Federal Employees: Pay and Pension Increases Since 1969

Under the terms of the Federal Employees' Pay Comparability Act of 1990 (P.L. 101-509), pay for civilian federal employees is adjusted each year to keep the salaries of federal workers competitive with comparable occupations in the private sector. The annual increases in federal employee pay are based on changes in the cash compensation paid to workers in the private sector, as measured by the ECI. Under certain circumstances, the President may limit the annual increase in federal pay by executive order. Federal law also requires Social Security benefits and the pensions paid to retired federal employees to be adjusted each year. The COLAs for both Social Security and civil service pensions are based on the rate of inflation as measured by the CPI.

First Real-Time Detection of Surface Dust in a Tokamak

The first real-time detection of surface dust inside a tokamak was made using an electrostatic dust detector. A fine grid of interlocking circuit traces was installed in the NSTX vessel and biased to 50 v. Impinging dust particles created a temporary short circuit and the resulting current pulse was recorded by counting electronics. The techniques used to increase the detector sensitivity by a factor of x10,000 to match NSTX dust levels while suppressing electrical pickup are presented. The results were validated by comparison to lab measurements, by the null signal from a covered detector that was only sensitive to pickup, and by the dramatic increase in signal when Li particles were introduced for wall conditioning purposes.

DWPF DECON FRIT: SUMP AND SLURRY SOLIDS ANALYSIS

The Savannah River National Laboratory (SRNL) has been requested to perform analyses on samples of the Defense Waste Processing Facility (DWPF) decon frit slurry (i.e., supernate samples and sump solid samples). Four 1-L liquid slurry samples were provided to SRNL by Savannah River Remediation (SRR) from the 'front-end' decon activities. Additionally, two 1-L sump solids samples were provided to SRNL for compositional and physical analysis. In this report, the physical and chemical characterization results of the slurry solids and sump solids are reported. Crawford et al. (2010) provide the results of the supernate analysis. The results of the sump solids are reported on a mass basis given the samples were essentially dry upon receipt. The results of the slurry solids were converted to a volume basis given approximately 2.4 grams of slurry solids were obtained from the {approx}4 liters of liquid slurry sample. Although there were slight differences in the analytical results between the sump solids and slurry solids the following general summary statements can be made. Slight differences in the results are also captured for specific analysis. An Online Scheduling Algorithm with Advance Reservation for Large-Scale Data Transfers

Scientific applications and experimental facilities generate massive data sets that need to be transferred to remote collaborating sites for sharing, processing, and long term storage. In order to support increasingly data-intensive science, next generation research networks have been deployed to provide high-speed on-demand data access between collaborating institutions. In this paper, we present a practical model for online data scheduling in which data movement operations are scheduled in advance for end-to-end high performance transfers. In our model, data scheduler interacts with reservation managers and data transfer nodes in order to reserve available bandwidth to guarantee completion of jobs that are accepted and confirmed to satisfy preferred time constraint given by the user. Our methodology improves current systems by allowing researchers and higher level meta-schedulers to use data placement as a service where theycan plan ahead and reserve the scheduler time in advance for their data movement operations. We have implemented our algorithm and examined possible techniques for incorporation into current reservation frameworks. Performance measurements confirm that the proposed algorithm is efficient and scalable.

Low-mass fission detector for the fission neutron spectrum measurement

For the fission neutron spectrum measurement, the neutron energy is determined in a time-of-flight experiment by the time difference between the fission event and detection of the neutron. Therefore, the neutron energy resolution is directly determined by the time resolution of both neutron and fission detectors. For the fission detection, the detector needs not only a good timing response but also the tolerance of radiation damage and high {alpha}-decay rate. A parallel-plate avalanche counter (PPAC) has many advantages for the detection of heavy charged particles such as fission fragments. These include fast timing, resistance to radiation damage, and tolerance of high counting rate. A PPAC also can be tuned to be insensitive to particles, which is important for experiments with - emitting actinides. Therefore, a PPAC is an ideal detector for experiments requiring a fast and clean trigger for fission. In the following sections, the description will be given for the design and performance of a new low-mass PPAC for the fission-neutron spectrum measurements at LANL.

Beyond the Standard Model: The Weak Scale, Neutrino Mass, and the Dark Sector

The goal of this proposal was to advance theoretical studies into questions of collider physics at the weak scale, models and signals of dark matter, and connections between neutrino mass and dark energy. The project was a significant success, with a number of developments well beyond what could have been anticipated at the outset. A total of 35 published papers and preprints were produced, with new ideas and signals for LHC physics and dark matter experiments, in particular. A number of new ideas have been found on the possible indirect signals of models of dark matter which relate to the INTEGRAL signal of astrophysical positron production, high energy positrons seen at PAMELA and Fermi, studies into anomalous gamma rays at Fermi, collider signatures of sneutrino dark matter, scenarios of Higgs physics arising in SUSY models, the implications of galaxy cluster surveys for photon-axion conversion models, previously unconsidered collider phenomenology in the form of 'lepton jets' and a very significant result for flavor physics in supersymmetric theories. Progress continues on all fronts, including development of models with dramatic implications for direct dark matter searches, dynamics of dark matter with various excited states, flavor physics, and consequences of modified missing energy signals …

Frequency Control Performance Measurement and Requirements

Frequency control is an essential requirement of reliable electric power system operations. Determination of frequency control depends on frequency measurement and the practices based on these measurements that dictate acceptable frequency management. This report chronicles the evolution of these measurements and practices. As technology progresses from analog to digital for calculation, communication, and control, the technical basis for frequency control measurement and practices to determine acceptable performance continues to improve. Before the introduction of digital computing, practices were determined largely by prior experience. In anticipation of mandatory reliability rules, practices evolved from a focus primarily on commercial and equity issues to an increased focus on reliability. This evolution is expected to continue and place increased requirements for more precise measurements and a stronger scientific basis for future frequency management practices in support of reliability.

This document provides an overview of renewable resource potential at Fort Drum, based primarily upon analysis of secondary data sources supplemented with limited on-site evaluations. This effort focuses on grid-connected generation of electricity from renewable energy sources and also on ground source heat pumps for heating and cooling buildings. The effort was funded by the U.S. Army Installation Management Command (IMCOM) as follow-on to the 2005 Department of Defense (DoD) Renewables Assessment. The site visit to Fort Drum took place on May 4 and 5, 2010.
