Climate Change Issues: Options for Addressing Challenges to Carbon Offset Quality

A letter report issued by the Government Accountability Office with an abstract that begins "Carbon offsets are reductions in greenhouse gas emissions in one place to compensate for emissions elsewhere. Examples of offset projects include planting trees, developing renewable energy sources, or capturing emissions from landfills. Recent congressional proposals would have limited emissions from utilities, industries, or other "regulated entities," and allowed these entities to buy offsets. Research suggests that offsets can significantly lower the cost of a program to limit emissions because buying offsets may cost regulated entities less than making the reductions themselves. Some existing international and U.S. regional programs allow offsets to be used for compliance with emissions limits. A number of voluntary offset programs also exist, where buyers do not face legal requirements but may buy offsets for other reasons. Prior GAO work found that it can be difficult to ensure offset quality--that offsets achieve intended reductions. One quality criterion is that reductions must be "additional" to what would have occurred without the offset program. China's Energy and Carbon Emissions Outlook to 2050

As a result of soaring energy demand from a staggering pace of economic expansion and the related growth of energy-intensive industry, China overtook the United States to become the world's largest contributor to CO{sub 2} emissions in 2007. At the same time, China has taken serious actions to reduce its energy and carbon intensity by setting both a short-term energy intensity reduction goal for 2006 to 2010 as well as a long-term carbon intensity reduction goal for 2020. This study presents a China Energy Outlook through 2050 that assesses the role of energy efficiency policies in transitioning China to a lower emission trajectory and meeting its intensity reduction goals. Over the past few years, LBNL has established and significantly enhanced its China End-Use Energy Model which is based on the diffusion of end-use technologies and other physical drivers of energy demand. This model presents an important new approach for helping understand China's complex and dynamic drivers of energy consumption and implications of energy efficiency policies through scenario analysis. This research will focus on characterizing the phase behavior of polyelectrolyte-surfactant microemulsions (PSM) that were recently discovered in our lab and indentifing possible uses of their long-range ordered nanostructures towards bioseparation, oil-recovery and drug delivery systems. In addition, we are proposing strategies for synthesizing solid and long-range ordered materials with unit cells on the nanometer scale using polymerization and/or cross-linking to solidify the soft template.

Inelastic neutron scattering in valence fluctuation compounds

The valence fluctuation compounds are rare earth intermetallics where hybridization of the nearly-localized 4f electrons with the conduction electrons leads to incorporation of the 4f's into the itinerant states. This hybridization slows down the conduction electrons and hence gives them a heavy effective mass, justifying application of the term 'heavy Fermion' (HF) to these materials. During the project period, we grew large single crystals of several such compounds and measured their properties using both standard thermodynamic probes and state-of-the-art inelastic neutron scattering. We obtained three main results. For the intermediate valence compounds CePd{sub 3} and YbAl{sub 3}, we showed that the scattering of neutrons by the fluctuations of the 4f magnetic moment does not have the momentum dependence expected for the itinerant heavy mass state; rather, the scattering is more typical of a localized spin fluctuation. We believe that incoherent scattering localizes the excitation. For the heavy Fermion compound Ce(Ni{sub 0.935}Pd{sub 0.065}){sub 2}Ge{sub 2}, which sits at a T = 0 critical point for transformation into an antiferromagnetic (AF) phase, we showed that the scattering from the AF fluctuations does not exhibit any of the divergences that are expected at a phase transition. Clean Cities is a government-industry partnership sponsored by the U.S. Department of Energy's (DOE) Vehicle Technologies Program, which is part of the Office of Energy Efficiency and Renewable Energy. Working with its network of about 100 local coalitions and more than 6,500 stakeholders across the country, Clean Cities delivers on its mission to reduce petroleum consumption in on-road transportation. In its work to reduce petroleum use, Clean Cities focuses on a portfolio of technologies that includes electric drive, propane, natural gas, renewable natural gas/biomethane, ethanol/E85, biodiesel/B20 and higher-level blends, fuel economy, and idle reduction. Over the past 17 years, Clean Cities coalitions have displaced more than 2.4 billion gallons of petroleum; they are on track to displace 2.5 billion gallons of gasoline per year by 2020. A Simplified 1-D Model for Calculating CO2 Leakage through Conduits

In geological CO{sub 2} storage projects, a cap rock is generally needed to prevent CO{sub 2} from leaking out of the storage formation. However, the injected CO{sub 2} may still encounter some discrete flow paths such as a conductive well or fault (here referred to as conduits) through the cap rock allowing escape of CO{sub 2} from the storage formation. As CO{sub 2} migrates upward, it may migrate into the surrounding formations. The amount of mass that is lost to the formation is called attenuation. This report describes a simplified model to calculate the CO{sub 2} mass flux at different locations of the conduit and the amount of attenuation to the surrounding formations. From the comparison among the three model results, we can conclude that the steady-state conduit model (SSCM) provides a more accurate solution than the PMC at a given discretization. When there is not a large difference between the permeability of the surrounding formation and the permeability of the conduits, and there is leak-off at the bottom formation (the formation immediately above the CO{sub 2} plume), a fine discretization is needed for an accurate solution.
