitatively and to consider methods of correction of the ugly consequences.

Genocide Convention

The Convention on the Prevention and Punishment of the Crime of Genocide has been a matter of pending business before the Senate since its transmittal to that body in 1949. On May 21, 1985, the Senate Foreign Relations Committee recommended that the Senate give its advice and consent to ratification of the Convention subject to eight conditions: two reservations, five understandings, and one declaration. This report examines the differing opinions on whether and under what conditions the Senate should approve ratification of the Genocide Convention.
